OCPA purchases energy from clean, renewable sources including solar, wind, geothermal and biomass. Through our energy procurement process, we diligently research and monitor our suppliers to ensure they are adhering to green, responsible practices. 81% clean power from 68% carbon-free resources OCPA delivered approximately 81% clean power from 68% carbon-free resources across its 2024 portfolio. This is well above the mandatory state requirements for the purchase of renewable energy and the state’s three largest investor-owned utilities, which collectively served 52% renewable power in their 2022 retail electricity sales. How California Energy Providers Stack Up What percentage of renewable energy are energy providers purchasing? Renewable Energy Portfolio The energy mixes represented above are based on purchases made in 2024. Basic Choice also includes 19% unbundled RECs for 44% total renewable energy. OCPA also produces an annual Supplier Diversity Report, in accordance with the California Public Utilities Commission’s General Order 156, documenting contracts with minority-owned, women-owned, disabled veteran-owned and/or LGBTQ-owned businesses, which includes energy providers. View Diversity Report Frequently Asked Questions What are Renewable Energy Credits (RECs)? RECs are certificates of proof associated with the generation of electricity from eligible renewable energy producers in compliance with California’s Renewables Portfolio Standard (RPS). What does it mean is a REC is unbundled? Unbundled RECs are sold, delivered, or purchased separately from electricity, making them flexible and cost-effective. They are not tied to an underlying power purchase agreement (PPA) and can come from either a single renewable source or a mix of sources. How do they work? RECs are commodities that represent proof that 1 MWh of electricity was generated from a renewable energy resource (wind, solar, hydroelectric, etc.) and was then fed into the grid. How does OCPA use unbundled RECs? Unbundled RECs are a flexible, cost-effective way of procuring renewable energy. OCPA’s 2024 Power Source Disclosure (PSD) report shows the following for unbundled Renewable Energy Credits (RECs): 100% Renewable Choice: 0% unbundled RECs Smart Choice: 0% unbundled RECs to total 72% renewable energy Basic Choice: 19% unbundled RECs to total 44.3% renewable energy In total, OCPA’s combined portfolio had 4.43% unbundled RECs, due to the high percentage of total retail electricity sales from the 100% Renewable Choice and Smart Choice plans. Does OCPA’s renewable energy portfolio reduce carbon emissions? Yes! The amount of greenhouse gas emissions reduced through OCPA’s renewable energy procurement is a game-changer. 68% of the energy in OCPA’s aggregate portfolio comes from carbon-free resources. How much of a difference is OCPA really making? OCPA is making an enormous difference in the fight against climate change. In just three years, OCPA reduced over 2 billion lbs. of CO2 emissions through renewable energy procurement – that’s like taking over 223,000 gas-powered vehicles off the road! Does OCPA really save me money? Affordability is central to OCPA’s mission of providing the choice of cleaner energy at stable rates. Since beginning service in 2022, OCPA has saved Basic Choice customers over $4.9 million. In total, we’ve saved all our customers – Basic Choice, Smart Choice, and 100% Renewable Energy – over $22 million. California currently has among the highest electricity rates in the U.S. , not only growing faster than inflation but also outpacing increases in other states. Across our region, residents and businesses are noticing higher energy costs and looking for clear answers about what’s driving these changes. We’ve gathered the key information you need to understand the recent Southern California Edison (SCE) rate changes, how they affect Orange County Power Authority (OCPA) customers, and what options you have to manage your energy costs. This guide breaks down the complex factors behind rising rates and provides practical steps to help lower your monthly bills. Electricity service has two components:  Generation (power creation) This is what OCPA provides. We procure clean electricity and pass it along at stable, stable rates. Delivery (getting power to you) SCE owns and maintains the transmission lines, distribution systems, and meters. They deliver the electricity that OCPA generates, and also handle billing. Generation makes up about 30% of a customer’s bill, and transmission (referred to as “delivery”), is about 70% of customer’s bill. When SCE raises delivery rates, it affects everyone in its service area equally whether you’re an OCPA customer or not.  According to a report from The Public Advocates Office, Southern California Edison’s rates have increased 83% over the past 10 years. A more recent report shows that in the three years since OCPA launched (January 2022-April 2025) – SCE’s residential rates have increased by 25%. The 2025 OCPA rate design is based off of SCE’s rates, and adjusted to maintain our Basic Choice plan at a 3% discount off SCE’s equivalent generation rate. Smart Choice with significantly more renewable energy is the Basic Choice rate plus 1 cent per kWh, and 100% Renewable Choice is Basic Choice plus 1.5 cents per kWh. Seasons also impact electricity rates. For customers on a time-of-use (TOU) or electric vehicle rate with SCE, the four months of summer (June through September) have higher rates than October through May. So if you noticed your bill jump up in June or July compared to the previous months, it’s a good idea to review your energy usage! Read about tips to save energy in the summer on the OCPA blog . Fullerton Electricity Charges Average Residential Electricity Charges by Month in Fullerton, CA (2024) As of October 1, 2025, SCE’s rates increased. The rate increase is the net result of both increases and decreases to various items collected in electricity rates:  The rate increase is the cumulative result of decisions issued this year for multiple SCE requests.   SCE removed $665 million of costs from delivery rates that have been fully recovered from customers. This results in a decrease to rates. SCE implemented an increase of $1.685 billion in rates to recover funding approved in SCE’s 2025 General Rate Case. The CPUC approved the recovery of these costs in rates in a decision issued in September of 2025 (Decision 25-09-030). This results in an increase to rates.   SCE is implementing an increase of $536 million through rates, for costs already incurred between 2022 and 2023 associated with reducing the risk of catastrophic wildfires. The increase also includes costs incurred for restoration efforts from catastrophic events in 2020-2022. The CPUC approved the recovery of these costs in rates in decisions issued in June of 2025 (Decision 25-06-017 and Decision 25-06-051). This results in an increase to rates. SCE is removing a $751 million refund from generation rates that has been fully returned to bundled customers. This refund was the result of lower natural gas and power prices relative to the forecasts used to set rates in 2024. This results in an increase to rates.  Much of California’s electric grid was built decades ago and requires maintenance and replacement to meet modern reliability standards. Several major factors have pushed SCE’s electricity rates higher: Transmission and Delivery Infrastructure Updates – Upgrading over 1,000 miles of overhead power lines through 2028 to reduce unplanned outages and restore power faster after an outage. Protecting Against Weather Extremes  – Undergrounding 212 miles of power lines and installing another 1,600 miles of coated wire through 2028 to strengthen the electric grid to better withstand extreme weather events. Preparing for the Future  – Modernizing and expanding the electric grid through the addition of 400 megawatts of battery storage capacity by 2028 to meet California’s future energy needs. Investment in advanced battery storage systems supports the use of more renewable energy and lowers costs over time. The biggest increases have happened in the delivery part of energy bills. Available rates can be reviewed at www.ocpower.org or by contacting Orange County Power Authority. Orange County Power Authority rates are subject to change and changes will be adopted at duly noticed public meetings of the Orange County Power Authority. Southern California Edison (SCE) collects from Orange County Power Authority customers authorized charges for delivering power to your home or business and for providing other services. These components of your electric bill are the same whether you buy electricity from the Orange County Power Authority or SCE. Southern California Edison also charges Orange County Power Authority customers a Power Charge Indifference (PCIA) and a Franchise Fee Surcharge. Both are calculated based on the number of kilowatt hours used each month. The PCIA is intended to ensure that customers who switch to Orange County Power Authority pay for energy that was acquired by SCE to serve them prior to their switch. Note, that the Orange County Power Authority rates are competitive with SCE rates, even with these fees. Billing: Each month, the Orange County Power Authority customers receive a single monthly bill from SCE, just as they would under SCE bundled service. This bill includes all electric charges, including Orange County Power Authority’s power generation charges. SCE will continue to charge you for Transmission and Distribution services they provide; this includes the cost of transmitting electricity directly to your home or business. Enrollment: Effective April 2022, Orange County Power Authority became the default electric power provider for municipal, commercial, and industrial customers in the cities of Buena Park, Fullerton, Huntington Beach, and Irvine. Effective October 2022, Orange County Power Authority became the default electric power provider for residential customers in the cities of Buena Park, Fullerton, Huntington Beach, and Irvine. However, in May 2023, the Huntington Beach City Council voted to leave OCPA. Service for Orange County Power Authority customers in the City of Huntington Beach will be ended by June 2024. Southern California Edison (SCE) is once again be the provider of both the electric generation and distribution service for energy customers in the City of Huntington Beach. Learn more here . Discount Programs: If you are currently enrolled in the California Alternative Rates for Energy (CARE) program, the Family Electric Rate Assistance (FERA) program, Medical Baseline, Level Pay or Summer Discount Program, you will continue to receive all benefits and discounts as a Orange County Power Authority customer. Opt Out: You have the right to opt out without penalty at any time. You will not be charged any fees by Orange County Power Authority if you opt our or if you cancel electric service altogether (for example, if you move). However, customers who opt of the Orange County Power Authority after service launch may be charged a one-time account processing fee by SCE (Currently 50 cents), and will be prevented by SCE from returning to the Orange County Power Authority for a minimum of twelve months. By opting out, you will also be subject to SCE’s then current rates and terms and conditions of service. For details on SCE’s rates and terms and conditions please visit www.sce.com/tnc . If you opt out, you will still be charged for all electricity you used before the transfer of electric service. Accounts will be transferred when the electric meter is read and cannot be transferred during the middle of a billing cycle. In order for your request to be processed on your next meter read date, your request must be received at least 5 days prior to the date on which the meter is read. To opt please call, Orange County Power Authority or visit ocpower.org. Please have your electric bill ready so you have the information needed to process the request. Failure to Pay: Orange County Power Authority may transfer your account to SCE upon 14 calendar days’ written notice to you if you fail to pay any portion of the Orange County Power Authority charges on your bill. Have you ever looked at your electricity bill and seen the line item that reads, “California Climate Credit?”  It’s one of the state’s key affordability programs funded by California’s Cap-and-Invest Program – . a credit that returns money to customers to help offset energy costs as the state reduces greenhouse gas emissions. What is the Cap-and-Invest Program? California’s Cap-and-Invest Program plays a key role in the state’s greenhouse gas reduction strategy. It complements other climate action measures to ensure that California meets its goals most cost effectively. In doing so, the government puts a statewide limit on greenhouse gas emissions via California’s Cap-and-Invest Program. Essentially, the Cap-and-Invest Program requires large polluters such as corporations and factories to purchase allowances for the carbon they emit. As the gap tightens over time, emissions decline. Through the program, a portion of funds is collected and returned directly to residents and small businesses as the California Climate Credit – making it both a climate solution and cost-relief tool. What’s Changing in 2026? This year, the California Public Utilities Commission (CPUC) is making an important change as part of a statewide mandate to support affordability. The April 2026 residential credit has been paused and will now be redistributed during the  months of August and September when energy customers typically have higher electricity bills. The reasoning behind this is to better support customers when energy costs are at their peak. As the CPUC explains,  “Households will receive the same share (i.e., amount) of the benefits,” just at a more impactful time of year. It’s important to note that Small Business Climate Credits (April and October) and California Industry Assistance (April) remain unchanged.
