The Board of Directors and Management continually invest in water, sewer and recycled water infrastructure so that the District is prepared to protect our communities during emergencies including wildfire emergency preparedness. Here’s an overview of the measures the District takes to ensure a safe, reliable water supply for our customers and supporting firefighting efforts 24/7. Reservoirs Our team of water professionals closely monitors weather conditions and takes proactive steps to protect critical infrastructure. This includes increasing reservoir levels to ensure an ample water supply is available to support firefighting efforts and meet community needs. ETWD operates six drinking water reservoirs with a combined capacity of 287 million gallons. Additionally, ETWD shares the 275-million-gallon El Toro Regional Reservoir with Santa Margarita Water District and Moulton Niguel Water District, with ETWD’s capacity totaling 125.5 million gallons. Fire Hydrants All ETWD fire hydrants are fully operational and equipped with sufficient water supply, enabling local fire authorities to respond quickly and effectively during emergencies. Our staff inspects and maintains over 1,900 fire hydrants across the District’s service area. Regular water pressure and water flow checks ensure that each hydrant functions properly. Emergency Water Connections ETWD has emergency water connections with six neighboring water districts, allowing the movement of water between agencies as needed during emergencies. Backup Emergency Generators ETWD has invested in multiple backup generators to provide emergency power during outages or planned electrical shutdowns. Fire-Hardened Landscaping at ETWD Facilities Regular brush control and weed abatement are maintained at all ETWD facilities to create safer buffer zones around critical infrastructure, reducing fire risks. WEROC and CalWARN Partnerships WEROC ETWD partners with the Water Emergency Response Organization of Orange County which assists the Orange County water and wastewater agencies prepare for and respond to natural disasters, infrastructure failures and domestic threats. WEROC coordinates response and recovery efforts between water and wastewater agencies, the County of Orange, and the California Governors Office of Emergency Services. CalWARN ETWD belongs to the California Water-Wastewater Agency Response Network (CalWARN) that is California’s statewide mutual aid/assistance network for the water and wastewater sector. Please help us to serve you by keeping the meter box free of plants, shrubs, dirt and cement. Don’t risk contaminating your water supply by pouring paint, cleaning solutions or other chemicals into your meter box. How to Read your Meter Most meters resemble the one shown in the diagram and are generally located in a concrete meter box near the street in front of your home. The meter is read like an automobile odometer. ETWD’s meters record cubic feet of water used. Each cubic foot equals 7.48 gallons. If you can’t find your meter, or it looks different than the one pictured, please call ETWD at (949)837-0660. To Check for Slow or Invisible Leaks Turn off all water taps inside and outside your home. Record the meter reading and return in two to three hours to check for movement. If the meter reading has changed, you may have a leak. Many meters have a small red triangle on the meter face, designed to detect even small leaks. If this red triangle is moving when you have all water off inside and outside your home, you may have a leak. Many meters have a “low-flow” indicator on the register to detect small amounts of usage. These “low-flow” indicators are generally red or blue and either round or triangular in shape. If the “low-flow” indicator is moving when you have all water off inside and outside your home, you may have a leak. To Track Your Daily Usage Read and record the meter reading on at least two consecutive days. By subtracting the previous day’s reading from the current reading, you will find out how many cubic feet of water you used in a specific period of time. By multiplying the number of cubic feet by 7.48 you will determine how many gallons of water were used. At the May 25, 2023 Board Meeting, ETWD rescinded its Level 2 Water Shortage that took effect March 24, 2022. Currently, we have relief from the drought and are in a Level 0 Water Shortage Stage. We ask customers to continue to use water wisely and follow ETWD’s Water Conservation Requirements linked below. These plans evaluate current and future water supplies, customer demands, and the strategies needed to maintain a sustainable and dependable water system. Under California law, UWMPs must be updated every five years. For El Toro Water District (ETWD) customers, the UWMP plays an important role in ensuring that your water service remains reliable—even during periods of drought, growth, or changing environmental conditions. The plan helps identify where our water comes from, how much is needed now and in the future, and what actions will be taken to meet those needs responsibly. ETWD is currently developing its 2025 Urban Water Management Plan, which will replace the 2020 plan once adopted. This plan supports ETWD’s ability to deliver a consistent and resilient water supply to our customers. In addition, ETWD is preparing its 2025 Water Shortage Contingency Plan (WSCP) . The WSCP is both a required component of the UWMP and a standalone plan that can be updated as needed. It outlines stages of water shortages and the actions that will be taken in response—such as conservation measures or supply adjustments—to help maintain service and minimize impacts to ETWD customers during drought or emergency conditions. ETWD invites the public to review and provide comments on the Draft 2025 UWMP and Draft 2026 WSCP at an upcoming public hearing.
