Our Mission To create a more equitable technology ecosystem that addresses longstanding racial inequality, creates economic opportunity, tackles critical societal issues, and reflects the power and perspectives of communities of color. What We Do The Foundation’s work aims to both impact the national technology landscape and build inclusive tech ecosystems in key regions. We conduct research, make strategic grants, invest in entrepreneurs and funds, and inform equitable technology policy across four focus areas necessary to enhance racial justice and equity in tech: CS Education Equity Inclusive Pathways to Tech Jobs Tech Workforce Diversity Investing in Entrepreneurs and Investors Our Work Research Publications Areas of Focus Resources CS Educational Equity To ensure Black, Latinx, and Indigenous students have access to rigorous and culturally relevant CS education, we highlight racial inequality through research, build the capacity of educators and administrators to implement culturally responsive CS pedagogy and curriculum, and advocate for education policy change. Inclusive Pathways to Tech Jobs To address disparities in postsecondary computing education and create alternative inclusive pathways to tech jobs, we produce resources and toolkits, invest in organizations and initiatives expanding access to tech jobs, and advocate for new models of upskilling, reskilling, and hiring. Advancing Racial Equity in Tech To advance racial equity in tech companies, we analyze data trends and advocate for policies to increase hiring, retention, data collection, and regulation/accountability of tech companies. Investing in Entrepreneurs and Investors To address the lack of capital deployed to entrepreneurs and fund managers from underrepresented groups, we invest in entrepreneurship support organizations, deploy venture capital to entrepreneurs and funds, conduct research, and advocate for policy change–all with a racial justice lens. For 4–5 weeks every summer, scholars are immersed in tuition-free studies in partnership with leading universities throughout the country. Despite improving material conditions, driving meaningful change, and helping public officials serve more of their constituents at lower cost and creating good jobs, we’ve heard powerful stories from gap-closing founders struggling with outdated policies, red tape, and inconsistent enforcement. This is the first report from P.R.I.M.E. Alliance: Public Results through Impact and Mission-Driven Entrepreneurship, a multiyear Kapor Center initiative focused on connecting gap-closing startups with cities and states that could unlock billions in economic benefits for communities across the country, dramatically improving millions of lives. To better understand the barriers and opportunities facing gap closing startups, the Kapor Center launched a pilot survey and interviews with 60+ entrepreneurs and investors representing over 3,000 public sector contracts. Through these efforts, we’re mapping how to support tech entrepreneurs as they provide essential services to communities across the nation more efficiently and cost-effectively. Key Challenges Entrepreneurs identified the following as key challenges to working with government agencies: Almost 60% of founders state that navigating the state, city, and county contracting rules was the greatest challenge they faced. Long contract awarding time Lack of clear communication and outreach Unclear or confusing application process Complex licensing and permitting By the Numbers We surveyed gap closing entrepreneurs that have over 3,000 contracts at the state, county, and city levels to discuss top challenges in working with all levels of government. Their businesses use technology to support public officials at the state and local levels to serve communities more efficiently and cost-effectively. Too many layers...” Child care Founder In the News CBS Bay Area highlights how a startup seeking to address the California housing crisis was denied due to outdated policies that automatically rejected their plans because of half-inch discrepancies in paperwork margins. This segment highlights how minor administrative hurdles are hindering significant progress on California’s efforts to address the housing shortage. $100B Opportunity What if we stopped treating inequality as inevitable – and started treating it as solvable? Based on data from a cross-section of entities, the annual cost in lost economic output exceeds an astounding $5T. If the United States made just a 2% improvement in each of these areas, the impact would be $100.7B in gains to the US economy. The cost of doing nothing is the missed opportunity of replicating the impact of Michigan and Maryland across the country for every American. Recommendations Entrepreneurs ranked the following as the likeliest to have the biggest impact on their companies’ ability to enter and operate in a jurisdiction: 1. Faster contract approval and awarding timelines 2. Greater flexibility in contract requirements 3. Improved communication and outreach to tech companies 4. More equitable access to bidding opportunities 5. Reduced compliance and certification costs Case Study: Binti & the State of Maryland Maryland faces the critical challenge of ensuring positive, stable living arrangements for its more than 3,000 children and teens in foster care. To meet this challenge head-on, the Maryland Department of Human Services initiated a pioneering collaboration with Binti, a software company founded and led by Felicia Curcuru and focused specifically on improving child welfare outcomes through technology. Key Activity Metrics: Searches Completed: Caseworkers have completed more than 4,500 comprehensive searches Connections Identified: The searches successfully identified over 4,300 potential connections for foster care placement, increasing the pool of relatives and close family friends available to support youth. Efficiency Gains: On average, each search efficiently locates 26 potential connections per child Statewide Increase in Kinship Care: The portion of youth in care living with kin saw a major increase of 33% across the state, ensuring that a substantial number of children benefit from the security of family. Jurisdictional Excellence: Eleven Maryland jurisdictions have achieved the critical milestone of doubling their kinship placement rates, establishing new benchmarks for success in child welfare. Impact in High-Need Areas: Baltimore City, the jurisdiction responsible for the largest population of youth in care, saw an 18% increase in kin placements, demonstrating the solution’s effectiveness where the need is greatest. Pilot a Fast-Track Program: Create a “Startup Express Lane” for mission-driven businesses, modeled after successful state or city programs. Champion Procurement Reform: Introduce or support legislation that simplifies and accelerates how small, innovative companies do business with government. The Kapor family of organizations utilizes the Leaky Tech Pipeline Framework to articulate and address the systemic biases and barriers across the entire tech ecosystem, from K-12 and postsecondary education, through the tech workforce, entrepreneurship, and venture capital. For more details, visit leakytechpipeline.com / The Leaky Tech Pipeline Report Pre-K Thru 12 Higher Ed Tech Workforce Entrepreneurship The Issue We need to set up all future leaders for success Early racial, gender, and socioeconomic disparities in access to STEM and computer science education in PreK-12th grade limit the opportunities that all children have to engage meaningfully with technology, develop computational skills, and explore careers in computing. 75% White teachers overwhelmingly make up 75% of K-12 computer science teachers, not reflecting the current composition of the US K-12 student body. Share View Research Almost 2x White families are almost 2x more likely to own personal computers than Black families, and higher income families own personal computers at almost 2x the rate of lower income families. Share View Research How We Address The Issues Expand Equitable Computer Science Education Kapor Foundation SMASH In PreK-12 public education, policy changes, education reform and financial investments are needed to develop rigorous standards for computing education. This means increasing the availability of computer science courses, providing training and certification pathways for teachers, and ensuring computer science courses are incentivized via graduation requirements and college credits. These changes are needed to ensure that all students have the opportunity to participate in rigorous, engaging, and relevant computing instruction. It is critical that these educational opportunities provide not just access to introductory courses, but provide opportunities for repeated exposure including computing pathways (E.g., Cybersecurity, Networking, Web Design, etc.) and Advanced Placement computer science courses, in order to prepare students for college and career readiness. Increase Equity in Education Kapor Foundation Significant national, state, and local education reform efforts are needed to improve access to quality preschools, provide school funding for facilities and activities (including technology, science labs, etc.), and provide highly qualified and experienced teachers in all classrooms to ensure all students have the opportunity to develop foundational knowledge, skills, and interest. Reform is also needed at the high school level to ensure students have equitable access to rigorous coursework, including field trips, career fairs, conferences, mentorship programs, and networking events. Increased diversity among instructors, professors, tech leaders, investors, and board members will also serve to counteract stereotypes and provide aspirational examples for students, early career employees, and entrepreneurs. Increase Prevalance of Diverse Computing Role Models Kapor Foundation SMASH To counteract racial and gender stereotypes in computing, exposure to computing professionals from diverse backgrounds can be extremely effective in reducing stereotypes and increasing computing aspirations among underrepresented students from kindergarten through college and the workplace. Exposure can occur in media through movies, TV shows, commercials and social media campaigns, as well as through direct interactions including classroom visits, field trips, career fairs, conferences, mentorship programs, and networking events. Increased diversity among instructors, professors, tech leaders, investors, and board members will also serve to counteract stereotypes and provide aspirational examples for students, early career employees, and entrepreneurs. Our Impact In 2021, we distributed $2 million to organizations aiming to protect marginalized communities from the harms of technology. We distributed over $1 million in funding across over 40 organizations to address a range of critical issues facing communities of color, including civic engagement, COVID pandemic relief, economic mobility, and much more. SMASH empowers dedicated students of color with an intensive science, technology, engineering, and math (STEM) education and culturally-relevant coursework to allow them to be successful in college and in their careers. Go to the latest Impact Report The Issue We need to address disparities in the pursuit and completion of computing degrees In higher education, a variety of barriers affect the preparation, interest, motivation, and persistence of students in computing, resulting in wide gaps by gender and race/ethnicity in Bachelor’s degree completion. Just 21% of all Bachelor’s degrees in computing are earned by Latinx, Black and Native American/Alaskan Native students, while just 18% are earned by women. This limits opportunities to enter the technical and computing workforce. Share View Research 13x Higher The median wealth of white households is 13x higher than Black households and 10x higher than Latinx households. Wealth disparities affect college preparation, choice, financing, attendance, time to degree completion, and debt upon graduation. Share View Research How We Address the Issues Enhance Pathways into Technology Careers Kapor Foundation SMASH Pathways into the tech workforce need further development and expansion to reduce barriers to entry for job seekers, expand the pool of technical and non-technical talent, and provide sustainable talent pipelines for tech employers. Workforce development initiatives can include revamping community college curricula and programming to better align with emerging technology needs, bootcamps which provide skill development in specific areas, and apprenticeship and internship programs where young professionals develop skills and social capital by working on discrete projects within companies while gaining access to critical networks. These programs should be developed in collaboration with industry leaders to ensure that curriculum aligns with the needs of tech companies, while prioritizing the development of talent in local communities to ensure companies reflect the communities in which they are situated. Additionally, in entrepreneurship and venture capital, initiatives are needed to inspire underrepresented entrepreneurs, provide programming for emerging entrepreneurs and companies, and make connections between entrepreneurs from diverse backgrounds and the social networks of power within the technology sector. Our Impact In 2021, we engaged over 700 students in CS programming, provided professional development to almost 100 CS teachers, published a new framework on culturally responsive-sustaining CS education, and reached over 4,000 diversity advocates, professionals, and educators with our DEI webinars and trainings. Website Key Issues Our mission is to build a strong, diverse and socially conscious tech workforce by leveling the playing field through academic learning and experiential engagement for high school and college students. SMASH was one of the earliest STEM education programs created in the United States as a way to prepare students of color for STEM education and careers. The very first SMASH site program launched on the University of California, Berkeley campus in 2004, but it follows a decades-long legacy of diversity and inclusion advocacy by our founder, Dr. Freada Kapor Klein. What We Do SMASH empowers dedicated students of color with an intensive science, technology, engineering and math (STEM) education, culturally-relevant coursework, and access to resources and social capital that allow them to be successful both in college and in their careers. More Information Impact How SMASH Works SMASH Virtual Our Long-Term Investment SMASH empowers our scholars to be agents of change through a long term project-based learning program to critically analyze problems facing their communities and create STEM based solutions utilizing a design thinking framework. SMASH Academy High School (9th-12th) Our 3 year, intensive STEM focused college prep program empowers students to deepen their talents and pursue STEM careers. For 4–5 weeks every summer, scholars are immersed in tuition-free studies in partnership with leading universities throughout the country. SMASH Alumni College/Post-Secondary SMASH Alumni gives SMASH graduates the opportunity to gain real-world experience at cutting edge tech and STEM companies through a 5-week internship as college students. Our Areas of Action Research Through our research, we are working to build awareness of racial justice and tech policy topics disproportionately impacting low-income communities and communities of color. Diversity and Inclusion To advance racial equity in tech companies, we analyze data trends, provide resources and training for DEIB professionals, and advocate for policies to increase hiring, retention, data collection, and regulation/accountability of tech companies. Education We’re working to increase access to tech and STEM education for underrepresented students of color and increase equity in computer science by preparing teachers to deliver equitable CS instruction, ensuring curricular content is culturally responsive, and equipping administrators with strategies to change school-wide policies and practices. Community Engagement Through partnerships with mission-aligned organizations and initiatives, we are working to build collective momentum toward policy changes and solutions that will benefit low-income and communities of color. Venture Capital We’re working to redefine what venture capital is capable of by prioritizing a new outcome: a more fair, just, and equitable society for low-income communities and underrepresented communities of color, exclusively investing in early stage startups that close gaps of access for all.
