It is a three-year, district-level plan that is updated annually. The plan describes the school district’s key goals for students as well as the specific actions (with expenditures) the district will take to achieve the goals and the means (metrics) used to measure progress. The LCAP addresses the needs of all students, including specific student groups, and all districts must specifically address English learners, foster youth, and low-income students. California Education Code sections 41507, 41572, and 64001 and the federal No Child Left Behind Act (NCLB) — transitioning to the federal Every Student Succeeds Act (ESSA) in 2017/2018 —  require each school to consolidate all school plans for programs funded through the School and Library Improvement Block Grant, the Pupil Retention Block Grant, the Consolidated Application, and NCLB Program Improvement -- transitioning to ESSA in 2017/2018 -- into the Single Plan for Student Achievement.
