Angel’s Flight provides emergency shelter for homeless, runaway, and at-risk youth and offers essential services, including food, medical care, clothing, transportation, case management, counseling, educational assessment, and classroom learning.
Angel’s Flight accepts youth, ages 10 through 17 years old who have run from home, have become homeless, or are at risk. The goal is to reunite youth with their families or refer them to a licensed group home or foster care setting.

Angel’s Flight for Runaway and Homeless Youth
Runaway teens, most of whom are fleeing abusive families, find refuge at Angel’s Flight near Hollywood. The Shelter program accepts youth, ages 10 through 17 years old who have run from home, have become homeless, or are at risk. Clients find out about the shelter, located in the Westlake District, from outreach efforts, other agencies in the community, and other social service providers. Services are provided on a voluntary basis and the youth may leave at any time, recognizing that their program ends when they leave. The Shelter’s goal is to complete the case plan for each resident within three days of his/her first day of residency. Each child participates fully in planning his/her transition from the Shelter to his/her new home. All youth at the Shelter are provided food, clothing and shelter and are assigned a counselor or therapist to assist in family reunification. The staff at the Shelter address the youths’ medical, emotional, and mental health needs. Individual, family and group counseling are provided. The youth are involved in a number of activities at the Shelter, including participation in an accredited school program provided by the Los Angeles Unified School District. Substance abuse treatment and recovery, mental health counseling, food and toiletries, job search guidance, gang prevention and intervention, tutoring, art, dance and music instruction are central program services. These events are designed to increase their socialization skills and to extend community and self-awareness. The shelter is open 24 hours a day, seven days a week. The program includes a drop-in center and an outreach component, reaching at least 3,000 adolescents each year, with services focused on emotional healing, growth and empowerment.

Success Stories Catholic Charities provides help and creates hope for thousands of people in need. Many lives are changed and following are success stories from some of those who benefited from our work and our partnership with donors, churches, foundations, corporations, organizations, government and other social service agencies. Lisette Lisette Borg, an 80-year-old Turkish immigrant, walks a half-mile in Ventura, twice a week, to her psychological therapy practice. Most impressive of all is that Lisette does this despite being completely blind. Lisette lives alone in an apartment and cooks and cleans for herself and occasional guests. She enjoys attending the local symphony’s performances. Recently, Catholic Charities in Ventura County’s Older Adult Services and Intervention System (OASIS) received a referral from the local police after officers had responded to a desperate call from Lisette. Her power had been out for days, the pantry and fridge nearly empty, and Lisette was confused and scared. OASIS staff quickly helped turn on Lisette’s power, restocked her pantry and fridge, and enrolled her in auto-pay for her various bills because, without anyone to read her bills to her, she was unable to make payments. OASIS volunteers continue to visit Lisette once a week to read her important documents, help around the house, and ensure she can live independently and continue doing what she loves, helping others in her psychology practice. Elizabeth “Elizabeth,” a self-employed, single mother of two, came to Catholic Charities’ Loaves & Fishes in Glendale in desperate need. Before the pandemic, she worked as a housekeeper on a cash basis. However, due to fear of exposure to COVID-19, her client laid her off, with no possibility to collect unemployment benefits. Compounding her situation was her oldest son, who also lost his job during the pandemic. Plagued with addiction issues, he became homeless and refused his mother’s attempts to help. Elizabeth focused her attention on the well-being of her 14-year-old son. However, her critical concern was covering the upcoming rent. Glendale Community Center’s case manager immediately signed her up for homeless prevention services, including rental & utility assistance. She also received food, clothing and was referred to other available resources. She is very grateful for the “helping hand” she received in her time of need, which went beyond what Elizabeth expected when she came to Catholic Charities for assistance. Henry “Henry,” who worked in the motion picture and documentary film industry since the early 1990s, became homeless when he lost his job. Unemployed and faced with the challenges of the pandemic, he sought assistance at St. Robert’s Center in Venice. Henry joins a group of 100 every Saturday for grab-and-go lunches and pre-made grocery bags at St. Robert’s Saturday outreach. St. Robert’s is one of the few places he can count on these days, as he has for the last few years. Henry says he sees younger people on the streets, encamped on the boardwalk in Venice, and wonders how much their parents worry about them. “That’s the trauma we have,” he admits. “I don’t wish homelessness on anybody. You don’t know how difficult it is until you don’t have a place.” Elderly Client Every Tuesday and Thursday, Catholic Charities’ San Pedro Region distributes food to low-income families and individuals. Since the outbreak of COVID-19, many more seniors have been coming to get food from the centers. Despite threatening their health by not adhering to the stay-at-home order, some seniors say they know they are taking a risk, but they are running out of options. A 72-year-old grandmother came to Long Beach Community Center to get some food. She admitted that she was endangering her health to stand in line to receive food. Still, she said, “It’s worth the wait because many grocery stores are limiting items you can receive, and every grocery store you go to is practically empty.” Catholic Charities’ employees were in danger of exposure to COVID-19 by interacting with clients, but they took precautions to be safe. They believe that the value of giving to those in need is worth the risk. Monica “Monica” first became familiar with Catholic Charities while raising her three children (now adults). When she needed assistance to help support her family, she turned to Brownson House for the emergency food and utility programs, as well as the nutrition classes. Her children benefited from the annual summer program, back-to-school haircut days, and Navidad con Obispo, the yearly food and toy giveaway event at Christmas time. Monica has recently adopted five additional children. But, because of all the support she’s received at Brownson House throughout the years, Monica knows she is not alone. She’s grateful for the assistance she continues to receive and that her newly adopted children will benefit from all of the services her own children received in the past. Santa Maria Community Services Center provides emergency safety net services, case management, financial assistance, food pantry and holiday programs. A mobile freezer-trailer is essential for keeping food items fresh at Catholic Charities’ Lompoc food pantry. Santa Barbara Region Santa Barbara County The Santa Barbara Region of Catholic Charities covers Santa Barbara and Ventura counties. The Santa Barbara County area of Catholic Charities serves communities that include Cuyama Valley, Carpinteria, Guadalupe, Lompoc, Santa Maria and Santa Barbara. Since 1924, the Region has been providing hunger and homeless prevention services for low-income families and individuals throughout the communities of Santa Barbara County. The Region has three food pantries and several food distribution sites. Other services offered include case management, financial assistance, material services and individual and family counseling services. Cox, M.Div., M.S.W., M.B.A. Monsignor Cox holds a Master of Divinity degree from St. John’s Seminary in Camarillo, California. He earned a Master of Social Work degree from the University of Southern California, and a Master of Business Administration degree from Pepperdine University. In May 1993, he was appointed Executive Director of Catholic Charities of Los Angeles. Prior to assuming this position, Monsignor Cox was a Regional Director of the agency’s Our Lady of the Angels Region. During his tenure as a Regional Director, he was instrumental in opening five community services sites which continue to provide a breadth of social services, including case management, referral services, and employment assistance to low-income individuals and families. Los Angeles County leads California in the counties with the highest number of food-insecure individuals (1.4 million) and food-insecure children (563,100), according to Feeding America Hunger and Poverty Statistics. Often, many people who work, even families with two incomes, cannot make ends meet or put enough nutritious food on the table. Catholic Charities provides food services consisting of bags of groceries, sack lunches, prepared meals, and food distribution to low-income, food-insecure individuals and families through our food pantries and food distribution sites at the community centers and shelters. Transform Homelessness Mental illness, substance abuse, unemployment, low-income, a high cost of living, a sudden expense or loss of income and lack of family support can all contribute to homelessness. At programs in Long Beach, Covina and Los Angeles, Catholic Charities tackles the root causes of homelessness to transform the lives of men, women and children. Through our emergency shelter and bridge and crisis housing programs, homeless individuals are offered a safe haven and the tools needed to lead self-sufficient lives. By way of our homeless prevention programs, which typically include case management and financial assistance, at-risk individuals and families are able to regain stability in their current housing. And through counseling, education, job training and support, those who were once homeless prepare for independent futures. The program was founded by the Sisters of the Good Shepherd in 1977 and came into the Catholic Charities of Los Angeles, Inc.’s (CCLA) “family” on October 1, 2019. The rapid, raging fires, sparked by dry conditions and powerful winds, in Pacific Palisades, Pasadena, Sylmar, and Hollywood Hills have destroyed countless homes and businesses and caused thousands of men, women, and children to be displaced and in need. Many Angelenos are without shelter, food, and critical necessities, leaving communities in desperate need of support. Disaster Relief funds directly help support displaced residents. We dedicate our efforts to creating hope in the lives of the most impoverished and vulnerable members of our society by providing them with the help they need. Inspired by Christ’s boundless love and generosity, we share our time and resources with the poor and disadvantaged in our society. Nearly 16.3% of residents in Los Angeles, 13.9% in Santa Barbara, and 9.8% in Ventura counties are defined as poor (the national average is much lower, at 12.7%). Among the leading causes of poverty and homelessness, which often force people into emergency situations, are high housing costs and low paying jobs. In California, a full-time minimum wage job pays $11.00 per hour. Employment paying, at least, a living wage of $18.95 per hour is required to keep a family of four out of extreme poverty. A wage earner in the three-county area must make over $25.00 per hour to afford a one-bedroom apartment at fair market rate. In Los Angeles County, a two parent, two-child household requires over $43,000 per year for basic needs. Therefore, one in three working families cannot pay for rent, health care, transportation, food, taxes and other necessities of daily life. The majority of clients who came to Catholic Charities during the 2016-2017 fiscal year had annual incomes of under $20,780. Catholic Charities, on average, provides over 840,000 services to more than 116,000 different individuals who benefit from a wide range of our programs and services, each year. Yet, we do not do it alone. We work in cooperation with governmental agencies, religious organizations, businesses, foundations, other social service agencies, and thousands of individual supporters. They each play a significant role in reaching out to the poor. With a population of over 9.7 million, there are over 1.3 million persons who are considered poor. Community Statistics Poverty In 2024, California continued to have one of the highest poverty rates in the nation, with approximately 17.7% of residents ( about 7 million people ) unable to meet basic needs based on the Supplemental Poverty Measure (SPM). Like the statewide trend, 19.9% of Los Angeles County residents lived in poverty (based on CPM, which accounts for the county’s high cost of living). With an estimated population of approximately 9.76 million in 2024, over 1 .9 million people are considered poor . Additionally, statistics show that roughly 1 in 3.5 households have jobs but still struggle to cover basic needs . Inadequate funds for basic needs mean that the average worker cannot save money and any sudden expense or loss of income results in food and housing insecurity. Each year, hunger and homelessness affect the lives of millions of Americans. Hunger Millions of individuals and families across the United States face hunger and food insecurity every day. Nationally, food insecurity worsened in recent years as pandemic-era support ended and inflation drove up food and housing costs. The U.S. Department of Agriculture report released on September 4, 2024, revealed that food insecurity in the United States increased by 6% overall in 2023, with an estimated 47.4 million people—nearly 1 in 7 Americans—lived in food-insecure households in 2023 , including nearly 14 million children (1 in 5) , marking the highest levels since 2014. While food insecurity in Los Angeles County fell 5% last year, 25% of households ( about 832,000 households) still struggle to put food on the table , amid cuts to food programs and lingering high costs. (USCDornsife, Dec. 2024) Food banks across the country reflect the same trends seen in Los Angeles County, with rising need driven by high living costs, food price inflation, and the rollback of COVID-19 emergency programs such as SNAP and enhanced CalFresh benefits . Overall, economic hardship and the lingering effects of the COVID-19 pandemic have exacerbated food insecurity nationwide , with Los Angeles County experiencing rates consistently well above the national average. Homelessness According to the Los Angeles Homeless Services Authority (LAHSA), there were an estimated 72,308 homeless persons in the Greater Los Angeles area as of the 2025 count — including 43,699 in the City of Los Angeles. Of the total homeless population, approximately 65% were unsheltered — residing in places not meant for human habitation, such as cars, parks, and sidewalks — while around 35% were sheltered, living in emergency shelters, transitional housing, or supportive housing. This marks a 4% drop across the county and a 3.4% decrease in the city compared to 2024 — the second consecutive year homelessness has declined in Los Angeles. In 2024 alone, nearly 28,000 people were placed into permanent housing countywide, the highest number on record. Targeted programs aimed at the most vulnerable have led to a nearly 22% drop in chronic homelessness since 2023, with approximately 6,000 fewer people classified as chronically homeless. Pomona Community Services Center provides homeless prevention and move-in assistance, limited case management, utilities assistance and motel vouchers. San Gabriel Region The San Gabriel Region of Catholic Charities covers a wide geographical area from East Los Angeles to the Pomona Valley, bordering the San Bernardino County line. The three community services centers in the Region, Brownson House Community Center, Pomona Community Center and San Juan Diego Community Center are located in areas of extreme poverty and vulnerability, making them critical to the people they serve. The programs, offered at San Gabriel Region’s community services’ centers include: emergency and basic needs assistance, such as food, clothing, temporary shelter through motel vouchers, transportation, specialized rental and utilities assistance programs for low-income families, and on-site assistance with application for CalFresh benefits. In the early days of Los Angeles, Catholic women organized a charitable society to provide care for the homeless and the poor in an area of downtown Los Angeles that was known as Charity Street. Relief was offered through soup kitchens and food pantries. The various Catholic charitable groups that were providing services throughout the city were formally organized by the Church as the Bureau of Catholic Charities in 1919. The agency was founded with the purpose of meeting the immediate needs of families and initiating new service programs as required. In 1936, the Archdiocese was formally elevated from the Diocese of Los Angeles – San Diego and the Catholic Welfare Bureau was established, replacing the Bureau of Catholic Charities. It served the extensive territory of Monterey, Santa Barbara, Ventura, Los Angeles and Orange counties. It was incorporated in the State of California in 1937. In later years, Monterey and Orange counties developed their own Catholic Charities’ organizations. In 1985, the Catholic Welfare Bureau was renamed Catholic Charities of Los Angeles, Inc. It is the social service arm of the Archdiocese of Los Angeles. To most effectively manage the delivery of social services, Catholic Charities’ operations are divided into five service areas that coincide with the Pastoral Regions of the Archdiocese. This structure enables the agency to maintain a presence in communities with the greatest needs while sharing common resources and administrative overhead. Catholic Charities strives to find permanent solutions to crisis situations by offering clients the tools and resources they need to achieve greater self-reliance and stability in their lives. Services are provided to anyone who comes to the agency in need, regardless of race, ethnicity, gender, age or religious belief. Today, Catholic Charities operates 22 community centers and seven homeless shelters, as well as over 50 programs serving the poor including: food pantries; thrift stores; in-home services for homebound seniors; refugee resettlement; youth employment services; counseling; affordable before-and-after-school child care; immigration assistance; pre-school for children of low income families; and temporary worker centers. In addition, one of the agency’s programs is the Catholic Youth Organization (CYO), which coordinates interscholastic athletics for elementary schools of the Archdiocese of Los Angeles. During the past fiscal year, Catholic Charities delivered over 850,000 services to almost 100,000 individuals, most of whom were women and children. The agency is accredited by the Council on Accreditation for Children and Family Services and, for the eighth time, earned the coveted 4-Star Rating from Charity Navigator, an independent charity evaluator, for its commitment to accountability and transparency. Emergency Assistance Emergency Assistance strengthens families and individuals in distress and helps prevent homelessness. Cox, Executive Director of Catholic Charities of Los Angeles, Inc.,1993-present History 100 Years of Compassion: Catholic Charities of Los Angeles, 1919-2019 As Catholic Charities celebrates 100 Years of Providing Help and Creating Hope for the poor and vulnerable in the three-county area of Los Angeles, Ventura and Santa Barbara, it is appropriate to reflect on the birth and growth of the agency. The various Catholic charitable groups that were providing services throughout the city of Los Angeles were formally organized by Most Rev. John J. Cantwell, Bishop of the Diocese of Monterey and Los Angeles, as the Associated Catholic Charities in 1919. It became the Bureau of Catholic Charities in 1921 and linked all Catholic activities with State, County and City departments, institutions and agencies. The organization was named the Catholic Welfare Bureau of the Diocese of Los Angeles-San Diego in 1926 when Monterey and Fresno split off to form a Diocese. In 1936, the Diocese of Los Angeles-San Diego was formally elevated to become the Archdiocese of Los Angeles, and San Diego became a separate Diocese. The Catholic Welfare Bureau was incorporated in the State of California in 1937. Among the member agencies were Catholic Youth Organization (CYO) and Confraternity of Christian Doctrine (CCD). Incorporated in 1986 as Catholic Charities of Los Angeles, Inc., the agency functioned as the social service arm of the Archdiocese of Los Angeles, which is a religious organization. Catholic Charities, however, is a non-profit, public benefit corporation. Services are provided to anyone who comes to the agency in need, regardless of race, ethnicity, gender, age or religious belief. The agency has helped supply emergency services, the basic necessities of life, to the most impoverished residents of the Archdiocese. It also strives to find permanent solutions to crisis situations by offering clients the tools and resources they need to achieve greater self-reliance and stability in their lives. Caridades Católicas atiende a los residentes con necesidades y de bajos recursos de los condados de Los Ángeles, Ventura y Santa Bárbara. Proporciona alimentos y albergues de emergencia, gestión de casos y servicios de apoyo. Nuestros programas y servicios se ofrecen en 18 centros comunitarios y siete albergues para personas sin hogar. Abordamos temas como el sufrimiento humano y los problemas sociales más profundos como la pobreza, el hambre y la nutrición, la falta de vivienda, la inmigración, la atención médica, la salud mental y el analfabetismo. Estos programas y servicios están diseñados para empoderar a los clientes a ser más autosuficientes. Ventura Community Services Center provides basic safety net services, including food pantry, rental and utility assistance, outreach programs, and information and referrals. The center also offers CalFresh and Covered California application assistance, onsite. The Older Adult Services and Intervention System (OASIS) in Camarillo provides aging services and independent living assistance, including case management, in-home assistance, information and referrals, and holiday programs. Moorpark Community Services Center/Moorpark Pantry Plus provides essential safety net services, including supplemental food, clothing, rental and utility assistance, eviction prevention and holiday programs. The center also offers information and referrals for legal assistance to immigrant clients. Santa Barbara Region Ventura County Area The Santa Barbara Region – Ventura County area of Catholic Charities of Los Angeles provides basic safety net services and outreach programs through the community services centers in Ventura and Moorpark. Ventura Community Services Center offers homeless prevention services, such as rental assistance and utility assistance, material services, emergency food pantry and case management. Moorpark Community Services Center, also known as Moorpark Pantry Plus, provides supplemental food, clothing, eviction prevention assistance, utility assistance, and holiday programs along with information and referrals.
