North Housing The North Housing Master Plan is a multi-year commitment for the Housing Authority of the City of Alameda (AHA), along with Island City Development, to create 586 homes to serve low-income Alamedans in need of affordable housing.  The twelve acres allocated for North Housing is situated at the former naval base and was granted to the Housing Authority (in 2019) via the Surplus Land Act by the U.S. Department of Navy.    The first 109 new affordable homes at North Housing are via two new housing developments (The Estuary I and Linnet Corner).   These two new developments provide housing for homeless and formerly homeless individuals, military veterans, and seniors (ages 62+). Please refer all interested veterans (ages 62+) that are disabled and unhoused to complete this Interest Form. Please note this interest form is not a wait list, so no housing is guaranteed. The Alameda Affordable Housing Corporation (AAHC) is a nonprofit public benefit corporation affiliated with the Housing Authority of the City of Alameda(AHA). The corporation was created in 2017 to own and operate affordable properties developed by AHA, its affiliates or partners, or operating properties purchased directly. Specifically, AAHC owns and operates, through third party management, the portfolio of the Housing Authority. As such, AAHC is tasked with the financial, regulatory, and physical upkeep of properties, and the security and well-being of residents through investment, maintenance, and supportive services. In July of 2021, the Affordable Housing Corporation, with the partnership of the Housing Authority of the City of Alameda, passed and approved resolution 2021-05, establishing and funding the Alameda Affordable Housing Trust Fund (AAHTF). A local Housing Trust Fund (HTF) is a program that secures new funding sources to build affordable housing developments throughout the City of Alameda. Carly works with Department Staff to review development projects against various state and local requirements and acts as the liaison between the Planning Departments and the Mayor’s Office of Housing. She also works on policies and processes related to the retention of existing housing. Before she was working in Housing, Carly was a Planner in the Northeast Quadrant Team in the Current Planning Division of the Department. In addition to reviewing and processing a range of projects, she was also the point person for the Department’s 1% for Public Art Program and the Transferable Development Rights program, and she coordinated permit referrals from various City agencies. Carly attended both undergraduate and graduate school at the University of Michigan, and she holds a Master of Urban Planning Degree and a Real Estate Development Certificate. Vice President Term Expires on June 30th, 2024 Vadim Sidelnikov is a Deputy City Attorney in the City of Hayward where he advises City Council and City Staff on a variety of topics, including affordable housing, rent stabilization, economic development, and others. Vadim has previously worked in Oakland and East Palo Alto, where he handled litigation and served as counsel to the Rent Stabilization Board, respectively. Prior to joining the Housing Authority Board of Commissioners in 2020, Vadim served on the City’s Rent Review Advisory Committee in 2019. Vadim holds a B.A. in International Relations from U.C. Davis and a J.D. from Golden Gate University School of Law. Director Term Expires on June 30, 2024 Kenji Tamaoki, Vice Chairman, joined the Board of Commissioners in October 2015. Kenji has worked in the field of real estate development and financing for 24 years. He is currently a Principal with Prudential Mortgage Capital where he specializes in affordable housing loan programs. Kenji also has experience developing affordable and market-rate multifamily apartment properties. He has a Bachelor of Architecture from the University of Toronto, and a MBA from the University of British Columbia. Director Alex Kaufman is an economist and data scientist with extensive experience in housing. After completing his PhD in Economics at Harvard, Alex joined the Federal Reserve Board in DC as a specialist in mortgage policy. Since moving to the Bay in 2013, Alex has worked at real estate tech companies such as Opendoor and Divvy Homes, where he was VP of Data Science & Analytics. Alex recently joined the ticket marketplace StubHub as their Head of Pricing Data Science. He loves living in Alameda with his wife, twin daughters, and dog. Thelma has been a resident of Alameda since 2010 and Thelma graduated from College of Alameda with an Associates of Arts degree in African American Studies in 2016. Thelma has served as a volunteer at the Alameda County Food Bank for several years past and is very excited to continue to serve her community as a Commissioner for AHA. AHA’s Executive Director, Vanessa Cooper Vanessa Cooper serves as the Executive Director of the Housing Authority of the City of Alameda (AHA). Prior to joining AHA, Vanessa served as the Real Estate Services Director for the Housing Authority of the County of Santa Clara where her responsibilities included development, construction, asset management, property management, maintenance, compliance, and resident services for about 3000 affordable LIHTC housing units. Vanessa previously worked for Charities Housing Development Corporation, Catholic Charities of Santa Clara County and for the Bank of England. Vanessa has a BA from Bath University (UK), an MBA from Durham University (UK) and an MA from San Jose State University. Vanessa attended Harvard’s Kennedy School of Government as a Fannie Mae fellow in the State and Local Officials program. Vanessa is a California licensed real estate broker (#01892974) and is a Certified Housing Asset Manager, Certified Section 8 Executive Manager and is tax credit certified.
