CID provides water from the Kings River for irrigation and groundwater recharge. Numerous ponding basins for storage and recharge are located throughout the service area to ensure ground water aquifer sustainability and resiliency. In addition, CID manages an extensive system of canals and pipelines for water distribution. Located in the San Joaquin Valley, CID encompasses approximately 144,000 acres (225 square miles) – both east and west of State Route 99 in southeastern Fresno County. Areas surrounding the Cities of Fowler, Kingsburg, Parlier, Sanger, and Selma are included in CID’s service area. To the North, there is a common boundary with the Fresno Irrigation District. Relatively small portions are located within Kings and Tulare Counties. CID is governed by a five-member, elected Board of Directors and administered by a General Manager. Over twenty employees operate the system and provide service to over 6,000 growers. Consolidated Irrigation District’s water distribution system consists primarily of open ditches to irrigate agricultural lands. the board Greg Thonesen Division 1 Fresno County Term Expires: 12/2026 Greg Thonesen was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2022, representing Division 1. Tom Chandler Division 2 Fresno County Term Expires: 12/2028 Tom Chandler was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2020, representing Division 2. Chandler was raised on his family farm just southeast of Fowler and has a Bachelor of Science degree in Ag Managerial Economics from University of California Davis. Chandler also has a Master of Business Administration from Fresno State University. He worked for 14 years in agricultural finance for companies such as Wells Fargo Bank and CoBank. In the last 7 years he works with his family as a fourth-generation farmer on his family farm. Chandler also operates an Agricultural Appraisal business and is a board member of Central California Almond Growers Association. Chandler and his wife, Kathryn have three children and reside on their farm northeast of Fowler. Ray Moles President Division 3 Fresno County Term Expires: 12/2028 Ray Moles was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2018, representing Division 3. Ray currently serves as the Board President. Ray graduated from Roosevelt High School in Fresno, California. He began his career as a mechanic at Frontier Chevrolet before farming full time. Focusing his efforts on raisins, Ray has served the Raisin Industry and his community on the Raisin Administration Committee, Past Director of The Raisin Bargaining Association and is active in the Easton Lyons Club. Ray and his wife Debra have two sons, one daughter and 4 grandchildren. They make their home in Fresno. Paul Sihota Division 4 Fresno & Kings Counties Term Expires: 12/2026 Paul Sihota was appointed to the Consolidated Irrigation District’s (CID) Board of Directors in 2023, representing Division 4. Tony Lewis Vice President Division 5 Fresno, Kings, Tulare Counties Term Expires: 12/2026 Tony Lewis was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2014, representing Division 5. Tony currently serves as the Board Vice President. Tony is a graduate of Kingsburg High School and began farming as a teenager with his father. He also drove freight for several years and was recognized for his outstanding performance. Tony and his wife Valerie grow grapes. They have three children and two grandchildren. Irrigation water is delivered through a series of pipes, basins and ditches. Groundwater Management With the recent passage and implementation of the Sustainable Groundwater Management Act, Groundwater Management is no longer just a best practice, but now is a required, reportable effort for every groundwater basin in the state of California. For almost a century, CID plays an active role in managing our groundwater basin; overseeing pumping, recharge and monitoring. Recharge Management Groundwater basins must be refilled, or recharged, in order to maintain aquifer health and stability. This process is both passive, i.e. rain water percolation, and active, recharge basins. CID manages the natural percolation or sinking of water back into a groundwater basin through a number of recharge basin investments. Water Rights Protection Water right protection is an ongoing investment. Not only are there annual fees associated with water right protection, there is always the need for due diligence. For the protection of their farmers and growers, CID invests a significant amount of resources annually for the oversight, registration and protection of local water rights. Repair & Replacement Infrastructure repair and replacement is a growing issue across the nation and the region. CID’s infrastructure dates back to the late 1800’s and therefore requires on-going investments in repairing and replacing these vital resources. Regulatory Compliance California has one of the strictest and most complex regulatory environments in the country. Each year, additional regulatory requirements and reporting are mandated on water agencies and irrigation districts. Spring 2025 Channel News Fall-Winter 2024 Channel News 2024 Water Delivery Update After another successful water run that started back in May, the District will be ending surface water deliveries on August 19, 2024. Church water deliveries are estimated to continue until August 31, 2024. Lone Tree water users should contact their Irrigation Specialist to schedule water delivery. If you have any questions or need assistance contacting your Irrigation Specialist, please call the District Office at (559) 896-1660. Summer 2024 Channel News 2024 Water Deliveries Consolidated Irrigation District (CID) will begin Church water deliveries on Wednesday, May 1, 2024. Church water users should contact their Irrigation Specialist to schedule water delivery. CID water deliveries are tentatively scheduled to begin between May 1 st and May 15 th depending on CID’s water storage level in Pine Flat Reservoir. A follow up notification will be sent when CID irrigation deliveries can be scheduled. Recent storms have increased the King River watershed runoff projection to a 100% water year. Actual CID water entitlement is based on the Kings River’s actual flow which varies depending on weather conditions and how quickly the snow melts. While runoff projections indicate a normal water year for CID, it’s too early to determine how long water deliveries will last. Current runoff projections indicate that CID will be able to run water into the month of July. CID will continue to provide updates as the water year progresses. Landowner Floodwater Recharge Program Policy The District adopted the principles of the draft Landowner Floodwater Recharge Program Policy (Policy) on December 13, 2023. The Policy principles allow landowners to recharge flood water pursuant to the principles of the draft Policy and receive an acknowledgement of flood water recharged in the current water year. 2023 Water Deliveries Update After a successful water run that started back in February, the District will be ending surface water deliveries on October 20, 2023. The exceptional rain and snow events earlier this year resulted in record breaking Kings River runoff of approximately 4.5 million acre-feet. Due to the large runoff, a flood release was declared on February 23 rd and lasted until July 24 th . Since February, the District has diverted over 500,000 acre-feet of Kings River water with approximately 300,000 acre-feet going to groundwater recharge. With surface water deliveries ending on October 20 th , the District will focus on maintenance activities in preparation for the new water year. Water Operations Update With the 2022-2023 Water Year coming to a close at the end of September, the Consolidated Irrigation District (District) is preparing to wind down the delivery season. The exceptional rain and snow events earlier this year resulted in one of the largest and wettest snowpacks in the recorded history of the Kings River. Flood releases from Pine Flat Reservoir that ran from February 23 rd to July 24 th provided terrific groundwater recharge opportunities across the District. To date, the District has recharged over 300,000 acre-feet of surface water. Currently, the District has about 70,000 acre-feet of surface water in storage at Pine Flat Reservoir. Approximately 20,000 acre-feet of water will be reserved to meet the District’s obligations under the Kings River Fishery Management Program during the upcoming water year. The remaining 50,000 acre-feet of water will continue to be diverted to meet grower demand first with any excess water going to recharge ponds. Based on this projection, surface water deliveries will end in approximately 30 days. Water Run 2021 Consolidated Irrigation District will begin Lone tree (Church water) deliveries on Tuesday, June 1, 2021. Church deliveries estimated duration to continue 30-60 days. Lone Tree water users should contact their Irrigation Specialist to schedule water delivery. Based on this year’s existing and anticipated runoff, there is not enough entitlement necessary to provide a complete turn for all those receiving Consolidated water. Therefore, there will be no Consolidated water run this year. If you have any questions, please call the District Office at (559) 896-1660. On March 9, 2022, the Consolidated Irrigation District Board of Directors voted to select its final district map . The map met all redistricting criteria and made the least number of changes to the 2010 approved map. About Redistricting Under state law, divisions of special districts should: Be nearly equal in population Be as compact as possible Consist of geographically contiguous area To the extent feasible, have boundaries that coincide with existing recognized natural boundaries To the extent feasible, preserve existing communities of related and mutual interest Redistricting Process The Board of Directors worked with census data and outside consultants to assess Consolidated Irrigation District’s population and communities of related interests to develop preliminary options for the five divisions of Consolidated Irrigation District by February 2022. A final plan was submitted to the Board of Directors for a vote of approval at their meeting on March 9, 2022. Water Rights Protection Water right protection is an ongoing investment. Not only are there annual fees associated with water right protection, there is always the need for due diligence. Repair & Replacement Infrastructure repair and replacement is a growing issue across the nation and the region. Numerous ponding basins for storage and recharge are located throughout the service area to ensure ground water aquifer sustainability and resiliency. Located in the San Joaquin Valley, CID encompasses approximately 144,000 acres (225 square miles) – both east and west of State Route 99 in southeastern Fresno County. Areas surrounding the Cities of Fowler, Kingsburg, Parlier, Sanger, and Selma are included in CID’s service area. To the North, there is a common boundary with the Fresno Irrigation District. Relatively small portions are located within Kings and Tulare Counties. CID is governed by a five-member, elected Board of Directors and administered by a General Manager. Over twenty employees operate the system and provide service to over 6,000 growers. Tom Chandler Division 2 Fresno County Term Expires: 12/2028 Tom Chandler was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2020, representing Division 2. Chandler was raised on his family farm just southeast of Fowler and has a Bachelor of Science degree in Ag Managerial Economics from University of California Davis. Chandler also has a Master of Business Administration from Fresno State University. He worked for 14 years in agricultural finance for companies such as Wells Fargo Bank and CoBank. In the last 7 years he works with his family as a fourth-generation farmer on his family farm. Chandler also operates an Agricultural Appraisal business and is a board member of Central California Almond Growers Association. Chandler and his wife, Kathryn have three children and reside on their farm northeast of Fowler. Ray Moles President Division 3 Fresno County Term Expires: 12/2028 Ray Moles was elected to the Consolidated Irrigation District’s (CID) Board of Directors in 2018, representing Division 3. Ray currently serves as the Board President. Ray graduated from Roosevelt High School in Fresno, California. He began his career as a mechanic at Frontier Chevrolet before farming full time. Focusing his efforts on raisins, Ray has served the Raisin Industry and his community on the Raisin Administration Committee, Past Director of The Raisin Bargaining Association and is active in the Easton Lyons Club. Ray and his wife Debra have two sons, one daughter and 4 grandchildren. They make their home in Fresno.
