Situated between easy freeway access from Interstate 5, Interstate 605, Interstate 10, and state Route 60, the City has many advantages that many production companies look for when choosing a location. So what makes Pico Rivera so attractive? Location, Location, Location. The City is located 13 miles southeast of downtown Los Angeles. This makes it rather close to many of the production hubs located in Los Angeles and Hollywood. Looking up Pico Rivera Filming Locations on the internet, and you get a glimpse of what Pico Rivera has to offer. Pico Rivera has the charm of many suburbs in America that include tree-lined residential streets, 100 acres of park space, industrial centers, a municipal Golf Course, and a Sports Arena. The City also boasts some historical sights and unique settings that can be used for a number of productions. From having one of the oldest churches in Southern California to an original late 19 th century Train Depot to elementary schools that were built in the 1950s, just about any location in Pico Rivera can be transformed into a setting specific to any production. Aside from having plenty of filming locations, efforts have been made to make filming in Pico Rivera attractive and most importantly, cost-friendly to any production. Residential locations include: 1950s California tract houses, convenience stores, Spanish/Southwest condominiums, California mini-malls or shopping centers, Mediterranean style storefronts, commercial centers, hotels, fitness clubs, gas stations, industrial, laundromats, a movie theatre, offices, restaurants, trailer homes, warehouses, etc. While filming is affordable in Pico Rivera, productions can start much sooner with the City’s quick turnaround time for film permits. Once a production company has submitted a film permit, it takes up to five days for a permit to be approved for simple shoots and up to 10 days for a more complex shoot that involves pyrotechnics, special effects, etc., to be approved. Bud and Sissy’s trailer home was filmed at a trailer park located in the City. Director Robert Towne brought a film crew to Pico Rivera at the San Gabriel River to film a segment for his 1988 movie Tequila Sunrise . – Director Michael Mann filmed a segment of Ali (2001), with Will Smith starring as the world famous boxer. Many may remember the Holiday Inn that was portrayed in that film, it was actually the Angels Motel located on Rosemead Boulevard (now a Motel 6). The production company transformed the little hotel into a 60s Holiday Inn. – The director of Ali returned to Pico Rivera in 2004 with actor Tom Cruise in Collateral , where Tom Cruise’s character uses a line including “Pico Rivera.” That scene played out at the former El Rodeo Restaurant. Consumers will have the opportunity to interact with farmers offering nutrition education about the production of the products the farmers are growing and the foods they are purchasing. Farm fresh produce, fresh flowers, specialty items, and prepared foods will be available for purchase. In Season – California Grown – Directly from the Farmers California Certified Farmers’ Markets are the “Real Thing,” places where the farmers sell their crops directly to the public. Before a farmer can sell at a “Certified” Farmers’ Market, the government checks to ensure that the farmer grows the produce the farmer is selling. Eliminating packing, shipping, and wholesale costs means the farmer and the consumer can save money. Street maintenance crews take care of 137 miles of City streets and alleyways, more than six miles of street medians and service road islands, and 18,660 City trees. Field Operations responsibilities include: Alley cleaning and weed abatement Asphalt Maintenance – roadway repairs and patching of potholes General Construction – general construction and miscellaneous concrete repair projects. Landscape and irrigation maintenance – provides landscape services at all City-Owned Facilities along with the maintenance of more than six miles of street medians and parkway areas. Park Maintenance – is responsible for the maintenance and care of all City parks, Pocket parks, and Greenbelt areas. Tree Maintenance – is responsible for planting, trimming, and overall care of street trees and trees in city parks. Sidewalk Maintenance – repair and maintenance of sidewalks, curbs, and gutters. Storm Drain Maintenance – inspection, cleaning, and maintenance of storm drain systems. Traffic Markings and Signage – maintenance of roadway markings, street striping, public parking stalls, crosswalks, curb markings, and all street signage. The water system is made up of more than 90 miles of pipeline, with 10 active wells, 10 pump stations, nine booster pumps, three reservoirs, and 875 fire hydrants. The system is capable of providing more than 12,500 gallons of water per minute. The staff of the Water Operations Division is responsible for the distribution and treatment of water to its customers. The City’s water program is funded through the Pico Rivera Water Authority (PRWA) formed in May 6, 1999, for the purpose of providing was as a City Service. The PRWA produces 100 percent of its demand through groundwater. They test the water on a weekly basis and work hard to ensure that the quality of water piped to water service connections meets or exceeds state and federal standards. In 2000, Pico Rivera submitted samples of the water it supplies to its customers during the prestigious annual Berkeley Springs International Water Tasting Awards, the largest water-tasting competition in the world. As a testament to the quality of its water, Pico Rivera won the bronze medal as the best-tasting tap water in the world. PRWA provides irrigation, fire supply, and potable (drinking) water to approximately 70% of the City’s incorporated area. The City of Pico Rivera is committed to providing safe, clean and reliable drinking water to its customers. PRWA operates and maintains three water plants, along with eight production wells. Water is tested regularly to ensure it meets state and federal water quality standards. As a result, Pico Rivera residents can use and enjoy their water with confidence. Protecting and Advancing Water Quality Protecting and advancing water quality has been a key priority for the City of Pico Rivera since its incorporation in 1958. As the advancement of testing methods offers additional insights into its water supply, the City of Pico Rivera has continued to enhance water quality efforts. In July 2020, Pico Rivera adopted a Water Master Plan that addressed water quality and treatment needs, including the treatment for PFAS. Later that year, the City awarded a design contract for a water treatment system to meet the needs identified in the Water Master Plan. This culminated in a $15 million Groundwater Treatment Project with construction of new water treatment facilities, including fourteen Water Treatment Vessels that will filter PFAS from the water supply through an ion exchange process. The project is currently underway and is anticipated to be completed by Spring 2024. These significant strides in the City’s water quality efforts are made possible through numerous funding sources: A $5.8 million grant from the Water Replenishment District of Southern California A $2.5 million allocation from the House Appropriations Committee’s 2022 energy and water funding bill, sponsored by Congresswoman Linda T. Sánchez A $7 million allocation from PRWA, funded by Pico Rivera Water Authority ratepayers The City Pico Rivera continues to invest in water quality through ongoing research, system upgrades, and inter-agency collaboration. Understanding PFAS PFAS — short for per- and polyfluoroalkyl substances — are a group of man-made chemicals used to repel water, grease, oil and more. Thousands of chemicals are found within this category, including PFOA, PFOS and GenX. Dating back to the 1940s, PFAS have been manufactured and used in a variety of industries across the globe . They appear in a range of products including nonstick cookware, makeup, clothing, stain repellents, carpet and firefighting foam. PFAS break down very slowly over time, earning them the nickname “forever chemicals.” Because of their widespread use and longevity, many PFAS are found in water, soil, and air. According to the EPA , exposure to PFAS may be linked to harmful health impacts on humans and animals. The EPA has implemented a range of regulatory actions to address and mitigate the risks of PFAS. While the EPA is still working to develop specific standards for PFAS in drinking water, California’s State Water Resources Control Board (SWRCB) has established rigorous requirements for water agencies in addressing PFAS. The City of Pico Rivera has implemented testing, treatment and notification processes to comply with all state and federal requirements related to PFAS. While the City has notified customers of the presence of PFAS within local water sources, levels still fall within State-defined safety standards. As a result, the City of Pico Rivera has not had to shut down any of its wells. Parking Enforcement Officers issue approximately 2,200 citations per month, generating approximately $1,300,000 in revenue per year. This revenue is funneled back into the City’s general fund and used to fund other services, such as recreation programs and street repairs. Inoperable Vehicle Program – Parking Enforcement is responsible for administering the Inoperable Vehicle Program. Removal of these vehicles from residential properties insures the city maintains a clean and safe environment for its residents. Residential Parking Permits – Public Safety oversees the creation and enforcement of residential permit parking areas. Permits may be obtained from the City’s Public Safety office located at 6615 Passons Blvd., Pico Rivera during the hours of 7:30 a.m. to 5:00 p.m., Monday through Thursday. In preparation for this proposed action, the City has actively conducted community outreach and issued warnings to educate drivers about the new requirements. If adopted, citations will be issued to vehicles parked in violation of AB 413, including: Within 20 feet of a crosswalk , whether marked or unmarked.
