The principal purpose of RTPAs in rural areas is to: Prepare and adopt planning and programming documents required by law, and Allocate funds and administer various funding programs that involve cities, counties, and transit operators There are two types of RTPAs in the State: Councils of Governments (COGS): Some are single county agencies and some represent several counties. Those covering urbanized areas (urban areas with populations over 50,000) are called Metropolitan Planning Organizations (MPOs). COGs may involve themselves in land use planning as well as transportation planning. Local Transportation Commissions (LTCs): Serve rural counties and are limited to dealing only with transportation planning issues. There is some latitude on the membership for RTPAs, but they must include representation from each City and County. Principal Transportation-Related Activities of Rural RTPAs Prepare and Adopt the Regional Transportation PlanDel Norte Local Transportation Commission (LTC) prepares the Regional Transportation Plan (RTP) every two years. The RTP provides direction to local, State, and Federal transportation planning decision makers regarding regional transportation matters Prepare and Adopt the Regional Transportation Improvement Program (RTIP) The Regional Transportation Improvement Program (RTIP) is a prioritized program of proposed State or Federally funded transportation project which Del Norte Local Transportation Commission (LTC) would like to see funded through state or federal programs. All projects with Federal funding need to be included in the RTIP. Prepare the Overall Work Program(OWP) and OWP Progress Reports Del Norte Local Transportation Commission (LTC) prepares the Overall Work Program (OWP) annually in the spring. The OWP outlines regional planning efforts which will be conducted over the upcoming fiscal year. Allocate Transportation Development Act funds Del Norte Local Transportation Commission (LTC) allocates Transit Development Act (TDA) funds on an annual basis to support local transit providers, pedestrian and bicycle purposes, and the activities of the LTC. The TDA is composed of two funding sources: the Local Transportation Fund and the State Transit Assistance Funds. Coordinate Other Funding Programs There are other funding programs that require action by Del Norte Local Transportation Commission (LTC), but allocations and administration are handled by others, such as the Moving Ahead for Progress in the 21st Century Act (MAP-21) and Federal Transit Act (FTA) funds. Meet Audit Requirements Del Norte Local Transportation Commission is required to conduct audits including a fiscal audit of Local Transportation Fund and State Transit Assistance Fund claimants and performance audits. ATP Questionnaire Feedback Mapping Tool Carbon Reduction Plan Overview The Del Norte Local Transportation Commission is undertaking a Carbon Reduction Planning effort. This effort includes three phases: ·       Phase I – Active Transportation Plan ·       Phase II – Transit ·       Phase III – Zero Emission Vehicle Infrastructure Phase I will include updating the 2017 Active Transportation Plan with focus area chapters on the community of Hiouchi and the California Coastal Trail within Crescent City Limits. This effort is funded by the Federal Highway Administration’s (FHWA) Carbon Reduction Program (CRP). FHWA Carbon Reduction Program The Carbon Reduction Program is a FHWA program that was established under the Infrastructure Investment and Jobs Act (Passed November 15, 2021). The Program provides funds for projects designed to reduce transportation emissions, defined as carbon dioxide (CO2), from on-road highway sources. Phase 1 – Active Transportation Plan The Del Norte Active Transportation Plan update was kicked off in September 2025. The Active Transportation Plan update will focus on identifying and advancing the region’s active transportation goals through a collaborative process that involves extensive outreach to stakeholders, the public, and disadvantaged communities in the Del Norte region. An Active Transportation Plan is a planning effort that focuses on enhancing walking, biking, rolling, and other multimodal transportation opportunities. An Active Transportation Plan includes: Analyzing existing conditions through review of related planning documents, site visits, and communications with local agencies and stakeholders Gathering community input and support Identifying a variety of short and long-term programs, projects, and policies that advance active transportation in the county Positioning projects, policies, and programs plan for funding opportunities Outlining feasible implementation strategies Active Transportation Benefits Active Transportation benefits include but are not limited to: Health and wellness Promotes physical activity and movement to improve health, longevity, and well-being of the community. Sustainability Supports alternative options to vehicle travel which reduces air pollution and CO2 emissions. Economic Growth Provides better walking and biking access to shops and restaurants which encourages local shopping.  Safety Increases safety for all ages and abilities and focuses on providing travel options for the most vulnerable roadway users. The DNLTC is also responsible for Transportation Development Act (TDA) funds. TDA funds involve two major funding sources; Local Transportation Funds (LTF) and State Transit Assistance Funds (STA). TDA funds are used by the City of Crescent City and Del Norte County for transportation planning, expenses related to administering the TDA, pedestrian and bicycle facilities, the transit system, and for street and road projects. STA is allocated to the transit operator for transportation planning and other transit related projects. Transportation Funding As the Regional Transportation Planning Agency (RTPA), the Del Norte Local Transportation Commission makes decisions and sets priorities for the expenditure of various local, state and federal transportation funds for public transit, local street and road capital and maintenance projects, highway, bicycle, and pedestrian facilities. Long range planning for transportation funding is done through the Regional Transportation Plan (RTP) . The DNLTC in coordination with member agencies and the Technical Advisory Committee prepare the Regional Transportation Improvement Program (RTIP) every five years, identifying capital and other improvement projects for programming. DNLTC Funding Resources The DNLTC distributes funds from the following resources: 1. Transportation Development Act 2. Regional Surface Transportation Program 3. State Transportation Improvement Program 4. Department of Motor Vehicles Fees Where Does the Money Come From? Funding for transportation projects in Del Norte County comes from a few main sources: Per Gallon Gas Taxes (State & Federal) Sales Taxes (both on diesel, as well as other goods/services) DMV Fees The money generated through these taxes and fees is channeled through the various funding programs established by voters and/or state and federal statutes.
