The 76 Land and Water Company was formed on June 7, 1882 with $280,000 in capital stock divided into 14 shares. The company took its name from Tulare State senator and cattleman Thomas Fowler’s “76 Ranch” which had significant land holdings in the area. In March 1884, the company moved its headquarters from its original location in Visalia to the newly formed town of Traver. The original intent was to develop a water supply and canal network to divert water from the Kings River to serve lands owned by the company near Traver. The district boundaries encompass approximately 129,000 acres, with 111,000 cropped acres. The district operates 250 miles of open canals and 75 miles of pipelines. Alta Irrigation District supplies water to users on a modified arranged schedule and charges for water on a volumetric basis. Surface water users that flood irrigate can irrigate once every 15 days or so; according to the ditchtender’s schedule. Growers using drip/microspray have more flexibility in their water ordering (they can take smaller flow rates more frequently). Water users place water orders by calling ditchtenders’ cell phones directly. Water users can operate their own turnouts. Volumetric measurements at farm turnouts are made by using a modified constant head orifice for flow rate measurement and recording the time the turnout is on and off. The District charges a per acre charge to cover all non-water run costs. The district has 10 ditchtenders and 3 water dividers. The water dividers monitor flows throughout the district as well as reservoir elevations and spills. They tell ditchtenders what flows are available early in the morning. Groundwater recharge is a major function of the district. The district prevents spill as much as possible by using terminal reservoirs at the ends of laterals where water is allowed to percolate. Recharge basins are located within the district for groundwater recharge as well. Due to the numerous landholdings, rising importance of water and the passage of legislation that allowed for public irrigation districts (Wright Act), 19 landowners posted a petitioner’s bond of $1,000 in U.S. gold coin to initiate an election process to form a public irrigation district. The community held an election August 14, 1888 and voted 326 to 19 to form the second public irrigation district in California. It was named “Alta”, which in Spanish means high or highest due to the fact that Alta’s diversion location on the Kings River is the highest diversion point and first diversion point on the river. On December 4, 1888, the directors voted 3 to 2 to move the irrigation district office from Traver to Dinuba. The directors also authorized a bond election to improve and expand the canal and delivery infrastructure of the newly formed district. By 1909 the district was serving nearly 80,000 acres of farmland. Currently, Alta Irrigation District is the only irrigation district formed under the Wright Act with 7 directors and comprises of 130,000 acres. Irrigation district law provides for 3 or 5 directors. Alta carried specific legislation in 1996 to enable Alta Irrigation District to add two directors for the two incorporated cities within its district, Dinuba and Reedley. All director divisions have equal populations that are reviewed and adjusted with each decennial census. The primary function of the district is to deliver surface water to agricultural parcels and administer its groundwater management program under AB 3030. The program makes $1 billion available for one-time assistance directly to specialty crop growers to help address ongoing challenges such as market disruptions, elevated input costs, inflation, and market losses from foreign competitors. “ This funding comes at a time when many growers are facing ongoing economic challenges ,” said Chad Wegley, General Manager of Alta Irrigation District and Director of the Kings River East Groundwater Sustainability Agency. “ Our region produces a variety of specialty crops, and this assistance provides growers with an opportunity to reinvest in their operations and continue supporting local agriculture .” A broad range of specialty crops are eligible for funding under the program, including almonds, pistachios, and other tree nuts, grapes (including raisins), citrus, and other fruits, vegetables, and special commodities. Under the program, payments will be based on acres planted in 2025, with payment rates for each eligible commodity expected to be announced by the USDA by the end of March. Growers across the state continue to face increasing pressures from rising production costs, market uncertainty, and evolving requirements under the Sustainable Groundwater Management Act (SGMA). Programs like Specialty Crop Farmers Program provide timely support as growers work to adapt while maintaining productive agricultural operations. The ASCF Program is part of USDA’s Farmer Bridge Assistance Program, which previously announced funding in December to support row crop growers. This additional funding expands assistance to specialty crop operations facing similar economic challenges. Growers must report their 2025 planted acreage and submit applications through the USDA’s Farm Service Agency by March 13, 2026. The District is responsible for the implementation of the Groundwater Management Plan that covers the District’s portion of the Kings River groundwater basin. The groundwater in the Cutler-Orosi area experiences highly variable levels of nitrates and DBCP that frequently exceed drinking water regulatory standards. Dedicated groundwater monitoring wells are needed to supplement the data available from municipal water wells in the area. The proposed Project consists of site identification, access and land use negotiations and well design and construction. The proposed project will facilitate the development of additional groundwater quality data available for consideration during the District’s groundwater management efforts. This additional information will improve the ability of the District to assist local communities in monitoring and evaluating water quality issues in this portion of the Plan. AID’s current Groundwater Management Plan Initial earthwork for The Joint Alta ID and City of Dinuba Facility GW Recharge The Dinuba Groundwater Recharge Project is a joint effort between Alta Irrigation District and the City of Dinuba. This project will be located in the vicinity of Sierra Way west of Road 80 and will cover approximately 30 acres, allowing the District and the City to better utilize existing water resources. Any change to the schedules or cycles will be posted on the District’s website and distributed to individuals on the District’s contact list. According to recent projections from the Kings River Water Association (KRWA) and the California Department of Water Resources (DWR), Kings River runoff for the 2026 water year (October 1 – September 30) is expected to fall on the threshold between a “Normal” and “Below Normal” classification. In response – and consistent with typical operations during similar runoff conditions – water allotments will be made available only to lands with an entitlement category of 25% or greater . Water orders for the 2026 Water Run may be placed on or after May 21. As the canal system is brought back into operation following last season’s shutdown, landowners are encouraged to understand the time required for water to move efficiently through the system. The initial flushing of the canal system also removes vegetation, illegally dumped materials, and other debris that accumulated during the offseason and must be cleared to protect system operations. Because the canals have not carried significant volumes of water since September 2025, infiltration losses during the initial wet-up period are at their highest. The time required to wet up the system is further influenced by the District operating from a single river diversion, a headgate located approximately seven miles north of State Route 180, and the first major lateral being located an additional five miles downstream. In addition, the District must fill large earthen canals with bottom widths ranging from approximately 30 to 100 feet. As a result, the canal system requires time to fully saturate before water can efficiently move through the system and become available for delivery to landowners. The District’s headgates are located on the eastern side of the service area, requiring water deliveries to be pushed westward toward the Kings River. Consequently, the farther downstream a turnout is located within the system, the longer it may take for water deliveries to become available. The District appreciates the patience and cooperation of landowners during the startup period and will continue providing updates regarding system operations and water availability.
