Parents must be income-eligible and either working, seeking employment, enrolled in an education or vocational program, or deemed incapacitated. Locations MAOF has 27 child care centers located throughout Los Angeles, Orange, Kern, Ventura, San Diego and San Bernardino Counties. Additionally, in Monterey County, MAOF has seven Early Care Centers - three of which provide infant care (6 weeks to entering kindergarten) and the remaining are licensed for 2-5 years - primarily serving families that work in the Agricultural Industry. We take a three-pronged approach to help our families achieve economic stability: Employment placement and career improvements financial education and coaching income support services Examples of income support services include enrollment and referrals to public benefit programs such as CalFresh, affordable health insurance, utility assistance, unemployment benefits, free tax preparation, and many other supportive services. EDD Corner News & Events Search Latina Women's Conference 4th Annual Young Latinas Conference Cienfuegos: Igniting Latinas in STEAM ‍ On March 13, MAOF will host the 4th Annual Young Latinas Conference, welcoming several hundred high school students, educators, and industry professionals for a day focused on mentorship, leadership, and career exploration in STEAM fields. The conference connects young women ages 14–19 with professionals working across technology, engineering, science, media, arts, and design. Through workshops, speaker sessions, and mentorship opportunities, students gain exposure to real-world career pathways and the education required to pursue them. Students will participate in a full day of programming designed to expand career awareness, build confidence, and create meaningful connections with mentors and professionals. Programming includes STEAM-focused workshops, career pathway discussions, leadership sessions, and networking opportunities. Featured Speakers Students will hear from professionals representing a range of industries, including leaders from GLAUDI Collections, Power 106, Capital Group, Kaiser Permanente, Northrop Grumman, Verizon, Girls Make Beats, and Cerritos College. Colleges & Exhibitors Participating organizations include Arizona State University, Cal State LA, Caltech, Pasadena City College, Whittier College, Los Angeles County Public Works, and the LA County Office of Education Head Start, alongside MAOF programs. EDD Corner News & Events Search Alternative Payment Programs & CalWORKs State and federal voucher childcare subsidy programs assist income eligible families with a qualifying need with assistance to pay for childcare. The programs serve children under the age of 13, children with exceptional needs may be served up to age 21. A key component of the voucher programs is parental choice. This allows enrolled families to choose the childcare setting that meets the specific needs of the family. Stage 1 Stage 1 is administered by the California Department of Social Services through the county welfare department (CWDs). Stage 1 begins when a participant enters the CalWORKs grant welfare-to-work plan developed by the CWD for each family. The CWDs refer families to resource and referral agencies to assist them in finding childcare providers. Parents are eligible for the program if they: Meet state income guidelines, Use childcare in our service area, and Need childcare because they are employed, seeking employment, in vocational training, seeking permanent housing, and/or incapacitated. Stage 2 Eligibility in CalWORKs Stage 2, for current CalWORKs recipients, begins when the County Department of Social Services determines the recipient’s work or approved activity is stable or when a recipient is transitioning off cash-aid. Former CalWORKs recipients are eligible to receive childcare services in Stage 2 for up to 24 months after discontinuing cash-aid, or until they are otherwise ineligible within that 24-month period. Stage 3 Upon a recipient exhausting their 24-month eligibility in CalWORKs Stage 2, the family is seamlessly transferred into CalWORKs Stage 3 if they continue to meet the income and need requirement as defined by the funding source. Alternative Payment Program The California Alternative Payment Program (CAPP) funded by the California Department of Social Services (CDSS), Child Care and Development Division (CCDD) provides childcare subsidy assistance to income-eligible families who have a qualifying need as defined by the funding source. The program serves children under the age of 13 whose parent(s) are employed, seeking employment, seeking permanent housing, incapacitated, engaged in a vocational training or education program, or whose children are receiving protective services or have been identified as at risk of abused neglected or exploited. EDD Corner News & Events Search News & Events Save The Date 58th Annual Aztec Awards April 3, 2026 Mental Health Matters for Older Adults March 12, 2026 Mental Health Matters for Older Adults: Recognizing the Signs and Getting Support Aging brings many changes—new routines, different roles, shifting relationships, health concerns, and sometimes a sense of loss. These experiences can affect both the body and the mind. Just as we pay attention to our physical health, like managing chronic illness or engaging in regular exercise, it’s important to pay attention to our mental, social/emotional health as well. Mental health challenges are common among older adults—and yet too often they go unrecognized, unspoken, and untreated. A common myth that many believe is that sadness, anxiety, or greater social isolation are each simply “a part of getting older,” and not something that can be avoided. What’s true is that these circumstances are common in the aging process, that is why, it is critical for all of us to manage our mental health. It can absolutely be addressed, and does require a similar amount of awareness and care that we might give to our physical health. It’s easy to underestimate the benefits of small efforts to improve our mental health, but it’s those consistent moments of engagement and connection with others that have a lasting impact on our happiness, and our energy. But it doesn’t just come down to older adults. Family, friends, caregivers, and community members should take it upon themselves to be familiar with the signs of poor mental health in their loved ones. Common Warning Signs to Watch For Persistent sadness, tearfulness, or hopelessness Loss of interest in favorite activities Changes in sleep or appetite Trouble concentrating or remembering Increased irritability or agitation Avoiding social gatherings Frequent complaints of aches and pains Expressions of feeling like a burden The National Hispanic Council on Aging also knows first-hand that just as there is a myth of these mental health concerns being part of aging, there is also a cultural barrier of stigma within the Latino community. Many Latinos are ashamed to accept a mental health diagnosis for fear of being judged by others. When it comes to mental health care, such cultural factors can serve to increase stigma and obscure the validity of mental health care from Latino communities, out of a desire to not air private family matters with mental health professionals. Still, even after overcoming such stigma to seek mental health care, overcoming systemic barriers such as lack of linguistically or culturally appropriate care, can be difficult. Tips for finding linguistically and culturally appropriate mental health care providers: Start with your primary health care provider. While they may not be trained in counseling, primary care doctors can provide assessments and referrals to mental health professionals. Try the National Treatment Referral Helpline: 800-662-4357. This helpline is equipped with knowledge and understanding to help you address financial barriers, and other constraints, such that you can find a provider that meets your needs. They will also have the capability to connect with your providers that have language-access services. If you’re interested in further information to help destigmatize mental health care for your community members, or a loved one whom you’re concerned about, check out the National Alliance on Mental Illness’s (NAMI) “ Compartiendo Esperanza : Mental Wellness in Hispanic/Latin American Community” program: https://www.nami.org/programs/nami-compartiendo-esperanza-mental-wellness-in-hispanic-latin-american-community/ In moments of crisis, be sure that you are familiar with the 988 Suicide & Crisis Lifeline. EDD Corner News & Events Search Tax Services & ITIN Services Since 2000, MAOF has provided free tax preparation services for low-income households through its Volunteer Income Tax Assistance (VITA) program. Through the VITA Program MAOF provides year-round free tax preparation services for families that make under $75,000. MAOF staff ensures California State and Federal Earned Income Tax Credits and Stimulus Payments are not overlooked to put cash back into the pockets of qualifying working families and individuals. MAOF has Certified Acceptance Agents (CAA) to assist individuals apply or renew Individual Tax Identification Numbers (ITIN) for individuals without a social security number. Eligibility We cannot assist taxpayers who fall into one or more of the below categories: Incomes more than $75,000 ‍ Married Filing Separately returns (If you are legally married & file alone) ‍ Self-employed or cash income with business related expenses over $10,000, have a loss, taking expenses with no proof (receipts, documented mileage, etc. are required), employees, inventory, or business property. ‍ Returns for businesses (S-Corps, LLCs, etc) ‍ Canceled debt income (Forms 1099-C and 1099-A) for foreclosures or short sale ‍ Handwritten tax documents (W-2, 1099, 1098, etc.) ‍ Returns for visitors, such as “F,” “J,” “M,” or “Q” visas, that require a 1040NR tax return ‍ Foreign Income, Royalty Income, or income from a partnership/corporation (K-1 form) Schedule an Appointment Schedule an appointment or call our VITA Hotline at (866) 626-3829. Financial Capability services include financial education through workshops or one-on-one coaching and access to low cost financial products. On on One Coaching A financial coach helps their clients with the basics of money management. They work with clients who may have a bad relationship with money or who have other obstacles keeping them from managing their finances well. Their goal is to help their clients develop healthy money habits that will last. Financial coaches educate their clients on the basics of personal finance and work with them to create a financial plan that reflects their goals. They also empower their clients to take responsibility for their decisions and provide accountability as their clients work to implement the lessons they learn. Whether it is through direct care or our payment assistance program, MAOF is serving thousands of families with high quality child care and support services. Submit an inquiry form to find out what program or programs are right for you. What are the types of child care in California? CHILD CARE CENTERS Usually located in a commercial building, non-medical care and supervision in a group setting. FAMILY CHILD CARE HOMES These licensed homes range from 8 to 14 children, also providing non-medical care and supervision. EXEMPT LICENSE CARE Other select child care providers are exempt by the state from obtaining a child care license. The four groups that qualify are: 1) a family relative who cares for the children of one other family in addition to their own children; 2) private non-profit programs that offer recreational services; 3) businesses that offer limited child care to their clients and customers; and 4) programs that are overseen by state agencies. What is HEAD START and EARLY HEAD START? Head Start is a program of the United States Department of Health and Human Services that provides comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and families. What is CalWORKS? The CA Work Opportunities and Responsibility to Kids program is the California welfare implementation of the federal welfare-to-work Temporary Assistance for Needy Families program that provides cash aid and services to eligible California families. The program offers free or reduced cost child care services to income eligible families who have a qualifying need as defined by the funding source. Children served from birth to age 5 or entry into kindergarten, benefit from the program’s educational component that is monitored to ensure the environment supports and enhances the physical, cognitive, and social development of the child. Providers in the network receive supportive technical assistance and participate in ongoing training and professional development. The quality of the childcare environment is also monitored to ensure the environment supports the health and safety of the children enrolled. EDD Corner News & Events Search Team Dr. Ciriaco “Cid” Pinedo President & CEO In April 2022, Dr. Ciriaco "Cid" Pinedo was named President and CEO of MAOF. He guides the organization and its dedicated team in realizing its vision of being the preeminent provider of comprehensive human services that empower families to attain self-sufficiency and contribute to a dynamic community. Dr. Pinedo was previously the President and CEO of Children's Fund, which helped children experiencing poverty, abuse, and neglect. He is the former President of the Hope through Housing Foundation, Chief Operating Officer of National CORE, and Associate Superintendent of Business Services and Economic Development at Chaffey College. Dr. Pinedo, the son of Mexican immigrants, is a first-generation college graduate. He attended Rio Hondo Community College, earned a bachelor's degree in philosophy from St. John's Seminary College, and a doctorate in organizational leadership and management from the University of La Verne. In 2021, he was awarded an honorary doctorate by Union Institute & University in recognition of his contributions to transforming lives and communities. Alongside his wife, Dr. Teresa Pinedo, Assistant Superintendent of Educational Services for the El Monte City School District, they are dedicated to transforming the lives of children and families by ensuring access and support. Vicky Santos Chief Operations Officer Vicky Santos is MAOF's, Chief Operating Officer. She oversees the Early Child Education Services division, which includes Early Care and Education, Preschool, Head Start, R&R, CalWORKS, Child Care programs, Facilities, and IT departments. She has been with the organization since 1995. Vicky is responsible for the overall implementation of MAOF’s comprehensive Programs and Services divisions. She began her career at MAOF as a teacher in the Head Start program. Vicky holds a B.A. in Child Development from Cal State Los Angeles and an M.S. in Leadership and Management from the University of La Verne. She resides in Chino Hills with her husband and three children. Kristan "Kris" Venegas, PhD Chief Learning, data and evaluation officer Kristan “Kris” Venegas, Ph.D., joined MAOF in November 2022. Dr. Venegas is the inaugural Chief, Learning, Data, and Evaluation Officer. In this role, she works to nurture a culture of learning, support strategic planning and evaluation efforts, and collaborate in the development of educational partnerships and advancement. Prior to joining MAOF, Dr. Venegas was an Associate Provost and LaFetra Endowed Professor of Teaching and Learning at the University of La Verne (ULV). She formerly was a Professor and the Assistant Dean for Strategic Initiatives in the Rossier School of Education at the University of Southern California (USC). She is a former American Council on Education Fellow and a USC Latino Alumni Association Scholarship recipient. Dr. Venegas is a proud Chicana from El Monte, CA, where she lives with her partner, Dr. Adrian Huerta, and their two children. Kris holds a BA in English, Creative Writing, MSEd in Education, and a Ph.D. in Educational Policy from USC. Claudia Rufino Chief Human Resources Officer Claudia Rufino is the Chief Human Resources Office of MAOF. She oversees implementing programs relating to recruitment, retention, job evaluation, benefits, performance management, safety, workers’ compensation, and employee training/development. Prior to her current position, Claudia served as Director of Human Resources since 2000. She previously served as an HR assistant with MAOF for six years. Claudia holds a degree in Business Administration from the University of Phoenix and has completed numerous trainings which have enabled her to become a trainer in staff development. Claudia is a Society for Human Resources (SHRM) and Professionals in Human Resources Association (PIHRA) member. She currently resides in Los Angeles with her husband and two daughters.
