Created to address growing concerns about increasing levels of ground traffic and pollution, the Alameda Corridor represents a $2 billion+ investment in rail-based transport. 15% of the nation’s container traffic rides this section of railway to Los Angeles and out to the rest of the nation. Appointed CFO in 2020, Mr. Scott is responsible for planning, organizing, directing and coordinating the financial management of ACTA. As CFO, he partners with the CEO to advise and serve the Governing Board, manage external business relationships and ensure that ACTA can meet all its financial obligations. Mr. Scott brings a unique depth of public finance and public policy experience. Prior to his appointment, Mr. Scott most recently served as an independent advisor. He provided financial, strategic, and management advisory services to public sector clients including the Port of Los Angeles, Los Angeles World Airports, City of Los Angles and the County of Los Angeles. His advisory services were based on rigorous quantitative and qualitative analysis, clear communication of findings, and assisting clients with implementation. Previously in his 35-year career, Mr. Scott was a financial advisor and investment banker. As financial advisor to state and local governments, he developed and implemented financings and policies for major infrastructure projects. Through thorough analysis of financing alternatives and clear delineation of clients’ business objectives and credit strengths, he sought to achieve the lowest cost and greatest flexibility for financing projects. As an investment banker, Mr. Scott specialized in tax-favored financings for governmental, non-profit and corporate entities. He managed complex work groups formed from representatives of organizations needed to successfully complete the transactions. Development of securities required innovative and attentive design to comply with government regulations and credit market conditions. His work was often carried out under significant public and media scrutiny. Mr. Scott has had direct public sector employment as executive director of a bipartisan “fiscal watchdog” commission of the State of California. He transformed the commission into a key source of budget and economic information by offering credible, insightful and timely forecasts. Mr. Scott, presented findings in easy-to-understand formats to top state officials, print and television media, Wall Street analysts, and the public. Mr. Scott holds a bachelor of arts in economics and Latin American Studies from Claremont McKenna College. He earned a Master in Business Administration from the Harvard Business School and a Master of Public Policy from the Harvard Kennedy School. Built into the Corridor infrastructure are a series of cameras, sensors, ladders and communications systems to monitor daily Corridor activity. This includes, “real-time” monitoring of the Corridor at key locations. In addition to the technology ACTA employs, both railroads patrol the Corridor with their Railroad Police force. The Railroad Police also enlist the help of local law enforcement and emergency services as necessary. ACTA has developed and employs an, “Emergency Operations Plan” for the Alameda Corridor. This plan involves a multilevel communications program that links notification via the 911 Emergency System, Train Operators, Railroad Dispatchers, Local Emergency Services and Law Enforcement. Likewise, notification by train operators through the dispatchers is forwarded to first responders. This 21st Century approach in ACTA’s Security Program also employs an annual “Hands On” emergency exercise to instruct and drill first responders. A major result of that effort is the Alameda Corridor built by the Alameda Corridor Transportation Authority (ACTA). The Alameda Corridor, the first consolidated rail link of its kind, was among the largest public infrastructure projects in the United Stated when constructed. Running parallel to Alameda Street along much of its route, the Completed Projects are a series of construction projects divided into three sections – north, mid-corridor and south. He was also elected to two terms as a member of the City Council, two of those years as Vice Mayor. He was elected as President of the Board of Harbor Commissioners in July 2020, following one-year terms as Secretary and Vice President. Within the City of Long Beach, Mr. Colonna was also Chair of the Federal Legislation and Environmental Affairs Committee, Vice Chair of both the Personnel and Civil Service Committees and, most recently, a member of the City’s Economic Development Commission. He is currently a member of the Board of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, has also served in top leadership roles with the Governing Board of the Alameda Corridor Transportation Authority and the Gateway Cities Council of Governments, and was the COG Special Liaison to the Ports of Long Beach and Los Angeles and Co-chair of their Interstate 710 Freeway Oversight Policy Committee. In 2006, Washington, D.C., Mayor Anthony Williams selected Mr. Colonna to serve as Chair of the Central Cities Council of the National League of Cities. Mr. Colonna was born in Chicago and moved to Long Beach at age 11. He graduated from California State University, Long Beach, with a Bachelor of Science degree and received his Master’s in Environmental Health from California State University, Northridge. After graduation, he joined the military where he honorably served as a 1st Lieutenant in the California Army National Guard. He and his wife, Michelle, have three adult children.
