James Morris, County Administrator
Dr. James Morris began his career in education forty-three years ago as a teacher and has served a principal, an assistant superintendent, Chief of Staff, Chief Operating Officer, and a variety of other administrative positions. After serving for thirty years in the Los Angeles Unified School District, he was selected as the Superintendent of the Fremont Unified School District where he served for 7 years. After retirement, he continued to serve in a variety of administrative roles. In January 2023, he accepted a position as County Administrator of the Inglewood Unified School District and is committed to helping the district exit receivership.
Raphael Guzman, Assistant Superintendent of Business Services
Mr. Guzman has over 15 years of experience in school district finance. Most recently, he served as the Assistant Superintendent of Business Services for the Beverly Hills Unified School District. Prior to this role, Mr. Guzman was the Chief Business Official for the Inglewood Unified School District, where his team achieved several positive financial certifications, settled collective bargaining agreements, facilitated the implementation of a new bond measure, and advanced multiple construction and facilities projects.
Bernadette C. Lucas, Ed.D. Assistant Superintendent, Educational Services
Bernadette Lucas has been an educator for over 28 years. She came to education through Teach For America (1991). She has most recently served as the Director of Technology for Beverly Hills Unified School District. She served in the Los Angeles Unified School District for 23 years as a Teacher, Title I Coordinator, Advisor and Assistant Director for a teacher credentialing program, Assistant Principal, Principal, Mentor Principal, and Director of Technology. She also teaches in the School Leadership Program at California State University, Dominguez Hills.
Brian Coffey, Ed.D. Assistant Superintendent, Human Resources
Dr. Brian Coffey has been an educator in the Inglewood Unified School District since 1997. In 2003 he was awarded the Bill Ellis Teaching Award from the National Center for Learning Disabilities for excellence in practice and a commitment to students with learning and attention issues. In 2008, he earned a Doctor of Education Degree from USC’s Rossier School of Education, with a focus on Teacher Education. Dr. Coffey served as Principal of Kelso Elementary School from 2012-2019, and helped convert Beulah Payne Elementary to Payne P-8 STEAM Academy during his tenure as the school's Principal from 2019-2023.

My name is Mrs. Sylvia Branch, I am honored to be the principal of Frank D. Parent TK-8th School. It has been a pleasure to meet and get to know the students, parents, and families that make up a wonderful community. An author of four children’s books, Dr. McGhee has served as a multi-cultural literacy coach and as a behavior specialist, advising and educating parents with special needs children. She has served as a motivational speaker for parents, teachers, and students and remains active in several school systems as a community organizer and educator. She has developed innovative programs for parents focused on reading and travel; established mock court programs as a deterrent to gang violence; and started English and Spanish as a Second Language classes in the community. Dr. McGhee spent ten years as a director of the United Negro College Fund, which provides scholarships for students to attend Historically Black Colleges and Universities. She is the married mother of two adult sons and the founder of the Khocolate Keepsakes Children’s Literacy Museum. Dr. McGhee holds a bachelor’s degree in early childhood education, a master’s degree in psychology, and a doctorate degree in pre-perinatal psychology. Brandon G. Mr. Myers attended Norfolk State University, a historically black university, graduating with a B.A. in English/Theatre Performance. As a longtime Inglewood resident, he has more than 8 years of education experience in addition to over 14 years of experience working with children and families. As a lifelong Inglewood resident she is looking forward to serving with a deep sense of humility.  With over 31 years of experience in the field of education she has served as a teacher, mentor teacher, and a STEAM Magnet School Coordinator. She has served as Inglewood Council of PTAs’ President, President of La Tijera School PTA, and Inglewood Teachers’ Association's Grievance Chair. She has served multiple years and continues to serve as a National Education Association Delegate. Students participate in a variety of sports and activities in their physical education classes during elementary school so they can discover a pastime that they enjoy and will continue with as they mature into teenages and young adults. Starting a Competitive Edge With Middle School Athletics Inglewood is proud to offer many different options for our students to join a team and participate in sports starting in middle school. Soccer, football, basketball for boys and girls, and golf are just some of the options that students can try out for. We strongly encourage staying active in team sports because it teaches discipline and how to be a team player. Young athletes are given a foundation for their chosen sport in middle school, can be competitive in that sport, and prepare themselves for our athletics program in high school. The Draft EIR has been prepared in accordance with CEQA, as amended Public Resources Code Section 21000 et. seq.), and the CEQA Guidelines for Implementation of CEQA (California Code of Regulations, Title 14, Section 15000 et seq.). Project Applicant : Inglewood Unified School District Project Location: Inglewood High School is located at 231 South Grevillea Avenue, Inglewood, California, and is in the western central portion of the City of Inglewood within Los Angeles County, California. The Project Site is bounded to the north by West Manchester Boulevard, commercial uses, Inglewood City Hall and the Inglewood Public Library. Residential homes and a retirement community are located to the west of the Project Site, with residential homes and West Kelso Street to the south. Additionally, South Grevillea Avenue and a multi-family apartment building are located to the east of the Project Site. Project Description: The Project would include demolition of the majority of the buildings located on the Project Site, the construction of six new buildings, and the modernization of two of the existing buildings. The Project would also include improvements to sports fields, courts, and lighting. Students and faculty at the Inglewood High School would be relocated to the Morningside High School, which is located approximately 1.8 miles southeast of the Project Site at 10500 Yukon Avenue, during the reconstruction of the Inglewood High School campus. The Project would result in the construction of six new buildings on the Project site, which would provide a combined total of approximately 177,739 square feet (sf). New buildings would include: Building 1 - Administration and General Classrooms Building 2 - Food Services and Multipurpose Room (MPR) Building 3 - Science Labs and General Classrooms Building 4 - Student Life Building 5 - Career and Technical Education (CTE) and General Classrooms Building 6- CTE and Music classrooms In addition to the new buildings, the Project includes improvements to the Auditorium, Building O (Boys Lockers), and Building P (Physical Education and Girls Lockers). Recreational components include the demolition and reconstruction of the basketball and tennis courts, a combination softball/football/soccer artificial turf field at the western edge of campus, and installation of lights to illuminate the courts and fields. The Project also includes walkway improvements, utility improvements, parking and fire lane improvements , a new pedestrian entrance, lighting upgrades, and landscaping improvements . Environmental Topics Evaluated/Anticipated Significant Environmental Effects: The Draft EIR examines the potential impacts that would be generated by the Proposed Project for the following environmental topics: Aesthetics (lighting), Air Quality, Cultural Resources, Energy, Geology and Soils (Paleontological Resources), Greenhouse Gas Emissions, Noise, Transportation, and Tribal Cultural Resources. Less than significant impacts are identified for the following topics: Energy, Greenhouse Gas Emissions, and Transportation. Potentially significant impacts are identified related to the following topics: Aesthetics (lighting), Air Quality, Cultural Resources (Archaeological Resources and Human Remains), Geology and Soils (Paleontological Resources), Noise, and Tribal Cultural Resources. Measures are identified to mitigate all potentially significant impacts in these topics to less than significant. After serving for thirty years in the Los Angeles Unified School District, he was selected as the Superintendent of the Fremont Unified School District where he served for 7 years. After retirement, he continued to serve in a variety of administrative roles. In January 2023, he accepted a position as County Administrator of the Inglewood Unified School District and is committed to helping the district exit receivership. Raphael Guzman, Assistant Superintendent of Business Services Mr. Guzman has over 15 years of experience in school district finance. Most recently, he served as the Assistant Superintendent of Business Services for the Beverly Hills Unified School District. Prior to this role, Mr. Guzman was the Chief Business Official for the Inglewood Unified School District, where his team achieved several positive financial certifications, settled collective bargaining agreements, facilitated the implementation of a new bond measure, and advanced multiple construction and facilities projects. Bernadette C. Lucas, Ed.D. Assistant Superintendent, Educational Services Bernadette Lucas has been an educator for over 28 years. She came to education through Teach For America (1991). She has most recently served as the Director of Technology for Beverly Hills Unified School District. She served in the Los Angeles Unified School District for 23 years as a Teacher, Title I Coordinator, Advisor and Assistant Director for a teacher credentialing program, Assistant Principal, Principal, Mentor Principal, and Director of Technology. She also teaches in the School Leadership Program at California State University, Dominguez Hills. Brian Coffey, Ed.D. Assistant Superintendent, Human Resources Dr. Brian Coffey has been an educator in the Inglewood Unified School District since 1997. In 2003 he was awarded the Bill Ellis Teaching Award from the National Center for Learning Disabilities for excellence in practice and a commitment to students with learning and attention issues. In 2008, he earned a Doctor of Education Degree from USC’s Rossier School of Education, with a focus on Teacher Education. Dr. Coffey served as Principal of Kelso Elementary School from 2012-2019, and helped convert Beulah Payne Elementary to Payne P-8 STEAM Academy during his tenure as the school's Principal from 2019-2023. Meet Our Board of Education Carliss McGhee, Ph.D. Board President Dr. McGhee was elected in April 2013 to serve Seat 2. She won a new term in the at-large general election on April 4, 2017. She has spent her adult life working with parents and children, beginning her career as a Head Start preschool teacher. An author of four children’s books, Dr. McGhee has served as a multi-cultural literacy coach and as a behavior specialist, advising and educating parents with special needs children. She has served as a motivational speaker for parents, teachers, and students and remains active in several school systems as a community organizer and educator. She has developed innovative programs for parents focused on reading and travel; established mock court programs as a deterrent to gang violence; and started English and Spanish as a Second Language classes in the community. Dr. McGhee spent ten years as a director of the United Negro College Fund, which provides scholarships for students to attend Historically Black Colleges and Universities. She is the married mother of two adult sons and the founder of the Khocolate Keepsakes Children’s Literacy Museum. Dr. McGhee holds a bachelor’s degree in early childhood education, a master’s degree in psychology, and a doctorate degree in pre-perinatal psychology. Brandon G. Myers, Board Vice President Mr. Brandon George Myers was elected in November 2020 to serve Seat 3. A native of Connecticut, Mr. Myers was born in the city of Hartford where he spent his childhood. Mr. Myers attended Norfolk State University, a historically black university, graduating with a B.A. in English/Theatre Performance. As a longtime Inglewood resident, he has more than 8 years of education experience in addition to over 14 years of experience working with children and families. Shortly after he moved to Los Angeles, he began working at a nonprofit, Vista Del Mar Child and Family Services, as a Child and Family Specialist where he remained for 5 years serving as an advocate for foster children within various communities. As a result of his love for the people and the betterment of the city in which they reside, Mr. Myers became a Mayoral candidate for the city of Inglewood in November 2018. The upkeep of school buildings is a daily activity of the district and its personnel. The Maintenance Department works together to maintain the cleanliness and safety of the entire district, striving to continuously improve our service process and to provide a safe, secure environment as we serve every student, with excellence as a standard.  Inglewood Unified School District Application for Facilities Advisory Committee   The Inglewood Unified School District is seeking qualified, interested individuals to serve on the District’s Facilities Advisory Committee (FAC) .  On November 6, 2024, Resolution No. 19/2024-2025   forming the Committee was approved.  The role of the FAC is  to review, evaluate and report to  the District’s Governing Board (“Board”) regarding the  District’s facilities needs, including capital projects, deferred maintenance, and safety and security improvements, as well as financing options and alternatives. The purpose of the FAC is to build awareness and ideally mutual understanding of the state of the District's facilities and the funds available to repair and upgrade facilities, and to identify potential priorities for repairs and upgrades to District facilities utilizing available funds. The District will engage in extensive short-and long-term facilities planning for its programs and school sites. The initial work of the FAC is to build awareness and mutual understanding of the state of the District's facilities.  The ongoing work of the FAC is to identify potential priorities in repairs and upgrades to District site facilities. The FAC shall serve strictly in an advisory capacity to the Board by making recommendations on priorities for repairs, upgrades, and utility savings to District site facilities for the benefit of the District. With the new system, reservation requests can be submitted easily and will be handled more efficiently. Renters will be able to access photos and descriptions, see real-time availability, get estimated quotes and pay online. I am honored to join this incredible community and to have the opportunity to lead a school that serves students from Transitional Kindergarten through 8th grade—each at a unique and important stage of their educational journey. From the moment I stepped onto campus, I could sense the pride, warmth, and dedication that define Oak Street School.
