The mission of the Alameda County Transportation Commission (Alameda CTC) is to plan, fund and deliver transportation programs and projects that expand access and improve mobility to foster a vibrant and livable Alameda County.
Jobs, Mobility, Community
Governed by a 22-member Commission, Alameda CTC manages the county’s one-cent transportation sales tax and serves as the county’s congestion management agency. The agency delivers more than $200 million each year in transportation improvements that create jobs, enhance mobility and enrich communities.

Opening to drivers on February 13, the new lane completes a critical link in the regional express lane network, creating a continuous express lane corridor connecting Alameda and Contra Costa counties. This completion adds to the more than 260 lane-miles of express lanes in the Bay Area. The new express lane is open to drivers and provides an additional travel option along one of the region’s busiest corridors. There will be no tolls charged for this segment of the express lane until tolling work is completed later this year. “This important project improves mobility and makes travel more reliable across Alameda County,” said Alameda CTC Chair and County Board of Supervisors President, David Haubert. “The new segment will provide smoother, more predictable trips for drivers every day, strengthening a regional corridor while improving the quality of life for people who travel here each day to get to work and return home to their families.” Read the full press release here . It consists of three components: 7th Street Grade Separation West Segment (7SGSW): Realign and grade separate the intersection of 7th Street and Maritime Street and construct a rail spur underneath to improve the access and minimize conflicts between rail, vehicles, pedestrians and bicyclists. 7th Street Grade Separation East Segment (7SGSE): Replace existing railroad underpass between I-880 and Maritime Street to increase clearance for trucks and improve shared pedestrian/bicycle pathway. Freight Intelligent Transportation Systems (FITS) and Technology Master Plan: Apply ITS, signal systems along W. Grand Avenue, Maritime Street, 7th Street and Middle Harbor Road, and other technologies to costeffectively manage truck arrivals and improve incident response. To achieve these benefits, the project is rebuilding a key segment of 7th Street and its underpass, creating a safer and more reliable route for trucks, cars, walkers, and bikers as well as community-requested green wall. In this clip, a massive 90-ton drill rig is being moved and is used to install Deep Soil Mix (DSM) walls, where cement is mixed with soil to make the ground stronger and keep water out during construction. Tie-backs—like giant anchors—and dewatering wells that pump out water add even more stability so crews can safely build new retaining walls and the roadway. The drill rig in this video was safely moved across a temporary bridge that protected active pipelines, allowing construction work to continue without interruption. Approximately $185,000 to $190,000 is generated annually. According to the Expenditure Plan, these funds are, “available to cities in the county and to Alameda County to encourage residential and retail development near transit centers.” Therefore, by definition, nonprofit agencies and transit operators are not directly eligible for these funds. Transit Center Development funds are currently programmed toward the Sustainable Communities Technical Assistance Program to support the development of transportation planning studies such as specific plan development, corridor planning studies, streetscape designs and Priority Development Area studies. As such, economic vitality is one of four goals that guides Alameda CTC as we implement the Countywide Transportation Plan : Economic Vitality : Support the growth of Alameda County’s economy and vibrant local communities through a transportation system that is safe, reliable, efficient, cost-effective, high-capacity and integrated with sustainable transit-oriented development facilitating multimodal local, regional, and interregional travel. To implement this, Alameda CTC oversees and develops a variety of initiatives and planning activities that strengthen connections between transportation, land use, and economic development. Prioritizing the development of housing and employment centers along transit corridors (often referred to as Transit Oriented Development – or TOD), is one example of how these elements can be integrated to support sustainable growth and increased access to economic opportunity. Priority Development Areas Priority Development Areas (PDAs) provide a regional growth framework for concentrating future housing and jobs around high-quality transit in an effort to decrease the need for driving and reduce greenhouse gas emissions. Cities and counties locally-nominate areas that meet at least one of the following criteria: Transit-Rich : have high quality transportation infrastructure in place that can support additional growth Connected Community : offer basic transit services and have adopted policies that support increased mobility options while reducing automobile travel As of 2021, there are 48 locally-nominated PDAs in Alameda County. These have been adopted as part of Plan Bay Area 2050. Map of Alameda County PDAs Priority Development Area and Investment and Growth Strategy Alameda CTC is required to periodically develop a PDA Investment and Growth Strategy (IGS) that establishes the process for prioritizing projects that promote residential and commercial development in the region’s PDAs. 2021 PDA IGS Update As part of the 2021 PDA IGS Update, MTC requested specific information be reported pertaining to housing and mobility trends, planned transportation projects, and the affordable housing pipeline in Alameda County’s 48 PDAs. Alameda CTC worked with member agencies to prepare the 2021 PDA IGS , which was adopted by the Commission in January 2022. Previous Versions Alameda CTC adopted the first Alameda County PDA IGS in March 2013. The Commission has since approved two updates to Alameda County’s PDA IGS (in 2014 and 2015), and adopted a new PDA IGS in May 2017 as required by MTC Resolution 4202. Since 2006, Alameda CTC has prioritized safe walking and biking to schools through its Alameda County Safe Routes to Schools (SR2S) Program . The program first began as a grant-funded pilot at two schools in Oakland. Today, our scope has expanded to include carpooling and the use of transit, and the program now serves over 295 public elementary, middle and high schools throughout the county—reaching over 172,000 students and their families with educational programs that teach traffic safety and safe behaviors, as well as countywide events that encourage walking, rolling, carpooling, and transit use. Using the 6 E’s Framework (engagement, equity, engineering, encouragement, education, evaluation) of successful Safe Routes programs, our program offers an abundance of activities and events that address each of the E’s. Once schools enroll in our program, they are assigned a school site coordinator and they have access to all of our program offerings free of charge. Our activities range from pedestrian rodeos and free bike repair via the Alameda County BikeMobile to our high school Youth Task Force , in-class elementary and middle school curriculum for teachers, and school safety assessments . In January 2020, we completed our first comprehensive program evaluation, which is intended to guide staff in identifying efficiencies, the most successful program elements for different contexts, and recommending future improvements. The Evaluation Reports include robust analysis of the SR2S Program’s growth, impact, and plans for the future—with the goal of continuously improving program elements and program effectiveness, and allocating resources most effectively and efficiently. The investments approved by Alameda CTC result in a wide range of transportation improvements and services that facilitate safe, efficient and accessible travel for all types of transportation in all areas of Alameda County. The Comprehensive Investment Plan (CIP) brings the vision and goals established through the Alameda CTC’s long-range countywide plans into the near term by focusing funding investments over a five-year programming and allocation period. The purpose of the CIP is to facilitate strategic programming and allocation of all federal, state, regional and local fund sources under the Alameda CTC’s purview. This includes, but is not limited to, federal Surface Transportation Program (STP)/Congestion Mitigation Air Quality (CMAQ), State Transportation Improvement Program (STIP), County Transportation Fund for Clean Air (TFCA), and local sales tax measures and vehicle registration fee programs. The latest CIP document can be found here: Comprehensive Investment Plan Call for Projects Prior Calls / Resources 2028 Comprehensive Investment Plan Call for Projects - Opens May 28, 2026 Alameda CTC is embarking on the development of the 2028 Comprehensive Investment Plan (2028 CIP) and is releasing a call for projects for $200 million in combined Alameda CTC-administered discretionary local funding sources, including Measures B and BB (MB/MBB), Vehicle Registration Fee (VRF), Transportation Fund for Clean Air (TFCA), I-580 Toll Revenues, federal One Bay Area Grant Program Cycle 4 (OBAG 4), and Community Action Resource and Empowerment (CARE) funding for eligible public agencies to improve the county’s multi-modal transportation system. The 2028 CIP will program funding between fiscal years 2027-28 through 2031-32. The call for projects will be officially released after the Alameda CTC Commission action on the related item on May 28, 2026.
