Our Los Angeles emergency shelter and service center offers a beacon of hope for people experiencing homelessness, and we’re proud to provide comprehensive services designed to provide a meaningful bridge to self-sufficiency. We believe that everyone deserves to live with dignity, and that’s why we’re proud to provide the critical care and services that our community members need to get there. Emergency Services for Homeless Individuals Breaking the cycle of homelessness requires more than stopgap measures, but when someone is in crisis, providing support is critical. Our Emergency Services provide a vital first point of contact for individuals in crisis. A warm meal, a safe place to rest, or access to our 24/7 Hygiene Center can offer immediate relief and spark hope. Every act of care—whether it’s clean clothing, medical assistance, or simply being treated with dignity—helps rebuild trust and opens the door to long-term stability and healing. We offer a variety of emergency homeless services to people in need, ranging from providing food and hygiene to our Women’s Crisis and Bridge Center. To truly make a change and break the cycle, it’s crucial to address every side of the problem. TMM provides donors an opportunity to state that they prefer to remain anonymous and that their name, the amount of their gift, or other information not be publicly released. TMM provides donors an opportunity to have their names removed from any mailing lists which are sold, rented, or exchanged. Maintaining a strong, trusting relationship with our supporters is of vital importance in creating a path to self-sufficiency to men, women and children we serve…individuals who have lost everything. Providing superior stewardship and thoughtful funding opportunities are also of great importance to the long-term success of our organization. Balancing the needs and desires of our supporters, along with meeting the need for efficient and effective fundraising practices, are the principles that underpin our online and offline communications strategy. The purpose of this policy is to ensure that we conduct our fundraising in compliance with nationally established guidelines while ensuring that our supporter’s trust and faith in us is well placed and deserved. Privacy Policy The Midnight Mission will maintain active control of our contributor lists and will not sell, rent or trade contributor or volunteer names to any outside organization nor shall we disclose privileged or confidential information to unauthorized parties. We will respect the privacy of all members by offering a means by which their names may be suppressed upon their request, and we will honor their requests. Additionally, we will honor our supporter’s wishes if they do not want to be contacted by phone, mail or email. Some donors may be recognized in publications like our newsletter, annual report and event programs, along with social media programs such as Facebook, Twitter and LinkedIn. Testimonials will be published only with the consent of the donor. Donors may also notify us if they prefer that all or some of their contributions be made anonymously and not publicly recognized. In an effort to create life-long relationships with our supporters, our development staff will only call on an as needed basis to engage them in our various events and a maximum of two calls per quarter in an effort to seek a direct gift. However, at a minimum we will call selected donors to personally thank them for their generous support. The Midnight Mission will never hire a third party organization to solicit funds unless authorized by the Board of Directors. On occasion, The Midnight Mission will contract with a third party commercial organization to update our donor and volunteer contact information. Phone numbers will only be added to our database if the information is public. Those who do not want their email given to The Midnight Mission will not be entered in to our database. We will maintain complete and accurate records of all uses of contributor information for at least such time as required by law. Occasionally, we may rent lists from other organizations in order to reach prospective supporters. We will not rent lists from any organization if we believe doing so may compromise the trust between The Midnight Mission and our valuable donors. Solicitation Policy The Midnight Mission shall take great care to ensure that all solicitation and communication materials are accurate and correctly reflect their organizations’ mission and use of solicited funds. The Midnight Mission shall ensure donors receive informed, accurate and ethical advice about the value and tax implications of contributions. The Midnight Mission shall take care to ensure that contributions are used in accordance with donors’ intentions. The Midnight Mission shall take care to ensure proper stewardship of all revenue sources, including timely reports on the use and management of such funds. What Causes Homelessness in Los Angeles? Homelessness in Los Angeles is caused by a combination of structural, personal, and systemic factors. The most common contributors include: Lack of affordable housing, especially for individuals living on fixed or low incomes Trauma and domestic violence, which can abruptly destabilize housing Health and mental health challenges without consistent access to care Substance use disorders, often connected to untreated trauma Job loss or economic disruption, especially in high-cost regions Aging out of foster care or reentry from incarceration without support The Midnight Mission sees these factors overlap. Rarely does someone experience homelessness because of one event. More often, homelessness results from a series of losses without adequate safety nets. Why Is Homelessness So Visible in Los Angeles? Homelessness is highly visible in Los Angeles because of climate, population density, and a shortage of affordable housing. Warmer weather allows people to survive outdoors year-round, while limited shelter capacity and long waits for housing force many to remain unsheltered. Before his tenure at E&I, Saul showcased his leadership skills at W.W. Grainger, Inc., assuming pivotal roles such as Sr. National Sales Manager, spearheading the company’s largest education contract with a sprawling clientele of over 1,800 nationwide. His journey with Grainger also saw him excel as a District Sales Manager and Government Sales Manager in Southern California, where he adeptly led a high-performing team of sales professionals. Before his corporate journey at Grainger, Saul honed his expertise as Managing Partner at Pinnacle AGI, where he represented both private and public clients on investment, procurement, and economic development endeavors. His impact extended to the City of Los Angeles, where he served as a Senior Business/Economic Advisor to three mayors, leading pivotal city investments and public procurement contracts to the benefit of both civic and business communities. Outside the realm of business, Saul passionately channels his energies towards philanthropy, with a keen focus on education, human health, and development. His commitment is reflected in his roles on esteemed boards, including serving on the Board of Directors of The Midnight Mission in Los Angeles, chairing the Board of Directors of USC LAA, and holding a board membership with the Board of Governors, USC Alumni Association. He has previously contributed his expertise as a member of the Board of Trustees of the California Masonic Foundation. Saul earned his bachelor’s degree in public policy & administration from the University of Southern California (USC), laying the foundation for his multifaceted career trajectory. David Doan Director David R. Doan has been a member of the Board of Directors for The Midnight Mission since 1998. As a senior member of the Board, he serves as the Board Secretary. He is also active in many charitable organizations in the Los Angeles area. He worked for the Los Angeles Police Department from 1973 to 2011. Since retiring from active duty in 2011 as a Deputy Chief of Police, David continues to volunteer for the department working on leadership training, mentoring of command officers and special projects for the Chief of Operations. R. Stephen Doan Chairman Emeritus R. Stephen Doan received a Bachelor of Arts in Political Science from the University of California at Los Angeles in 1971, graduating summa cum laude, with highest department honors. He is a member of Phi Beta Kappa. He received his Juris Doctor degree from the UCLA School of Law in 1974. He has been a member of the California State Bar Association since 1974 and belongs to its Sections on Taxation and Probate and Estate Planning. He is very involved in volunteer work, having served as Grand Master of Masons in California, Chairman of the Board of the Midnight Mission on Skid Row, President of the Youth Fund of Southern California, President of the Boys and Girls Club of Venice and a Vestry member of his church. Christine Murphy Hernandez, Ph.D. Director Christine Murphy Hernandez, Ph.D. is the SVP of Organizational Development and Talent Management at Tokio Marine North America Services. She has over 20 years’ experience in leading transformational change, visioning and building global talent management systems, and managing all aspects of organizational development, particularly specializing in culture change through the M&A process. In her current role, Christine is responsible for the creation and execution of the enterprise talent management strategy for Tokio Marine in North America, including selection, leadership development, succession planning, and human resource information systems. She also acts as a special consultative resource to Tokio Marine’s Global HR Group in Japan, assisting with the development and execution of Tokio Marine’s global talent management strategy, expatriate cross-cultural training, selecting and developing global high potential employees, and employee engagement through a shared corporate vision, mission and values strategy. Also under Christine’s umbrella is overseeing Corporate Communications; she sits on Tokio Marine’s new Global Branding Committee and is active in building a federated Communications Network across recent corporate acquisitions. Last but not least, Christine also provides organizational development support to Tokio Marine’s Global Diversity and Inclusion initiatives. Christine graduated magna cum luade with a BA from the University of Massachusetts, Amherst. She holds a Master’s Degree from Harvard University’s School of Divinity, focused on community based organizing. She has a Master’s Certificate from the University of Massachusetts, Boston in Conflict Resolution, and an MBA from the UC Irvine’s Paul Merage School of Business. Centered in the Skid Row area of downtown Los Angeles, The Midnight runs one of the most efficient direct service operations in the country. With only five executive managers throughout its 100-year history, The Midnight has been a consistent beacon of light for those with nowhere else to turn. 1914 Tom Liddecoat, “Father of the poor” opens the doors of The Midnight as a refuge for the men of Skid Row. Being a successful businessman and lay minister, Liddecoat serves a meal at midnight after church services are complete. 1922 The Midnight is given a non-profit status. 1933 Henry Richman is named managing director and leads the organization through the Great Depression. The Midnight is designated as “California Emergency Relief Station No.1” by the federal government as it is the only facility in Los Angeles able to deal with the human tragedy caused by the Great Depression. The Midnight discontinues religious services and affiliation 1974 - 2020 Clancy Imislund is recruited to lead The Midnight in 1974. A recovering alcoholic himself, Clancy brings a level of empathy and understanding that is difficult to match. Clancy leads The Midnight through dramatic changes occurring on Skid Row as Managing Director until his death in 2020. 1994 Due to a substantial increase in homeless families, The Midnight Mission establishes its HomeLight Family Living Program. The program provides a safe residence for families shattered by domestic violence, addiction and poverty. HomeLight Family Living provides a comprehensive path to becoming healthy, happy and self-sufficient. 1998 Larry Adamson, a board member and former corporate executive is recruited to lead The Midnight as president and CEO. 2005 Our current facility at 601 South San Pedro St., opens. Mr. Adamson champions designing, building and opening the new state of the art facility to handle the growing diverse populations that we now serve. 2012 Due to the continual struggle of the economy, the homeless population in the Skid Row community increases, resulting in The Midnight serving over One Million Meals in 2012. From our humble beginnings as a charitable act of one man to the complex multi-disciplined organization that we are today, the organization has benefited from the consistent, compassionate and competent leadership. 2014 The Midnight Mission commemorates 100 years of continuous service to the community! The organization’s program for families is re-branded as HomeLight Family Living to build more awareness around its life-saving services for homeless families. 2016 - 2021 The Midnight Mission operates The Courtyard OC, a program funded by the County of Orange at the former Santa Ana Transit Terminal. The Courtyard provides a safe and secure environment to those seeking respite from the streets. 2017 In February, The Midnight opens Crisis and Bridge Housing Programs for men and women in downtown Los Angeles. The Women’s Program is the first and largest of its kind in Skid Row. 2021 For the sixth consecutive year, The Midnight Mission is recognized as a four-star charity by Charity Navigator, the nation's largest and most-utilized evaluator of charities. This prestigious honor is given to charities that are proven to be accountable, transparent, and financially healthy. We now have the #1 rating of homeless shelters in Los Angeles, California. 2023 For the eighth consecutive year (since 2015), The Midnight Mission is recognized as a four-star charity by Charity Navigator, the nation's largest and most-utilized evaluator of charities. This prestigious honor is given to charities proven to be accountable, transparent, and financially healthy. Arnold retires as President & CEO after a successful 7-year tenure. David Prentice, Midnight Mission's former Development Officer, is hired to lead The Midnight Mission. TMM operates a separate 30-day crisis housing and short-term housing assistance program called Crisis and Bridge Housing for single adult men and women experiencing homelessness. TMM programs offer emergency services, including meals, hygiene, material goods, educational and employment assistance. Referral Instructions Your hospital or medical/health service facility can refer homeless individuals to TMM for recovery and/or shelter services. We require individuals referred to TMM to have discharge documents and a 30-day supply of prescribed medication(s) with them upon arrival. Individuals referred by hospitals or medical/health service facilities will not be accepted into our programs unless they are provided with the appropriate documents and the required prescription medications by the discharging facility. Individuals sent to TMM by hospitals or medical/health service facilities without prior direct contact with our Program Manager will be immediately sent back to the referring by hospital or medical/health service facility. TMM reserves the right to refuse future referrals from hospitals or medical/health service facilities that do not provide documentation and requisite prescription medication(s) to individuals sent to TMM. Referral Process: To arrange for placement in our substance abuse program or interim housing program, hospitals and medical/health service facility representatives must contact Karen Santana 213-624-9258 x1650 for shelter beds or Marcy Altenes 213-624-9258 x1645 for substance abuse at least 12 to 24 hours in advance. The referring hospital or medical/health service facility must obtain and provide TMM with a signed consent to release information form for the individual being referred. The referring hospital or medical/health service will need to discuss and disclose with TMM special care or condition information based on the individual’s current health and mobility status. At that time, TMM will determine whether our recovery or interim housing program can accommodate the individual’s needs as a TMM program participant. The individual must present the following upon arrival: Copies of discharge documents Medical and follow-up care instructions, pending appointments and other instructions given to the individual by the referring hospital or medical/health service facility. The individual must have received immediate and appropriate hygiene services and clean clothing from the referring hospital or medical/health service facility before being sent to the TMM. Individuals arriving in unhygienic condition, not dressed in clean/appropriate clothing, or who arrive dressed in hospital/patient-wear will be immediately sent back to the referring hospital or medical/health service for assistance. The individual can bring no more than two containers of personal items and clothing to the TMM. Individuals arriving with more than two personal containers will be sent to the BIN storage facility before entry. THIS NOTICE ALSO EXPLAINS YOUR RIGHTS REGARDING YOUR CONFIDENTIAL INFORMATION. PLEASE READ IT CAREFULLY. The Midnight Mission collects and shares information about individuals who access our services. The information is confidentially stored in a local electronic database called the Greater Los Angeles Homeless Management Information System (LA HMIS). The LA HMIS securely records information (data) about persons accessing housing and homeless services within Los Angeles. We ask for your permission to share confidential personal information that we collect about you and your family. This confidential information is referred to as Protected Personal Information (PPI). We are required to protect the privacy of your PPI by complying with the privacy practices described in this Privacy Notice. Why We Collect and Share Information The information we collect and share in the HMIS helps us to efficiently coordinate the most effective services for you and your family. It allows us to complete one universal intake per person; better understand homelessness in your community; and assess the types of resources needed in your local area. By collecting your information for HMIS, we are able to generate statistical reports requested by the Department of Housing and Urban Development (HUD). The Type of Information We Collect and Share in the HMIS We collect and share both PPI and general information obtained during your intake and assessment, which may include but is not limited to: Name and contact information Social security number Birthdate Demographic information such as gender and race/ethnicity History of homelessness and housing (including current housing status and where and when services have been accessed) Self-reported medical history including any mental health and substance abuse issues Case notes and services Case manager’s contact information Income sources and amounts; and non-cash benefits Veteran status Disability status Household composition Emergency contact information Domestic violence history Photo (optional) How Your Personal Information Is Protected in the HMIS Your information is protected by passwords and encryption technology. Each HMIS user and Participating Organizations must sign an agreement to maintain the security and privacy of your information. Each HMIS user or Participating Organizations that violates the agreement may have access rights terminated and may be subject to further penalties. How PPI May Be Shared and Disclosed Unless restricted by other laws, the information we collect can be shared and disclosed under the following circumstances: To provide or coordinate services. For payment or reimbursement of services for the Participating Organizations. For administrative purposes, including but not limited to HMIS Administrator(s) and developer(s), and for legal, audit personnel, and oversight and management functions. For creating de-identified PPI. When required by law or for law enforcement purposes. To prevent a serious threat to health or safety. As authorized by law, for victims of abuse, neglect, or domestic violence. For academic research purposes. Other uses and disclosures of your PPI can be made with your written consent. Providing Your Consent for Sharing PPI in the HMIS If you choose to share your PPI in the LA HMIS, we must have your written consent. Exception: In a situation where we are gathering PPI from you during a phone screening, street outreach, or community access center sign-in, your verbal consent can be used to share your information in HMIS. If we obtain your verbal consent, you will be requested to provide written consent during your initial assessment. If you do not appear for your initial assessment, your information will remain in HMIS until you revoke your consent in writing. You have the right to receive services even if you do not consent to share your PPI in the LA HMIS. How to Revoke Your Consent for Sharing Information in the HMIS You may revoke your consent at any time. Your revocation must be provided either in writing or by completing the Revocation of Consent form. Each Participating Organization that entered information into HMIS will continue to have access to your PPI, but the information will no longer be available to any other Participating Organization. Your Rights to Your Information in the HMIS You have the right to receive the following, no later than five (5) business days of your written request: A correction of inaccurate or incomplete PPI; A copy of your consent form; A copy of the LA HMIS Privacy Notice; A copy of your HMIS records; and A current list of Participating Organizations that have access to your HMIS data. You can exercise these rights by making a written request to this organization. Right to Make Corrections If you believe that your PPI in HMIS is incorrect or incomplete, you have the right to request a correction. To ask for either of these changes, send a written request, including the reason why you believe the information is incorrect or incomplete, to the HMIS Administrator of the organization that entered the information into HMIS. The organization may turn down your request if the information: Was not created by the organization you are requesting the change from; Is not part of the information that you would be allowed to look at and copy; Is related to another individual; Is found to be correct and complete. Is otherwise protected by law. However, if your request for correction is denied, you have the right to request that the following language is entered next to a particular entry: “The participant disputes the accuracy of this entry.” Your Privacy Rights Regarding Your Information in the HMIS If you believe your privacy rights have been violated, you may send a written grievance to this organization. You will not be retaliated against for filing a grievance. If your grievance is not resolved to your satisfaction, you may send a written grievance appeal to your CoC Lead. Amendments to this Privacy Notice The policies in this notice may be amended at any time. These amendments may affect information obtained by this organization before the date of the change. Amendments regarding use or disclosure of PPI will apply to information (data) previously entered in HMIS, unless otherwise stated. All amendments to this privacy notice must be consistent with the requirements of the federal HMIS privacy standards. This organization must keep permanent documentation of all privacy notice amendments. Center provides a safe, structured environment for women experiencing homelessness, trauma, and addiction. Women in the program receive recovery services, counseling, and life-skills support as they work toward stability and long-term healing. The Clare E. Women’s Recovery Center was created to address a critical gap in care. Women experiencing homelessness face disproportionately high rates of violence and trauma yet often lack access to recovery programs designed for their specific needs. This center exists to change that. Community support makes this work possible. When you give, you provide more than shelter – you help build a foundation for recovery, dignity, and lasting change. Donate A P l ace o f Hea l i n g , H op e , a n d Rec ov e ry In the heart of Los Angeles, over 7,000 women are currently experiencing homelessness — and as many as 4,600 are struggling with addiction. These are not just statistics. These are mothers, daughters, sisters, and friends. Homeless women are sexually assaulted at more than twice the rate of housed women. 92% report surviving severe physical or sexual violence. Yet even with this staggering trauma, many remain without safe options for recovery. At The Clare E. Women’s Recovery Center, we’re offering more than a bed. We’re offering a pathway back to self, dignity, and stability. Women have long been the cornerstone of family and community. They are the nurturers, caregivers, and providers. When a woman struggles with addiction, the ripple effect touches everyone — from her children to the communities she helps hold together. Treatment for women experiencing homelessness and addiction isn’t just critical — it’s foundational to a healthy, functioning society. O ur P ro g r a m 6–12 month residential recovery program Curriculum grounded in the Twelve Steps & the Big Book of Alcoholics Anonymous Social services, group and individual counseling, and career support Customized program length — minimum of 180 days for sustainable recovery Full access to The Midnight Mission’s comprehensive support framework This unique, trauma-informed approach empowers women with the tools they need to rebuild their lives and re-enter their communities with purpose. Safe , S upport i v e H ous i n g We provide housing for up to 30 women in semi- private rooms, recognizing the need for privacy and safety. Many women avoid traditional shelters due to theft, overcrowding, or fear of violence. Through Music With A Mission (MWAM) , we use the universal language of music to inspire, entertain, and build community among those experiencing homelessness. What is Music With A Mission? MWAM is a unique program hosted by The Midnight Mission to entertain, inspire, and bring together our Skid Row community. Music, a survival tactic for many enduring life’s challenges, offers a profound sense of connection and healing. MWAM creates an intimate setting where musicians perform for our homeless and near-homeless guests, sparking hope and joy through song.
