U.S. law defines human trafficking as the use of force, fraud or coercion to compel a person into commercial sex acts or labor against their will. According to U.S. Department of Transportation , an estimated 27.6 million men, women and children are sold into prostitution, domestic servitude or other forced labor worldwide. Human trafficking often hides in plain sight. Traffickers use our transportation systems, including trains, buses and roads, to move their victims. Being aware of this reality is the first step towards making a difference. RecognizING the Signs Red flags, or indicators, can help alert you to a possible incidence of human trafficking. Recognizing these indicators helps to identify individuals who may be experiencing trafficking. When you see indicators of human trafficking, report your tip, as it could change someone's life. The following are four common indicators of human trafficking. ID or Travel Documents Someone appears to have no control or possession of their travel identification, money and/or other documents. Having Restricted Movement Someone appears to have their movement and/or social interaction restricted by a co-traveler. Lacking Knowledge Someone has difficulty speaking to logical travel plans or answering basic questions including where they are located. Non-Genuine Relationships Someone appears to be accompanied by a non-genuine parent/guardian or partner. How You Can Help Join us in the fight against human trafficking. Metrolink encourages everyone, from employees to riders, to be vigilant and report any suspicious behavior. Together, we can create an environment where human trafficking has no place to hide. Never intervene personally if you suspect someone may be experiencing human trafficking. Instead, report your suspicions as soon as possible. Together, as a community, we can play a vital role in stopping human trafficking in our region. Combating Human Trafficking in the Transportation Sector FAQ What is human trafficking? According to the Polaris Project , which operates the National Human Trafficking Hotline , U.S. law defines human trafficking as the use of force, fraud or coercion to compel a person into commercial sex acts or labor against their will. Human trafficking does not require the element of transportation to be considered a crime. It should not be confused with human smuggling, which is the illegal movement of a person across a border, though the two crimes can sometimes be related. What are common signs of human trafficking? You can be the difference in someone’s life simply by recognizing and reporting the signs of human trafficking. Some common indicators to look for include: Fearful, anxious, or submissive behavior Avoiding eye contact Poor physical health or hygiene Traveling with few personal belongings Being coached on what to say Restricted movement or social interaction Lack of control over personal documents or money Minors with non-genuine guardians Language barriers Confusion about location or destination Branding tattoos or scars No logical means of reaching a destination Vague job offers or excessive work hours Offering sex for basic needs Not all of the above indicators will be present in every human trafficking situation, and their presence or absence is not necessarily proof of human trafficking. What is the hand signal for ‘help’? The hand signal for help is performed by holding your hand up with your thumb tucked into your palm, then folding your fingers down, symbolically trapping your thumb in your fingers. It was intentionally designed as a single continuous hand movement, rather than a sign held in one position, that could be made easily visible. What should I do if I suspect an instance of human trafficking? Never intervene personally Report suspicions to Metrolink representative or to Metrolink’s Security Operations Center at 866-640-5190 Or call 911 if in immediate danger Provide detailed information: transportation details, physical descriptions, observed behaviors Let the authorities investigate and respond Reporting may help someone escape. Why should I be particularly vigilant on and around public transportation systems? Human traffickers often use transportation systems to operate . Traffickers frequent transportation hubs to recruit victims of sex trafficking and forced labor , and t raffickers may also use trans it systems to transport the people they are trafficking between locations where they will be abused and exploited. Where can I learn more about human trafficking? The U.S. Department of Transportation oversees the multimodal Transportation Leaders Against Human Trafficking counter-trafficking campaign and offers a variety of valuable educational resources, including a 20-minute informative video about combating human trafficking in the transportation sector. Truckers Against Trafficking (TAT) is a national nonprofit organization that unites transportation professionals from across the industry in the fight against human trafficking. TAT’s 30-minute Busing on the Lookout (BOTL) training video demonstrates the importance of educating frontline transit employees. Who pays for a commuter benefits program? Option 1 Pre-Tax At the employee's request, the employer withholds part of the employee's paycheck to let them pay transportation costs with pre-tax dollars. All complaints alleging discrimination based on race, color or national origin in a service or benefit provided by Metrolink will be recorded in the Customer Database and electronically assigned an ID number by the Customer Service Department. The SCRRA Customer Service Department reviews all customer feedback and researches complaints alleging discrimination based on race, color or national origin in a service or benefit. The Customer Relations Department will provide appropriate assistance to complainants, including people with disabilities, or who are limited in the ability to communicate in English. In instances where additional information is needed for assessment or investigation of the complaint, a SCRRA Customer Service Representative will contact the complainant in writing within at least 15 working days. Failure to provide the requested information by a certain date may result in the administrative closure of the complaint. Customer Service Department staff will investigate the complaint and prepare a draft written response subject to review by the Customer Service Department management, subject to review by the SCRRA CEO and SCRRA General Counsel. How will I be notified of the outcome of my complaint? Metrolink will use its best efforts to respond to Title VI complaints within 60 working days of its receipt of such complaints. Southern California is growing, we must do more to serve Southern California's growing population, to meet the state's ambitious goals to reduce greenhouse gases and improve access to affordable housing and other opportunities With SCORE, the Region Gets More The SCORE program is an ambitious capital program that will upgrade Metrolink's system in time for the 2028 Olympic and Paralympic Games. SCORE projects will be completed starting in 2023, with the program complete by 2028. The Los Angeles Economic Development Corporation (LAEDC) was commissioned to produce a study assessing the impact of the construction investment of the SCORE Program. The benefits from SCORE will make the region increasingly attractive for the millions projected to arrive in SoCal in 2028 and create regional prosperity in the decades to come. Burbank Junction Speed Improvements The proposed Burbank Junction Speed Improvements (Project) is included in Phase 1 of the Metrolink SCORE project that will improve the train services by allowing more frequent and safer operations as well as increasing service speeds at the Burbank Junction. Chatsworth Station Improvements Project The proposed Chatsworth Station and Signal Improvements Project is included in Phase 1 of the Metrolink SCORE Project that will reduce commute times, enhance service, and offer better safety for passengers transferring at Chatsworth Station between Metrolink and Metro’s D Line. Marengo Siding Extension Project The Southern California Regional Rail Authority (Metrolink) is advancing the Marengo Siding Extension Project (Project) to inspect, repair and maintain the existing track to operate smoothly and safely, while constructing a new siding track. El Monte Siding Extension Project The proposed El Monte Siding Extension Project includes new rail infrastructure, a siding extension that will be constructed within Metrolink's right-of-way, and grade crossing improvements at the El Monte Station and at Tyler Avenue. Rancho Cucamonga Siding Extension Project The proposed Rancho Cucamonga Siding Extension Project includes safety-related improvements at two at-grade crossings at Hellman Avenue and Archibald Avenue and a new track configuration that will allow trains to pass one another in opposite directions on separate tracks. Serra Siding Extension Project (OCTA) The project proposes to extend 1.2 miles of the siding track and improve segments of the main track to enhance operational services.
