The District’s propane assets include approximately five miles of underground distribution lines ranging in diameter from 2-6 inches, which are located throughout the Kirkwood Valley, together with two storage tanks (one 20,000 gallon and one 30,000 capacity), a vacuum trailer, propane meters and numerous other miscellaneous tools and equipment required to operate the Propane Enterprise and to transport propane to customers. Propane is delivered via truck and the two storage tanks are filled two to three times weekly in the winter, and two to three times monthly in the summer. The liquid propane is then vaporized and distributed to customers via the underground distribution lines. Propane Leaks : If you think you smell propane during normal business hours (Monday – Friday 8am – 4:30 pm), call the KMPUD at 209-258-4444 or after business hours, please call 209-296-8668. Odor: Propane is colorless, odorless, tasteless and non-toxic. An additive (Mercaptan) in the propane gives it a distinctive odor (similar to rotting eggs or sulfur). Vegetation: Propane leaking from an underground pipeline can destroy vegetation by starving the roots of air and water. An unusual dry patch of vegetation, within an otherwise green area, could indicate a below ground propane leak. Sound: A blowing or hissing sound could indicate the presence of a propane leak. Fungus-like growth: Propane leaks in valve boxes, manholes, etc., may develop a fungus-like growth that is white in color. Do not light items such as matches or cigarettes, or use any device that may generate a spark such as electrical switches, telephones (cell and land line phones), doorbells, automobiles or other engines, etc. Extinguish all flames, evacuate the building to a safe distance, and turn off propane if feasible. To report a propane leak during normal business hours (Monday – Friday 8am – 4:30 pm), call the KMPUD at 209-258-4444 or after business hours, please call 209-296-8668 and inform appropriate qualified personnel of the situation and the location of the leak. Do not make the phone call from the area where the propane leak is present. The existing storage system includes two storage tanks with a capacity of 950,000 gallons. The District’s water distribution system consists of approximately five miles of pipelines ranging from six to ten inches in diameter. The applicable drinking water standards for the District’s potable water system are provided in the California Domestic Water Quality and Monitoring Regulations, Title 22 of the California Administrative Code. These regulations incorporate the requirements of the U.S. Environmental Protection Agency in conformance with the Safe Drinking Water Act (PL 93-523). The standards specify water quality sampling frequencies and location as well as maximum concentrations of chemical constituents and are continually revised and amended. The District operates under a Water Supply Permit issued by the State, Department of Health Services. Total water demand for the District varies from 12 – 15 million gallons per year at the current 50% build-out of the community. The District is in the process of exploring its existing potable water sources and capacity versus its projected future potable water needs. The District anticipates that existing water source production will not meet anticipated potable water needs at full community build-out. The District has plans to explore the ability to develop additional water sources to augment the District’s supply to provide the capacity and reliability necessary to maintain Water Enterprise service through anticipated long-term growth. Regulation 640.02 2024 Consumer Confidence Report Wastewater Enterprise The District provides sanitary wastewater collection, treatment and disposal for the community. The District’s wastewater treatment and disposal facility is regulated by permit under the jurisdiction of the Central Valley Regional Water Control Board under Waste Discharge Requirements (WDRs) Order No. R5-2007-0125. The WDRs contain monitoring and reporting requirements, which include quarterly and annual monitoring of groundwater at eight locations around the Kirkwood Valley. The wastewater collection system consists of approximately 8.3 miles of six-inch gravity-flow wastewater collection lines and approximately 3,600 feet of eight-inch force main sewer lines. Two lift stations transfer the wastewater to the Treatment Facility. In 2001 – 2002, the Treatment Facility was upgraded from a conventional activated sludge treatment process to a membrane bioreactor, which provides tertiary treatment of collected wastewaters. The Treatment Facility process includes solids screening, flow equalization, nitrification, denitrification, phosphorous removal via chemical additions, aeration, membrane filtration, disinfection, effluent disposal via pressure-dosed leach lines, extended aeration of waste sludge, and sludge dewatering (via centrifuge). In the summer of 2024, the District replaced the existing membranes, which had been in service for over 10 years and had reached the end of their service life, in order to maintain reliable wastewater service for customers. The meetings are held in the Community Services Building located at 33540 Loop Road in Kirkwood, California. Special Meetings may be scheduled via Special Notices. Community members are encouraged to attend and participate in all District Public Meetings. Community Services Building Meeting Room The Kirkwood Meadows Public Utility District (District) offers meeting space for small and larger groups with availability determined by the District. The Conference Room can accommodate 8-10 people and the Board Room can seat up to 60. The rooms are available during normal District office hours Monday-Friday, from 8:00 AM to 4:30 PM. For security and safety reasons. The meeting spaces are not available during weekends or holidays.
