MISSION: TO SUSTAINABLY MANAGE THE KINGS RIVER SERVICE AREA’S WATER RESOURCES, PROVIDE RELIABLE FLOOD PROTECTION, AND PRODUCE CLEAN ENERGY, ENHANCING THE REGION’S PUBLIC SAFETY, NATURAL RESOURCES, ECONOMIC PROSPERITY, AND COMMUNITY WELL-BEING.
The Kings River Conservation District was established in 1951 by a special act of the State legislature as a multi-county, special district formed to manage the lower Kings River watershed, serving all the constituents within 1.2 million acres in portions of Fresno, Kings and Tulare counties. Flood control, water resource management, and hydropower generation are primary responsibilities, as well as watershed and habitat enhancement. The video to the right focuses on hydropower and highlights the 40th anniversary of the Jeff L. Taylor Pine Flat Power Plant.

Keyboard Navigation Profile (Motor-Impaired): this profile enables motor-impaired persons to operate the website using the keyboard Tab, Shift+Tab, and the Enter keys. Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements. Additional UI, design, and readability adjustments Font adjustments – users can increase and decrease its size, change its family (type), adjust the spacing, alignment, line height, and more. Color adjustments – users can select various color contrast profiles such as light, dark, inverted, and monochrome. Additionally, users can swap color schemes of titles, texts, and backgrounds with over seven different coloring options. Animations – epileptic users can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions. Content highlighting – users can choose to emphasize essential elements such as links and titles. They can also choose to highlight focused or hovered elements only. Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly. Cognitive disorders – we utilize a search engine linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others. Additional functions – we allow users to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions. Assistive technology and browser compatibility We aim to support as many browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible. Raised on a family farm near Dinuba, Kapheim attended local schools and graduated from Cal Poly San Luis Obispo with a degree in Soil Science in 1977. After graduation, he became involved in several farming partnerships. Kapheim was General Manager of Alta Irrigation District from 1983 until 2016 and served on the Tulare County Planning Commission. Anthony Nonini Division 3, Vice President Term began 12/2022, ends 12/2026 Bio Anthony Nonini was seated on the Board in 2022. Nonini is the owner of A. Nonini Ag services which provides Orchard & Vineyard removal and land development services to the Central Valley. In addition to his business, Nonini is a fourth-generation farmer growing wine grapes and almonds carrying out his family‘s legacy who planted their first roots in Fresno in 1904. Nonini received his Bachelor’s Degree in Wine and Viticulture with a double minor in Plant Protection and Fruit Science from Cal Polytechnic State University, San Luis Obispo in 2019. Mike M. Yoshimoto Division 2 Term began 12/2024, ends 12/2028 Bio Mike Yoshimoto was seated on the Board in 1979. Yoshimoto is a registered electrical engineer and currently works with the City of San Jose in the Development Department of Public Works. Yoshimoto is a native of the Kingsburg area and has a Bachelor of Science degree in Electrical Engineering from the University of California, Berkeley. Yoshimoto’s family background is in agriculture, and during his career he farmed vineyards and orchards on the weekends. Mark McKean Division 4 Term began 12/2024, ends 12/2028 Bio Mark McKean was seated on the Board in 1995. McKean also holds leadership positions on the boards of the Kings River Water Association, the Crescent Canal Company, the Reed Ditch Company and the Murphy Slough Association. McKean is the owner and manager of McKean Farms in the Riverdale area, where he farms cotton, almonds, wine grapes, grains, alfalfa and tomatoes. In addition, McKean Farms performs custom farming practices on numerous other farms. McKean is a native of Riverdale and has a Bachelor of Science degree in Agricultural Science from Cal Poly San Luis Obispo and a Masters degree from Colorado State University. D. Paul Stanfield Division 5 Term began 12/2022, ends 12/2026 Bio D. Paul Stanfield was seated on the Board in 2012. Stanfield has expressed his priorities as a KRCD board member are to preserve and maintain a balanced groundwater supply for growers, provide support for efficient water conservation practices by farmers, and maintain efficient flood protections along the Kings River. Stanfield is currently the President of Summerfield Farms, a walnut and pecan operation in Kings County. Prior to starting Summerfield Farms, Stanfield was the Ranch Manager for Joseph B. Summers. Stanfield is also a Director on the California Pecan Growers Board. Ceil Howe, Jr. Division 6 Term began 12/2024, ends 12/2028 Bio Ceil Howe, Jr. was seated on the Board in 1993. In addition to his role as KRCD Director, Howe has held leadership positions on numerous other boards including the Tulare Lake Basin Storage District and Empire Westside Irrigation District. Howe is the president of Westlake Farms in the Stratford area where he farms cotton, processing tomatoes, small grains, alfalfa hay, almonds, pistachios, pomegranates, and beef cattle. Howe earned a Bachelor of Science degree in Civil Engineering from Colorado State University in 1967 and a Master’s degree in Civil Engineering from Stanford University in 1968. He is a registered engineer in California. Jenifer Marshall Division 7 Term began 12/2024, ends 12/2028 Bio Jenifer Marshall was appointed by the KRCD Board in 2023 and elected in 2024. Jenifer is a valley native raised on a farm outside of Sanger. She is a partner with her husband Josh in a farm management company James Marshall Farm Service, LLC, since 1999. Helping to run the daily farm operations of farm management and a custom spray operation including, wine grapes, citrus, almond and pistachio acreage. Working together they are the fourth generation of the Marshall family to farm on the home ranch since the early 1900s. Maréchal Vineyards is the latest addition to the farm. Taylor-Pine Flat Power Plant FEDERAL ENERGY REGULATORY COMMISSION PROJECT NUMBER 2741 On February 1, 2024, Kings River Conservation District (KRCD) filed with the Federal Energy Regulatory Commission (FERC) a Notice of Intent to File an Application for New License (NOI), a Pre-Application Document (PAD), and a request for approval to use FERC’s Traditional Licensing Process (TLP) to relicense KRCD’s Jeff L. Taylor-Pine Flat Power Plant, FERC Project Number (No.) 2741 (Project). The FERC noticed the filing and approved KRCD’s request to use the TLP on March 22, 2024. In their PAD, KRCD proposed that a Joint Meeting and Site Visit be held on May 1, 2024. The Joint Meeting will be held on this date from 1:00-2:30pm at KRCD’s office and on the Microsoft Teams platform. KRCD will issue an invitation and agenda to the FERC Project Manager and interested relicensing participants for the virtual joint meeting prior to the event. The meeting will be recorded. The supply varies, sometimes drastically, from year to year. Prolonged droughts exacerbate and demonstrate harsh realities regarding our water supply. In addition, the Valley faces a booming population. Our groundwater reservoir, from which most Valley municipal and industrial water supplies originate, is increasingly depleted and over-drafted. Immense difficulties and challenges loom to impede any proposed development of new storage and delivery facilities. KRCD is working with districts and growers to improve on an already outstanding record of irrigation efficiency with modern and sound water management techniques. KRCD is increasingly involved in groundwater management planning. Committed to solving the overdraft problem, KRCD strives to find means to enhance the conjunctive water use upon which we all rely by increasing recharging capabilities in wet years so more groundwater will be available in dry years. KRCD is a trusted agency between cooperating agencies and constituents at the state and local levels. KRCD staff has a hand in regional resource-related regulatory programs, working on behalf of local agencies and landowners in the area’s surface and groundwater water quantity and quality. Staff members work to break through the noise of confusing legislative burdens by acting as the go-between for people directly impacted by policy decisions. History KRCD was formed with the passage of the Kings River Conservation District Act in 1951 by the California Legislature. The single overriding incentive for the Kings River Conservation District’s creation was establishing one public agency that could act for the entire Kings River service area. KRCD was to include all territory considered the Kings River service area, except for all cities not a part of existing irrigation districts. Later, changes to the KRCD Act excluded all incorporated cities. The KRCD law granted authority which has proven to be remarkably flexible in meeting changing needs. KRCD is empowered to furnish water and electrical energy, acquire and dispose of property, construct water works, appropriate and conserve water, maintain actions involving water rights, incur indebtedness, enter into contracts, issue bonds, and control floodwater. In addition, there are provisions for organizational, procedural, taxation, and bonding matters. The Secretary of State’s certificate of incorporation includes this concise description of the KRCD act and the District’s purposes: “An act creating a district to be called “Kings River Conservation District;” providing for its organization, operation, maintenance and government, for the inclusion of lands therein and the exclusion of lands therefrom; providing for the acquisition, construction, maintenance and operation of works and property for the purposes of the District, including the storage, conservation, distribution and sale of water, the development, distribution and sale of electric power, the drainage, reclamation and protection of land and prescribing and defining the powers, duties and responsibilities of said District.” Board of Directors Seven Directors are elected to the KRCD Board of Directors. The Directors represent each of the seven divisions of the District. Directors must be residents and registered voters within their respective divisions.
