El Monte City School District’s Board of Education is seeking qualified, interested individuals to serve on our independent Citizens’ Oversight Committee to oversee the implementation of Measure ME and some previous facilities bonds.   Measure ME On November 5, 2024, voters residing within El Monte City School District passed Measure ME. Measure ME is a school facilities bond that aims to upgrade neighborhood elementary schools by modernizing classrooms, expanding outdoor learning and green spaces, improving performing arts facilities, repairing school structures, and enhancing school safety. The bond authorizes $105 million of future facilities improvements. Committee Responsibilities In accordance with Education Code Section 15278(b), the Citizens’ Bond Oversight Committee shall:  Inform the public concerning the District's expenditure of Measure ME and some past bonds; Review expenditure reports produced by the District to ensure that Measure ME and past bond proceeds were expended only for the purposes outlined in Measure ME and subsequent bonds, respectively; and Present to the Board in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure ME and past bonds.   Time Commitment and Term Committee Members will meet approximately three (3) times a year to review expenditures and oversee deliverables   Would You be Interested in Serving? You can attend our board meeting in person at the District Board Room located at 3527 Lexington Ave, El Monte, CA 91731 (directly across the street from the District office).   Public Comment - Addressing the Board If you wish to address the Board, please complete the request to speak card and hand it to the Executive Secretary prior to the start of the meeting . Individual speakers shall be allowed 3 minutes to address the Board on each agenda or non-agenda item. The Board shall limit the total time for public input on each subject to 20 minutes. The Board may not take formal action on non-agendized items pursuant to the Brown Act, Government Code 54954.2, 54954.3, and Education Code 35145.5   In accordance with the Americans with Disabilities Act, anyone with a disability who requires aids or services to participate in the public meeting can contact the Superintendent's Office at (626) 453-3798 at least 72 hours before the meeting to request any disability-related modification or accommodation, including auxiliary aids or services. Pursuant to Government Code 54953.2, 54954.1. Non-English-speaking members of the public may request an interpreter to facilitate participation in the public meeting. Requests for translation services should be made at least 72 hours before the meeting to the Superintendent's Office between 8:00 a.m. and 4:30 p.m., Monday - Friday. With the guidance of two experienced experts, EMCSD is working toward implementing a Peer Mediation Program across all 14 schools. It is currently available at Cherrylee, Columbia, Shirpser, and Wright Schools. What is Peer Mediation? Peer Mediation is a student-led program where trained Peer Mediators help their classmates navigate common conflicts—such as misunderstandings, sports disputes, minor teasing, and group work disagreements. Through guided conversations, students learn to listen, communicate, and collaborate to find fair solutions. Why is Peer Mediation Beneficial? ✔ Teaches healthy conflict resolution skills ✔ Helps students express themselves and feel heard ✔ Strengthens friendships and promotes empathy ✔ Encourages problem-solving and responsibility How Does It Work? Students can request mediation or be referred by a staff member. A trained Peer Mediator will facilitate a respectful conversation , allowing students to share their perspectives, understand one another, and work together toward a solution. Participation is always voluntary , ensuring students feel comfortable throughout the process. The Peer Mediation Program reflects EMCSD’s commitment to fostering a safe, supportive, and inclusive school environment where students feel empowered to resolve conflicts with confidence and respect.
