October 20 th 1952 of Donald D. and Grace Chapin. Has one older sister, Marilyn, and three younger sisters, Janet, Carol, and Sharon. Graduated from Mora Central Catholic High School in 1970 and attended Cabrillo College studying Architecture. Married to wife Barbara, Don has three children. Caroline, age 32 and a civil engineer, Donald III, age 29 and a graduate of civil engineering at Fresno State University, and Erin, age 18. Don was raised in Watsonville and moved to the Prunedale area in 1972. Don and his family still reside in North County Don began his career in the construction industry at an early age. His father began his business in Salinas in 1963 with partner Bob Clark. The business known as Chapin and Clark was focused primarily on underground work and septic systems. Don began working with his father at a young age while still attending school. In 1971, Don began a full time career at Chapin and Clark. On May 5 th 1975, Don left Chapin and Clark and began his own business. He started with a single dump truck and started as “Don Chapin Jr. Trucking”. In 1977, Don purchased his first tractor and began his own construction business. In 1978, his father left Chapin and Clark and the two started what today is still known as “The Don Chapin Co.”. Today the company employs approximately 400 people and has a range of services from engineering, construction, trucking, ready mix concrete supply, aggregate quarries, recycle operations, retail landscape supplies and develops properties into residential subdivisions. Don is the President and CEO of the Don Chapin Co., and has a hand in the management of all of its affiliates. Yet Don’s real passion is service to his community. Among the organizations he is involved with are: Past President and 18 year Board member of the California International Airshow Member of Madonna Del Sasso Church Board President of Lagunita School District for 28 years President and Member of the Board of Directors for North County Fire Protection District for 12 years Board member and Chair of the United Way Finance Committee Founding member of the United Way Alexis de Toqueville Society Founding member of Common Ground Monterey County Founding member of the Salinas Valley Leadership Group Founding member of Hartnell College Construction Technology Task Force Council Vice President of Monterey Area Council of Boy Scouts Past Chair of the Boy Scouts “Building Future Leaders” committee Vice President of the Board of Directors for Rancho Cielo Youth Campus Board member and incoming Chair of Palma School Board of Directors Board Member of the Panetta Institute for public Policy Past Member of Board of directors, Community Bank of Central Calif. Member of trade organizations including the Builders Exchange of Salinas Valley, Associated General Contractors of California, Associated Builder and Contractor of California, Construction Mining Association, and many others. Don believes in giving back to his community and has been committed to that goal. He supports many local schools and projects that focus on serving the youth of our community. To that end, Don developed an endowment fund at Cal Poly San Luis Obispo that provides scholarships to local students seeking a higher education in the engineering fields. Don has received numerous awards for his efforts including Citizen of the Year, Construction Person of the Year, two State awards for Construction Excellence, the Boy Scouts Building Future Leaders Award and the Silver Beaver Award, the National Pope John the XXIII Humanitarian Award, and was most recently he was inducted into the Monterey County Business Hall of Fame. Don’s favorite pastime is traveling with his family in their motor coach during the summer and snow skiing in the winter. Director Jacqueline C. Simon, Vice President Ms. Jacqueline C. Simon, President and CEO of JCS Ventures, a business development consultant group, and Founder of Transitions for Mentorship and Life-Skills Re-Entry Program, Inc., received her Master’s Degree in Pupil and Personnel Administration and Counseling and a Bachelor of Science in Community Corrections and a Bachelor of Arts, from San Jose State University. In addition, Ms. Simon is credentialed and has received multiple Training and Certifications in the Cognitive Behavioral Approach to Motivational Interviewing/Assessment and Healthy Transitional Life Skills Development. Ms. Simon has provided administrative, educational, and support services to ex-offenders in the Federal Probation System, Monterey County Probation, Santa Clara Juvenile Hall & County Sheriffs' Dept., and the California Department of Corrections and Rehabilitation from 1979 to the present. She has worked with the Contra Costa Office of Education's Substance Abuse Treatment and Recovery (STAR) program for 5 years and generated the highest statewide graduation statistics of all Parolee Education STAR site locations for 52 months. Moreover, Ms. Simon was elected to the Board of Directors for The Community Alliance for Safety and Peace (CASP) and is an active supporter and member of the Monterey County Peace Officer Association. She is currently working with the American Legion to develop a Veteran’s and community outreach workshops where she will teach "Life Skills" and Mentorship seminars. Congress member Dianne Feinstein selected Ms. Simon as Woman of the Year for her dedication and involvement in Entrepreneurial and Community Commitment to non-profits working at the grassroots level. Through out her work with the Transitions for Mentorship and Life-Skills Recovery and Re-Entry, Ms. Simon has received acknowledgements from Chief of Police Kelly McMillin, Senator Bill Monning, Major Joe Gunter, and from Congressman Sam Farr, on her achievements with graduation of the program, reduction of recidivism, and her perseverance in disengaging youth from the destructive lifestyle of those before them. Ms. Simon is also an International Rotarian and on several Board of Directors. Additionally, Ms. Simon is a service provider for the youth in Juvenile Hall & the Monterey County Juvenile Center, working with her brother, Gene Simons' Real Choices program, where she teaches life skills training, as well as, contributes mentor ship and entrepreneurship to the youth at risk. They were subsequently given the Local Union number 3058. Grants are not sustainable as there is no guarantee that the district will be awarded those grants. 5 previous layoffs were due to a grant that ran out and the district was unable to sustain staffing levels. Has there been any discussion of establishing a reserve firefighter program to augment staffing? NCFPD currently has an active reserve firefighter program. We are currently working on bolstering our Reserve Firefighter program. We have 8 personnel and augmenting with 8 more. How would shutting a fire station affect fire insurance rates? Shutting down a fire station would directly affect our ISO rating. Shutting down a station would translate into one less fire engine as well as 2-3 firefighters less arriving at a fire/emergency scene within the first 10 minutes. This would increase ISO ratings and insurance costs. Are taxpayers still paying the $152.33 CalFIRE Prevention fee? No. The CalFIRE Fire Prevention Fee was suspended effective July 1, 2017. How much money did North County Fire Protection District receive from the CalFIRE Prevention fee? North County Fire Protection District did not receive any funds from the CalFIRE Prevention fee. Didn’t the Fire District pass a tax measure a couple of years ago? Measure “T” was on the Ballot in November of 2018 and although it received majority votes, it did not Pass successfully as it needed 2/3 majority votes to be implemented as the rules state for special districts. I own multiple properties and they vary in “ Use Type” when will I know specifically what my costs will be? The chart on this list provides the rates for every “Use Type”. The ballot you receive in the mail will indicate the proposed amount for the properties you own. Don’t the North County residents already pay an EMS tax? Yes, there is a $5.00 EMS tax that was implemented in the ’90s which provides funding to replenish EMS supplies used on medical emergencies and to fund a portion of EMS training for personnel. This generates approximately $30,000 in revenue per year. I missed the community meeting on April 6th. Is there a way for me to get the information? Yes. We will be hosting another Community Meeting (via webinar/phone conference) on April 22, 2021, at 2 pm. Please contact
[email protected] for more information. When will I receive my ballot? Ballots will be mailed out on April 28th, 2021 to all property owners in the District. When are the ballots due? Ballots are due by end of the Public Hearing on June 15th, 2021. How old are the District Fire Engines? How much would it cost to replace one? Can the Board reset the base assessment without voter approval? Is the annual rate adjustment limited strictly to CPI adjustment? The assessment CANNOT be doubled or tripled annually as some comments incorrectly state Prop 218 specifically prevents this to protect taxpayers. It can only be increased by annual CPI not to exceed 3%. (For example, for 2021, the actual CPI is 2.00% and that would be the max allowable increase). The new “rate” that statement is referring to is based off whether or not the Board approves the CPI Increase. We can address this at our community meeting this week. For example, the balloted rate is $97.91…. if approved, next year the district will have to provide a budget to complete the ER which will either have a funding need of $97.91… or $97.91 + CPI Increase… That is the “new rate” the Board is approving. Not a doubled or tripled amount. The Rate in question every year is only based around taking a CPI Increase or not. The CPI (not to exceed 3%) is applied to the previous annual rate, compounded if the district takes an increase. For example, Scenario below: Assuming next year (2nd year) the CPI is above 3%, district takes a max 3% … the 3% increase is applied to the $97.91 rate. And let’s say year 3 the cpi is 2%.. The assessment can therefore only be increased by 2% applied to the previous years’ rate of $100.84. The largest battery storage facility in the world is being built on that site. Did the county have to give away property tax concessions to locate there? If not, wouldn't they pay similar property taxes? The District identified a funding shortfall in fiscal year 2019/20 and 2020/21 prior to receiving expected property tax revenue from the Moss Landing Battery Energy Storage project (MLPP). The District approached MLPP and asked for assistance with the funding gap. The MLPP agreed to fill the funding gap through a funding agreement between the MLPP and North County Fire District in the form of one-time payment(s) of $300K per year, for a total of 2 years (FY 2019/20 and 2020/21). This funding gap was corrected to support the District’s ability to support the local community and the MLPP while it is being built. The MLPP is scheduled to be completed in late June of this year. It is important to point out that the funding is a temporary measure to help maintain the existing 22 personnel until such time as the MLPP property tax roll captures the project’s improvements and increases the property tax it generates. It is anticipated that the property tax revenue increase will be about $300k per year. In short, we are already using this money through the funding agreement and it will only help sustain the existing 22 firefighters that are currently on the payroll. Why is the Fire District the one receiving and counting the ballots? The fire district is receiving the ballots, the ballots are to remain sealed and will not be opened until the June 15th public hearing. The ballot counting process will be overseen by an outside contracted company and members of the public are also invited to witness. Board members will also be present. Board members are elected by the citizens of North Monterey County and are direct representation “of” and “for” the community. For the purposes of ballot tabulation, the North County Fire District Clerk of the Board is an impartial person designated by the agency who does not have a vested interest in the outcome of the proposed assessment. And, every year, local residents are faced with neighbors who have failed to remove the excessive weeds from their property. To assist our citizens, we have compiled the following information regarding weed abatement minimum standards, burn season time frames and requirements, fire district authority, and property owner responsibility. California Fire Code Authority: Any parcel which is determined by the Fire Chief or his representative to be a fire hazard as defined by the California Fire Code (CFC) 2010 Edition. Minimum Standards for Residential Properties Parcel fronting on a public street or alley shall be abated to the edge of the public street or alley. (Yes, this is your property and your responsibility). Trees shall be limbed no less than 6 feet from ground level within 30 feet of buildings. Brush and combustible vegetation (excluding landscaping) must be cleared 100 feet around all buildings. Remove that portion of any tree extending within 10 feet of the chimney outlet. Maintain any tree adjacent to or overhanging any building free of dead wood. Maintain by removing all debris, leaves, needles, or other dead vegetative growth from roof structures and rain gutters. Remove any/all flammable dead debris from underneath/around all bushes, plants, and/or landscaping structures including stairs, decks, patios, carports, etc. Post address in visible area in numbers not less than 3" high, 3/8" wide and in a contrasting color. If your address cannot be seen from the roadway and/or if your driveway serves multiple residences, post your address (same specifications above) on a 4' post at the driveway entrance so that it is visible from both ways of travel. Maintain driveway access clear 12 feet wide and 15 feet high. Minimum Standards of Large Lots or Unimproved Properties The parcel shall be cleared to grade of all combustible weeds and debris. EXCEPTION: When cutting is used as the method of abatement, the remaining stubble shall not exceed 2 inches in height. Dry pastures (fenced land used for the purpose of grazing livestock) and dry croplands (land used to produce grain or hay) shall have a firebreak around the entire perimeter of the parcel. Firebreaks shall be no less than 16 feet minimum width and completely cleared of all combustible weeds, debris, hay and grain. NOTE: Combustible weeds and debris shall not be removed by burning. Firebreaks shall be tilled, disked, or scraped. Parcels which experience a "second growth" shall be re-cut, if it is determined to be a fire hazard. Acceptable Procedures CUTTING: Combustible weeds and debris may be cut manually and/or mechanically. Cut material shall be collected, removed, and properly disposed of. EXCEPTION: Cut material, which is finely mulched, does not have to be collected and removed. ROTOTILLING OR DISCING: Combustible weeds and debris shall be turned under the soil. SCRAPING: Combustible weeds and debris may be scraped manually and/or mechanically. The scraped material shall be collected, removed and properly disposed of. CHEMICAL SPRAYING: Weeds may be sprayed to prevent growth. This is a preventative measure to be conducted prior to the weeds reaching maturity or drying out. NOTE: Combustible weeds and debris shall not be removed by burning. Firebreaks shall be tilled, disked, or scraped.
