Zero Waste Lunch Schools: Programs and Resources New Law: SB 1383 SB 1383 regulations require local education agencies (public and charter schools, and county offices of education) to: Separate their organics and subscribe to an organic waste collection service that will ensure that the organics are not landfilled. A 3-container collection system (recycling, organics and landfill) must be provided in all areas where garbage containers are present, except for restrooms. Educate staff and students on how to prevent organic waste and proper sorting. Most local education agencies are required to donate their excess edible food for human consumption. Green organics cart (see info below) 2. Commercial Food to Energy Program (click here for more information) Organic waste accounts for more than a third of the material in California's waste stream. Greenhouse gas emissions caused by the decomposition of organic material in landfills contributes to global climate change. Reducing the amount of organic material sent to landfill is part of California's Short Lived Climate Pollutant strategy (SB 1383) and is one of California's strategies for reaching a statewide 75% recycling goal. Scroll down to see list of acceptable organic materials that can be placed in the green cart. Benefits of Composting in the Green Cart and Applying Compost to Soil Reduce material going into black landfill cart (reduce size/collection frequency = save money!) Reduces organic material sent to local landfills. Reduces greenhouse gas emissions. Increases water retention in your soil. Returns nutrients to the soil, such as phosphorus, potassium, nitrogen, and many trace minerals, which are slowly released and contribute to healthy plant growth. Suppresses weed growth. Helps control erosion. Fire remediation. Strengthen market demand for compost. Green Cart Information Businesses can work with Republic Services to determine appropriate size and collection frequency for organics service. The state now requires a minimum 65% diversion of C&D debris from projects that exceed specified size or cost thresholds. If your project is within the RecycleSmart service area, you must use a RecycleSmart Registered C&D Transporter and an Approved C&D Processing Facility. Alternatively, contractors and property owners may self-haul their C&D debris, but must use a RecycleSmart Approved C&D Processing Facility in order for the C&D to count towards the 65% diversion requirement. In addition to the state requirements, most jurisdictions within RecycleSmart’s service area have implemented C&D recycling regulations . Each jurisdiction requires contractors or property owners to develop a simple “Waste Management Plan” (WMP) that outlines how 65% or more of C&D debris generated by a project has been diverted for reuse or recycling. Below are links to each Jurisdiction: Town of Danville Town of Moraga City of Lafayette City of Orinda City of Walnut Creek Unincorporated Contra Costa County RecycleSmart C&D Ordinance RecycleSmart Ordinance No.19-1 was established to support Member Agency C&D Ordinances and/or the California Green Building Code Standards, by regulating the permitting of RecycleSmart Registered C&D Transporters (being provided to covered projects), and Certifying Approved C&D Processing Facilities . Ordinance No. 12-2: Construction and Demolition Debris Program RecycleSmart Approved C&D Transporters All C&D debris material from construction and/or demolition projects in the RecycleSmart service area must be transported by a Registered C&D Transporter (unless self-hauled by the generating contractor or property owner). RecycleSmart Registered C&D Transporters If your hauling company wants to apply to be a RecycleSmart Registered C&D Transporter, submit a complete application/renewal and your $370 annual fee: Transporter Application/Renewal Form RecycleSmart Approved C&D Processing Facilities All C&D Debris from covered construction and/or demolition projects in the RecycleSmart service area must be taken to a RecycleSmart Approved C&D processing facility. Only the Mixed C&D processing facilities that are third-party certified are shown on the approved facility list below. Please visit Green Halo for a complete list of approved facilities, including building reuse and source separated material handling facilities. RecycleSmart cities and towns participating in this program include: Walnut Creek Orinda Lafayette Moraga Danville Unincorporated Central Contra Costa (Alamo, Blackhawk, Diablo) Compost is available for pickup at Heather Farm Park located at 301 N. San Carlos Drive in Walnut Creek . Hub Location: When you drive into Heather Farm Park on N. San Carlos, the hub is located in the first parking lot entrance on your right. The compost hub is located towards the back of the parking lot in a gated enclosure, sitting against Ygnacio Valley. Be very careful opening the gate doors. Republic Services will drop off compost twice monthly during the spring and summer months by the FIRST AND THIRD SATURDAYS and it will be available daily until gone. The free compost is first come, first-served, and RecycleSmart cannot guarantee or confirm availability of compost. RecycleSmart residents may take up to 50-gallons of compost (e.g. ten 5-gallon buckets). Please honor these guidelines so that compost can be made available to the community. To pick up compost, you should bring your own shovels, containers, and safety gear to load the material yourself. Pickup trucks must tarp their loads. Thank you, Republic Services, for compost donation! The compost is made from green cart organic materials such as yard trimmings, food scraps, and uncoated food-soiled paper, collected and processed by Republic Services. The organic materials are brought to a commercial composting facility where they are converted into a highly aerobic, microbial compost. The compost making process involves the careful mixing of the organic materials and monitoring of the carbon to nitrogen ratio, CO2, temperature, and moisture. Benefits of Using Compost: Compost returns nutrients to the soil, such as phosphorus, potassium, nitrogen, and many trace minerals, which are slowly released and contribute to healthy plant growth. Compost is a natural fertilizer. Compost suppresses weed growth and the improved soil condition makes it more difficult for weeds to anchor roots. Compost helps control erosion and protects plant roots from sun and wind damage. Compost increases water retention. Compost helps reduce soil diseases. Compost Information: Yard waste, food scraps & uncoated food-soiled paper from your organics cart are turned into compost at our Forward Compost facility in Manteca, CA. Seal of Testing Assurance (STA) certified through US Composting Council (tested for pathogens, heavy metals, nutrients etc.), regularly tested by 3rd party. CA Dept. of Food & Agriculture (CDFA) certified as an Organic Input Material (OIM) Organic Materials Review Institute (OMRI) listed/certified: https://www.omri.org To apply compost, mix with soil.
