Our 2025-2030 Strategic Plan was created with input from Fresno County families and community partners and built on our 20+ years of experience investing in families, neighborhoods, and services that support children’s growth and development. Each California county formed a First 5—and so was born First 5 Fresno County (F5FC). Team & Commission The First 5 Fresno County Commission consists of seven commissioners and a staff that carries out the Commission’s work. Meet the Commissioners Commissioners, appointed by the Fresno County Board of Supervisors, include representatives from the Board of Supervisors, County departments, and individuals with expertise in serving children and families. Commissioners can serve terms up to four years at a time. Commission meetings are open to the public, and agendas are available on the website at least 72 hours before meetings. Meetings are scheduled on Wednesdays approximately every other month with a summer recess. Luis Chavez × Supervisor Luis Chavez was elected to the Fresno County Board of Supervisors as the District 3 representative in November of 2024 and sworn into office in January 2025. Prior to his election to the Board of Supervisors he was a Fresno City Council Member for District 5, a Fresno Unified School District Board Member and Chief of Staff to former Fresno City Councilmember Sal Quintero in District 5. As a School Board Member and Chief of Staff to a Fresno City Councilmember, Luis has dedicated his life to the children and families of South Fresno. Raised in Fresno and the Central Valley, the son of immigrant farm workers Luis graduated from Roosevelt High School, home of the Rough Riders. His education continued as he earned an AA Degree in Business Administration from Fresno City College leading him to earn both a Bachelors and Masters Degree in Public Administration from Fresno State University. After college Luis looked to find work that would allow him to reinvest in our community. He has dedicated his career to helping children and youth as a mentor, community college educator, youth program leader, literacy volunteer and ultimately as a Fresno Unified School Board Member. Luis gained experience working in the classroom as a teacher in Fresno County Schools and at Fresno City College where he taught courses to help first generation college students succeed. He also served as Program Director for Big Brothers Big Sisters of Central California, covering Kern, Kings, Fresno and Tulare counties, where he learned how investing in a child’s life can make a world of difference. His twin daughters inspired Luis to seek election to the Fresno Unified School District Board, where as a Trustee he worked to reduce classroom size, boost graduation rates, and expand sports and after school programs that are so vital to the success of many of our kids. Luis fought for universal access for pre-kindergarten aged children and expansion of “Parent University”, a program that has trained over 12,00 parents to navigate the educational system and help students apply for college. His tenure at Fresno Unified culminated with him being elected Board President and leading the 4th largest school district in California, which encompasses 10,000 employees and a $1 Billion operations budget. Knowing that we need to reinvest in our workforce and prepare our children for the jobs of tomorrow, Luis has supported vocational training programs so that graduates are trained for jobs in healthcare, business administration and auto mechanics to name a few. Luis has worked closely with law enforcement to reduce gang activity and to find ways to keep youth from trouble that would derail their futures. Luis strives to be the voice of the people he represents and looks forward to providing service to the constituents of District 3 and the County of Fresno. The voices of Fresno County families and community partners are at the heart of our work and initiatives. We are building on more than two decades of lifting up young children by investing in their families, neighborhoods, and the system of services that make up our community—because when children are healthy, loved, and nurtured, we all thrive. We have invested more than $300 million in local initiatives and services for young children and their families over the last 25 years. We continue to partner with the community to fill gaps in the early childhood services system and raise the needs of young children so that families have access to the community-based support they need. While we will continue to fund effective and culturally responsive services for families, we will also look ahead to a more sustainable, coordinating role in the early childhood system of care. Child-Friendly Business Awards A Primary Initiative Annually, First 5 Fresno County hosts the First 5 Fresno County Child-Friendly Business Awards, an honor that we bestow on local businesses that go above and beyond to ensure their culture allows workers to do their best on the job and at home with their children and families. Learn More Lighthouse for Children A Beacon for Families The Lighthouse for Children, Inc., a 501 3(c) non-profit, was created to build the Lighthouse for Children facility (LFC). The LFC is a centralized hub of programs, services, and training spaces supporting young children and their families. Community partners offer families a learning environment where they feel safe, supported, and prioritized. This three-story community building houses the Child Development Center, the Community Learning Center, conferencing, office space for community agencies, and First 5 Fresno County’s administrative offices. Learn More Infant Safe Sleep Program Ensuring Safer and Comfortable Sleep Sleep Safe Baby is a movement funded by First 5 Fresno County to help families in Fresno keep their babies sleeping safer and comfortable. We do this by raising awareness, knowledge, and support to shift cultural norms and everyday sleep practices and reduce Sudden Infant Death Syndrome (SIDS or SUIDS) in the Fresno Community. Learn More Advocacy First 5 Fresno County engages with decision-makers at all levels to promote family-centered policies that improve the well-being of children. We advocate for our county’s youngest residents and their families to ensure they have the support to thrive in school and life. Rooted in a whole child/whole family framework focusing on children prenatal to 5 years old, we hope to be a conduit for change during this critical stage of development—building comprehensive and integrated early childhood systems of care that advance equity, prevention strategies, and systems coordination. Policy Agenda As a part of the First 5 Association Policy Committee and in partnership with all 58 California counties, we create, adopt, and support the First 5 Association Policy Agenda.
