That’s the question one local mom in our community found herself grappling with. Her 9-year-old son, Marlon, had grown increasingly concerned about our unhoused neighbors. He worried not just about their safety or shelter, but about something even more profound: “Do they get any love?” That question—so simple and powerful—sparked something bigger. To help Marlon channel his concern into meaningful action, his mom signed their family up for Ritter Center’s Sleepout Challenge —an event where people across our community give up the comfort of their beds for one night to raise awareness and funds for those experiencing homelessness in Marin County. For Marlon, this wasn’t just a symbolic gesture. It was personal. He invited friends and family to camp out in their own yards and created a team to amplify their efforts. And he didn’t stop there—of the $100 he had to his name, Marlon gave $40 to support the cause. “Can you match his donation?” his mom asked. One moment that stuck with Marlon happened while driving past a local encampment. He saw a dirty stuffed animal lying outside on the ground. At first, he thought it had been discarded by a child. But then, in that quiet, thoughtful way that kids sometimes surprise us, he realized the truth: That stuffed animal likely belongs to an adult—and it might be the only thing they have that brings them comfort. Later, Marlon confided that he wished he were a famous soccer player like Messi, so he could help people on a bigger scale. His mom reminded him—and all of us—that you don’t have to be famous or rich to make a difference. You don’t have to wait until everything is perfect. Regular people can help, and they can do it now. Marlon’s story is a reminder of the power we each hold to create change in our community. It starts with empathy. It grows with action. And it inspires others to do the same. If you’d like to support Marlon’s team or start your own Sleepout Challenge, there’s still time. Join us in showing that everyone deserves love—and that anyone can be the one to give it. This grant will significantly enhance the substance use disorder/mental health treatment and harm reduction programs in Marin County for people experiencing homelessness and individuals with low incomes facing barriers to healthcare access. The grant will support an array of critical activities aimed at expanding care coordination and launching new harm reduction training programs, specifically targeting underserved local audiences. “Ritter Center is deeply grateful for the support from Anthem Foundation and looks forward to making a lasting impact on the health and well-being of Marin County’s most vulnerable residents,” said Ritter Center CEO Mark Shotwell. “We believe in the potential of people who have faced challenges to reclaim their health and their lives. We all deserve to be treated with respect regardless of income or housing.” The Anthem Blue Cross Foundation, an independent licensee of the Blue Cross Association and a philanthropic arm of the Elevance Health Foundation, recently announced the expansion of its substance use disorder grants through an additional $1.6 million in awards to seven California non-profit organizations. The multi-year grants will help those experiencing mental health and substance use disorders focusing on improving access to care, quality of treatment, and youth prevention and early intervention. Through this latest investment, the Anthem Foundation has awarded more than $3.7 million to SUD programs in California. “Substance use disorders continue to be a public health challenge that’s taking too big of a toll in our communities across the state and right here in Marin County,” said Anthem Blue Cross Commercial Plan President Beth Andersen. “Along with partners like the Ritter Center, we continue to take a holistic approach and invest in the mental health and wellbeing in our communities, particularly with a focus on helping those individuals who have a substance use disorder in underserved communities.” Nearly half of Ritter Center’s patients identify as racial or ethnic minorities, and the organization remains dedicated to overcoming systemic barriers and improving access to care. The majority of Ritter Center’s patients live below the poverty line. With the grant, a new care coordinator will be hired to work with Ritter Center’s medical and behavioral health departments. This role will support screenings, provide warm handoffs to healthcare providers, and assist with appointment scheduling for individuals who screen positive for these conditions. The care coordinator will also support patients in the Medication-Assisted Treatment program and coordinate follow-up care for individuals discharged from local hospitals and emergency departments, ensuring extensive follow-up and support. A dedicated substance use disorder counselor will conduct weekly harm reduction training sessions across various locations in Marin County. The program aims to reach 3,617 participants, with 1,105 expected to achieve key health improvements. Ritter Center stands as a lifeline—providing compassionate care, stability, and dignity to those who need it most. Every day, our dedicated team witnesses the power of community and the life-changing impact of accessible healthcare, housing, and support services. Our story began in the 1970s when a county-led initiative to support low-income families evolved into a grassroots effort by local congregations and volunteers. In 1980, the Human Concern Center of Marin was born—what would later become Ritter Center. Since then, we’ve grown from offering basic safety net services to delivering integrated care that addresses the root causes of homelessness. In 2013, we became Marin County’s only Federally Qualified Health Care for the Homeless (FQHC) site, allowing us to serve all individuals—regardless of income or insurance status. We’ve since expanded our services dramatically: In 2015 , we launched an intensive outpatient substance use program. In 2017 , we helped lead the County’s Whole Person Care pilot, housing more than 850 chronically homeless individuals—94% remain stably housed. In 2023, we purchased a new building and launched Ritter Builds Hope to renovate 800 A Street and relocate to a new home. In 2024, we served over 2,500 people with primary care, mental health support, case management, and more. Today, with a team of 60 and a strong, mission-driven board, we are building our next chapter: a new, state-of-the-art health and wellness center at 800 A Street in downtown San Rafael coming soon in 2026. This move will allow us to expand services, increase capacity, and deepen our impact. Thank you for being part of this journey. Do you want to take a hard hat tour of our future home? Marin County is the healthiest county in the state when looking at overall longevity, but we remain the most racially segregated county in the Bay Area with higher than average substance-use disorder rates. Marin County Point-in-Time Count Every two years, Marin County does a complete count of every person experiencing homelessness in Marin. This Point-in-Time Count helps our community understand the needs of our population and track our progress decreasing homelessness. Here's a summary of the 2024 Count This year’s count occurred on January 23, 2024. The count is based on visual observations of unsheltered individuals and groups, as well as a census of people in shelters. Marin County Health and Human Services leads the Count process with the help of community partners. Marin released its preliminary 2024 Point in Time results on May 20, 2024. The results show a 2.8% overall decrease, including a 12% decrease in homeless families with children, a 24% decrease in people experiencing chronic homelessness (prolonged periods of homelessness and severe disabilities), and a 32% decrease in homeless veterans. MARIN COUNTY 2024 PIT COUNT POINT IN TIME COUNTS Point in Time counts take place every two years. MARIN COUNTY 2022 PIT COUNT MARIN COUNTY 2019 PIT COUNT MARIN COUNTY 2017 PIT COUNT Note: Marin did not conduct a full Point-in-Time Count in 2021 due to the COVID pandemic. However, as one step in determining the extent of new homelessness, Marin did a no-contact count of people living in cars and RVs on February 2021. For the full report, please view the 2021 vehicle homeless count here. P.O. Ritter Center has invested significant resources to help ensure access for all users, including people with disabilities, with the strong belief that every person has the right to live with dignity, equality, comfort and independence. Digital accessibility is not just a target we aim to achieve, but an ongoing commitment that we carry in every aspect of our digital service delivery. We recognize that this requires continuous monitoring, improvement, and adaptation. In the sections below, we elaborate on the various efforts that have been undertaken to address our progress in ensuring digital accessibility for all. A key element of our accessibility initiative is our engagement with a third-party accessibility consulting organization UserWay to help bring the website into conformance. We use industry standard accessibility methods and tools to accomplish this, in accordance with the relevant version of Web Content Accessibility Guidelines (WCAG) as set forth by the World Wide Web Consortium (W3C) the internet’s main international standards-setting organization. rittercenter.org makes available the UserWay Website Accessibility Widget that is powered by a dedicated accessibility server. The Widget offers user-triggered enhancements that allow visitors to improve the accessibility of the site. These features will, when selected, increase font size, pause animations, change color contrast, and more. People can choose combinations that suit their needs, as per WCAG Level AAA . The site has enabled Automated Remediation Technology (ART) for all visitors, whether they use assistive technology or not. ART does not detect Assistive Technology usage; rather, it improves accessibility for all site visitors regardless of ability by deploying remediation capabilities such as (not a complete list): Images and other non-text elements have alternative text associated with them when required; Keyboard navigation is improved with aids such as focus indication and skip links; Please Contact Us We are here to assist you and make your experience as smooth and inclusive as possible. We offer a full continuum of care, including Intensive Outpatient, Outpatient, Recovery Services, and Contingency Management (Recovery Incentives) — all tailored to meet each client’s unique needs based on the American Society of Addiction Medicine (ASAM) criteria. Our program is client-centered and trauma-informed, recognizing that each person’s path to recovery looks different. Treatment plans are developed collaboratively and include individual and group counseling and coordination with psychiatry, primary care, and case management services. Our team of substance use disorder counselors work together to empower clients to rebuild stability, strengthen coping skills, and develop healthy, sustainable lifestyles in recovery. Levels of Care Intensive Outpatient (4-5 groups per week): Structured, multi-day programming providing comprehensive support and accountability for individuals early in recovery or transitioning from higher levels of care. Outpatient (1-3 groups per week): Flexible treatment for those ready to maintain recovery while managing daily responsibilities such as work, school, or family. Recovery Services (Individual session as needed): Continued care and relapse prevention for clients who have completed formal treatment but wish to remain engaged with their counselor for support. Contingency Management (Recovery Incentives): Evidence-based reinforcement program that rewards clients with a stimulant use disorder for maintaining sobriety and achieving treatment milestones. What To Expect During the initial assessment, clients meet with a counselor to determine the most appropriate level of care using ASAM criteria and develop an individualized plan to support lasting recovery. Clients can expect a combination of group sessions, individual counseling, and care coordination — all designed to promote a strong support network. Whenever an individual or family comes to Ritter Center for support, we take a holistic approach to addressing their needs. We ask questions to help understand the range of services and solutions we need to coordinate to help them to stabilize and rebuild their lives: What is the status of their overall health? Do they need assistance with increasing their income? Do they have access to nutritious food? Are they precariously housed or experiencing homelessness? What services can we provide? What services can other agencies provide? When someone needs services beyond the scope of what we offer, we connect them and redirect them to the organization that is best suited to serve their needs. Case Management Services Homelessness Prevention and Rapid Re-Housing The vast majority of homeless individuals and families fall into homelessness after an economic or health crisis. Ritter Center can help prevent individuals and families from becoming homeless due to non-payment of rent and can also help those who are experiencing homelessness to identify housing opportunities. This program provides a variety of services including rental assistance when available and security deposits. Our Homelessness Prevention and Rapid Re-Housing services are funded by both federal and local governments, and they enable Ritter Center to offer financial assistance and housing stabilization services for qualified individuals and families. Representative Payee Services For some of our clients, managing day-to-day finances can be a real challenge. Social Security requires that some recipients engage a payee to help manage their income. In those situations, our Case Management team is available to help people budget their fixed income and ensure that all of their bills, such as rent and utilities, are paid on time. Representative Payee participants are given weekly spending money to ensure that their fixed income lasts the whole month. Custody to Community We work with individuals incarcerated in the local county jail who are about to be released. Ritter Center helps connect people to medical care, substance use treatment, and shelter/housing resources to successfully reintegrate back into the community. Childhood did not unfold with much stability. Support was scarce and for a time they moved between shelters, shared housing, and the street. “It’s an isolating condition,” Nick says of homelessness. During those years, Ritter Center became one of the few steady places in his life. “During the times when it was streets,” he recalls, “there was Ritter Center—or there was nobody.” Nick remembers the food, the basic supplies, the holiday gifts. But what stayed with him most was something harder to measure. “Every time we went there, I didn’t feel any ounce of shame, embarrassment, or indignity.” Over time, life steadied. Nick grew up, built a career, and began shaping an independent future. But for many families living close to the edge, stability is rarely permanent. In his early twenties, a workplace injury left him unable to work. Without income, he lost his insurance and returned to Ritter Center for medical care and medications. Years later, when his mother became permanently disabled and he took on the responsibility of helping her navigate housing and benefits, he returned again. “For us, Ritter is always kind of a beginning,” he says. “It’s where you go back to when you need help again.” Today Nick is a special education teacher serving students with extensive support needs. Some of the families he works with face hardship of their own. When they need support, he knows where to send them. “It’s always cool for me to send a Marin County family to you,” he says. “To let them know you’re still there.” When he can, Nick gives back—donating clothing, supplies, and encouraging others to do the same. His perspective is shaped by lived experience: knowing what it means to need help, and what it means to offer it. “There’s a mental toughness that comes from being homeless,” he says. “It goes hand in hand with an emotional vulnerability that never quite leaves.” That experience shaped how he sees community. For Nick, the most meaningful part of Ritter Center’s work isn’t only food, medical care, or supplies—it’s dignity. “We’re not so different,” he says. “Sometimes we can give. Sometimes we have to receive.” When people truly see one another as neighbors, something changes. Distance shrinks. Stigma loosens. What remains is the simple truth that everyone needs a place to turn. For Nick, Ritter Center has been that place more than once. And for many in Marin County, it still is. Housing First recognizes that a person’s basic needs must be met like securing food and shelter, before being able to achieve a better quality of life or pursue personal goals. Housing First does not mean housing only. Housing First is a clinical program with a housing component that recognizes that care coordination of medical care, behavioral care, and other supportive services is essential for housing stability and improved quality of life. We know that housing is medicine for our patients. We don’t give up on helping our clients secure housing because we know that a home is a sanctuary and we all deserve a place to feel safe. Whole Person Care At Ritter, we are deliberate in our work to be present and create space for each person who comes to us. The vast majority come from chronic persistent trauma and loss of relationships, and therefore the threshold for trusting someone is quite different. They expect that someone is going to hurt, reject or mistreat them. They have been let down so many times that it has become a built-in narrative. We know that overall health is not restricted solely to physical health, but also includes well-being and wellness. The “ whole person” approach includes emotional, spiritual, occupational, and financial aspects of life to create a holistic view of health. In June 2017, Marin County Department of Health & Human Services (Marin HHS) received approval from the state to begin implementation of the Whole Person Care Pilot (WPC) with a vision to build a sustainable, evidence-based, outcomes-focused coordinated system of care across health and social sectors to more efficiently and effectively serve Marin County’s most vulnerable Medi-Cal beneficiaries. In 2018, Marin HHS awarded Ritter Center the Whole Person Care housing-based case management grant. Our team of highly-trained assertive Case Managers implement a high-fidelity Housing First program for 120 individuals who have long histories of homelessness and serious physical and behavioral disabilities. In partnership with Marin HHS and other partner non-profits we coordinate care and share data across housing, medical, mental health, and social services. Ritter Center’s Whole Person Care program nurtures the whole person and can help to restore dignity to an individual’s life. “People don’t become homeless when they run out money. People become homeless when they run out of relationships.” Hamilton Meadows At Hamilton Meadows in Novato, Ritter Center is able to provide permanent supportive housing for up to 12 formerly homeless individuals. Ritter Center staff works collaboratively with other Marin County agencies to provide necessary services, including: healthcare, medication management, behavioral health counseling, and substance use treatment. Hamilton Meadows sits amid rolling hills and a canopy of mature trees. The immediate neighborhood includes a town center, parks, schools, cultural facilities and acres of open space.
