OC San is responsible for maintaining a network of over 388 miles of regional pipelines that transport approximately 185 million gallons of wastewater daily. To ensure the proper management of its regional sewer system, OC San holds easements throughout its 479-square-mile service area. As a public utility providing an essential service, it is vital to regularly monitor and assess all aspects of our system for necessary upgrades or improvements. Some elements of OC San’s infrastructure were installed when much of Orange County was still farmland. As cities developed and communities formed, certain neighborhoods were designed with our sewer pipes installed in private yards rather than in public streets. Easements are necessary to ensure access to our sewer system for maintenance and construction purposes, thereby guaranteeing continued service to our ratepayers. Utility easements are portions of a property reserved for services such as electricity, gas, telephone, cable, water, and sanitary sewer. Things to know about easements: Easements are recorded documents that define permitted actions by the property owner, and the entity that holds the easement. OC San has a legal right to access our easements for the purpose of maintaining, upgrading, or repairing the sewer system. OC San easements restrict the construction or installation of permanent structures within the designated area. Easements should remain free of any obstacles, debris, etc. that prohibit or limit access. Easements are necessary to allow access to our sewer system for maintenance and construction purposes to ensure continued service to our rate payers. Access to OC San easements: If access to an easement is required, OC San personnel will inform the property owner before entering. In emergencies, it may not be possible to provide advance notice of the access needed; however, every effort will be made to contact the property owner. Relinquishing an Easement The relinquishment process only applies to sewer easements containing an abandoned sewer pipe. To begin the process, click here to access the portal. The portal is designed to help streamline the process and will guide you through each step. Please note that all submissions will go through several stages of approval before being ratified by the Board of Directors. If you are a developer, please register as a business. If you are a residential property owner, register as an owner. Once inside, follow the prompts to complete the submission. An easement is a defined area of private or public property that grants the easement owner the legal right to use, access, and occupy the easement area. What is a private right-of-way? Private right-of-way is a legal easement on private land allowing specific people access (not open to the public). What is a public right-of-way? Public right-of-way is land owned or controlled by the government for public use (like roads or sidewalks) and is open to everyone. Can I build on top of the sewer easement? Building on top of the sewer easement is not permitted, even if the sewer pipe has been abandoned. However, a property owner can request that the easement be “relinquished.” If the relinquishment process is approved, the property owner can further develop or improve the land. What is a relinquishment of a sewer easement? A relinquishment is the formal process by which OC San releases its legal rights to a sewer easement containing an abandoned sewer pipe. This means the property owner regains full control and responsibility over that portion of the land where the inactive sewer line was located. Why would there be an abandoned sewer pipe? Sewer pipes may be abandoned when they are no longer needed due to changes in infrastructure, upgrades, or rerouting of the sewer system. Abandoning old pipes is done through a process to ensure structural stability, help prevent maintenance issues, and ensure the system operates efficiently. How do I know if there is an active or abandoned sewer line on my property? Residents or property owners can contact OC San at [email protected] to request specific information about sewer lines on their property. Is there a cost for the relinquishment process? Yes, there is an initial $500 deposit fee, which will be applied toward the total cost of the relinquishment. Private owners or developers must reimburse OC San for expenses related to obtaining property surveys, appraisals, and legal descriptions, and must pay the appraised value of the parcel. Cities and government entities are exempt from these costs. Why can’t the property be transferred without a fee? OC San is governed by the Orange County Sanitation District Act (California Health & Safety Code Sections 4700 et seq., including Sections 4730.65, 4730.66, 4740, and 4743). Under Section 4743, OC San may sell, lease, or dispose of any property or interest in property when it is no longer needed or its use won’t interfere with the agency's operations. Because of this, fees are required to cover administrative costs and ensure compliance with the law. They may be compensated for up to six meetings a month (the average per month is 2.) The Board Chairperson may be compensated for up to ten meetings per month. Water Solids Energy Air Water Urban Runoff Optimization Study Salinity Green Acres Project (GAP) Past Research Initiatives Urban Runoff Optimization Study Urban Runoff Optimization Study Upstream Perspective of the Santa Ana Deli Diversion Building on OC San’s existing Dry Weather Urban Runoff Diversion program success, a new study is underway to identify opportunities where additional runoff may be captured to increase water recycling and improve downstream water quality throughout the county and at our beaches. OC San is collaborating with the Orange County Water District and County of Orange on this important effort to optimize existing and identify new diversions by June 30, 2025. Salinity Salinity OC San partners with the Orange County Water District (OCWD) and Santa Ana Watershed Project Authority (SAWPA) to protect potable water quality by managing salt disposal through our existing infrastructure. OC San accepts OCWD’s reverse osmosis concentrate free of charge for ocean disposal via our Ocean Outfall and collects unreclaimable flows from SAWPA’s Inland Empire Brine Line through the Santa Ana River Interceptor for treatment at Plant No. 2 in Huntington Beach. OC San remains committed to environmentally responsible disposal of dissolved solids, balancing the benefits of water reclamation and reuse with minimizing the impact of higher salt concentrations on the ocean environment. Green Acres Project (GAP) Green Acres Project (GAP) For decades, OC San has partnered with the Orange County Water District (OCWD) to provide recycled water for landscape irrigation at parks, schools and golf courses; industrial uses such as carpet dying; and power generation cooling through the Green Acres Project (GAP). As part of GAP, OC San sends secondary treated wastewater effluent to OCWD, where flows are treated to a tertiary level by mixing in coagulant, passing though flocculation paddles, filtration through dual-media beds (sand and anthracite), and finally spending time in a chlorine contact chamber before being discharged to a storage reservoir. GAP water is currently distributed to approximately 100 different locations, including OC San, and local water retail agencies. Diverting wastewater to OCWD for GAP provides numerous benefits, including reducing demand for higher quality drinking water, decreasing the amount of water extracted from the groundwater basin, lowering reliance on imported water, and mitigating the risk for potential seawater intrusion into local supplies. This collaborative effort supports sustainability by maximizing water reuse and promoting long-term water reliability for the region. Past Research Initiatives Cell-Based Bioassay In 2019, OC San partnered with the Southern California Coastal Water Research Project on a case study to examine the applicability of cell bioassays as a novel tool to measure contaminant bioactivity in wastewater and the coastal receiving environment. The results demonstrated that cell bioassays have potential as a screening tool for assessing the efficacy of certain wastewater treatment processes. However, as there was no significant bioactivity in any of the seawater samples, cell bioassays are not useful in receiving environments with good water quality such as OC San’s monitoring area. Solids Supercritical Water Oxidation Deep Well Injection Past Research Initiatives Supercritical Water Oxidation Supercritical Water Oxidation One of our research initiatives has led to a demonstration project of a Supercritical Water Oxidation facility at our Fountain Valley plant. This new system includes new treatment methods that address constituents of emerging concern such as PFAS or per- and polyfluoroalkyl substances. This process uses water at a high temperature and pressure to oxidize complex compound materials into more basic and benign compounds. The system is planned to be online in summer 2026. The proposed DWI project presents an innovative approach to managing biosolids, eliminating the need for long-haul truck transportation, thereby cutting down carbon emissions and associated costs. Search here! Search What2Flush Home » What 2 Flush The Do's and Don'ts of Flushing Know what should go down the drain that is sewer safe. It’s simple, the toilet is only meant to flush the three Ps—pee, poop and paper. Human waste and toilet paper should be the only things going down the toilet. Unfortunately, over the years, people have turned the toilet into a trash can. From wipes, medications and sanitary products to deceased pet fish and cigarette butts, if it fits, people flush it. Flushing these types of items down the toilet causes home pipes to clog, wastes water (up to 5 gallons of water every time you flush) and most importantly can have a huge impact on our sewers, and not to mention our ocean. Other than the 3 Ps, the only things that should be going down the drain are soap and water. Letting trash go down any drain in the house may cause pipes to clog and can eventually lead to sewage spills that harm the environment. Some of the most common items we see come down the drain that belong in the trash: Dental floss and condoms both cause more problems than you would imagine. Hair always seems to make it past the plug. Kitty Litter (especially clay) will clog your pipes, even the ones that claim to be "flushable." Prescription drugs and over the counter medications contain chemicals that should not enter the wastewater supply. Sanitary products, paper towels, diapers, baby wipes and facial tissue s are made of materials that don't break down and can create rag clogs in the pipes. Search Urban Runoff Home » Urban Runoff Background Dry Weather Urban Runoff (DWUR) is water that is generated by daily activities, such as lawn irrigation, hosing down sidewalks, and car washing. If Best Management Practices are not employed to minimize the amount of runoff generated and to keep areas clean, the DWUR picks up contaminants and other materials based on what the runoff flows over, and the DWUR can make its way to the beach and contribute to beach postings and closures. OC San’s Urban Runoff Program, which began in 1999, is designed to minimize adverse impacts on coastal beaches and public health, while maintaining the high quality of its primary function –collection, treatment and disposal of wastewater. In 1999, a Huntington Beach closure investigation indicated that the DWUR flowing into the Pacific Ocean may have caused or contributed to shoreline contamination and high bacteria levels. As a result, the Orange County Sanitation District (OC San) began the DWUR Diversion Program. By accepting DWUR, OC San has helped reduce bacterial exceedances along Orange County’s beaches. OC San’s Program As part of a regional best management practice (BMP) to control urban runoff, OC San accepts DWUR from pump stations and channels located in coastal Orange County cities (including of Huntington Beach and Newport Beach) into OC San’s sanitary sewer system for treatment. The DWUR Program began in December 1999 when OC San’s Board of Directors agreed to temporarily accept DWUR into its sewer system for treatment to assist the region in addressing a fecal contamination issue that impacted Huntington Beach. In April 2000, the board first adopted a resolution for accepting DWUR on a long-term basis during dry weather. Policy modifications have been codified in succeeding resolutions (the most current of which was adopted in 2013). The resolutions clarify OC San's participation to assist regional partners in minimizing adverse impacts on coastal beaches and public health while not jeopardizing OC San's primary function of maintaining high quality collection, treatment, and disposal of wastewater. In general, OC San accepts DWUR into the sanitary sewers under the following terms: The total amount of DWUR flow will not impact OC San nor exceed 10 million gallons per day. Dischargers are not required to pay any fees associated with the approved discharge of DWUR into OC San’s sewer system until such time as OC San's Board changes its DWUR fee policy. OC San will accept DWUR throughout the year only on days when no measurable rainfall occurs in any portion of OC San's service area (including the period immediately following the cessation of rainfall until such time that OC San’s operations have returned to normal). Urban Runoff Quality OC San has tracked and monitored the quality of DWUR discharges into its sewer system since the inception of the DWUR Program. This oversight activity ensures compliance with OC San’s local limits and supports impact assessments of OC San's ability to meet ocean discharge and other regulatory compliance requirements. Discharge Permits Dischargers must complete an application and supply required technical information to enter into an Agreement regarding the terms and conditions for discharging DWUR into OC San’s system. Upon entering into such an agreement with OC San, the discharger must then obtain and maintain a valid DWUR diversion permit. The permit issued by OC San establishes terms and conditions necessary for the diversion to comply with OC San’s Wastewater Discharge Regulations. Diversion Flows Flows range between 0.2 to 3.0 million gallons per day (mgd).
