You can: Serve on one of the City’s many boards, commissions or committees; Learn more about volunteer opportunities and upcoming application openings on Boards, Commission sand Committees . Attend City Council and other public meetings;  The City Calenda r  lists all meetings with dates, times, and locations. Agendas and minutes are posted at least 72 hours in advance in accordance with the Brown Act. Participate in educational and recreational programs for all ages through our Recreation and Senior Services and Library Services departments.  Each month there are numerous community meetings that are open to the public and citizens are encouraged to attend and participate. The City's calendar lists all meetings and includes the place, time and location of each event.   SPECIAL PROGRAMS The  Community Emergency Response Team (CERT) program:  CERT trains residents to help themselves, their families, and neighbors during disasters. Each year, new volunteer training classes are offered to develop preparedness, neighborhood organization, and basic emergency medical skills.  The Police Department offers the Citizens' Police Academy to local residents. Newport Beach's fire rings are located closer to homes than fire rings found in neighboring coastal cities. That's why the law, per South Coast Air Quality Management District (AQMD) Rule 444, requires the City of Newport Beach to work to limit the wood smoke impacts to the area residents generated by the burning fires in the rings. To help comply with local air quality regulations, there are two types of fire rings available for public use. The rings painted green are for burning charcoal only. The unpainted rings are for burning clean wood or charcoal. Fire ring users must comply with these designations. Violators are subject to citations and fines ranging from $100 to $500, per NBMC Section 11.08.060 . Using the Fire Rings  Green Fire Rings - Burn Charcoal Only Only charcoal may be burned in the green-painted fire rings Do not burn wood or wood logs in the green-painted fire rings Charcoal is better for cooking and creates lower flames and less smoke than wood.
