Income-eligible households may be denied for HEAP assistance. To avoid disconnection, we advise you to contact your utility provider to make payment arrangements. Thank you Sacred Heart Community Service Energy Assistance Help with Utilities Home Energy Assistance Program (LIHEAP) The Home Energy Assistance Program (HEAP) is a non-emergency federally-funded program that assists low-income households with paying home energy bills once a year. HEAP can offer income-eligible residents of Santa Clara County a credit to their utility bill. HEAP is available for people who purchase energy from PG&E, Silicon Valley Power or the City of Palo Alto, Submetered, and Included in Rent. Along with the utility credit, clients will also receive valuable information about energy conservation and practical tips on how to save energy and keep your utility bill at a manageable level. If your Energy Service Provider is not listed contact the California Department of Community Services and Development at (866) 675-6623. Request Energy Application Forms Apply Online Water Rate Assistance Program (WRAP) The Water Rate Assistance Program (WRAP) provides direct financial assistance to income- eligible households to pay their water bills. Through a partnership between Sacred Heart Community Service and Santa Clara Valley Water District, qualifying households can receive up to $1,000 in assistance once per program year. Funds are paid directly to the water provider to prevent service disconnection and maintain access to safe, clean drinking water. Eligibility Requirements: Santa Clara County resident Be responsible for paying a residential water bill within 30-60 days. Proof of Income for all households (current) or proof of CalFresh, CalWORKs (last 30 days). Completed application for assistance. Meet the household income. To do that, we must bring the community together to change the government and economic policies that make it impossible for many to thrive. “ Our mission is to build a community free from poverty by creating hope, opportunity, and action. We provide essential services, work together to improve our lives, organize for justice, and inspire our community to love, serve, and share. ” Vision and Mission Our vision is a community united to ensure that every child and adult is free from poverty. Sacred Heart’s vision statement describes the long-term aim of the organization and the north star to which all of our work is directed. The vision statement places equal emphasis on the building and uniting of community and on the freedom from poverty. Neither objective can truly be fulfilled without the other. Thus, Sacred Heart’s work emphasizes both engaging and strengthening our community and developing solutions to poverty. Our mission statement describes who we are, our fundamental purpose, and our role in our community. It expresses not only the specific ways in which we address the root causes and consequences of poverty, but an understanding that the way in which we go about doing so has a deep and lasting impact. Hope is created when we share resources in a dignified, compassionate, and respectful way. Opportunity is created when we invest in the skills and nurture mutual support networks among individuals and groups. Action is manifested when we organize volunteers, leaders, and institutions to work together to act on both individual and societal levels in pursuit of a community free from poverty. Core Beliefs These core beliefs are the three key convictions that underlie our actions. They form the bedrock of our work, helping to define our vision for the community we want to live in and our responsibility to stand up for our social justice. We believe that all people have a right to adequate food, clothing, housing, education, health care, and personal safety. We believe that all people deserve the opportunity to achieve economic self sufficiency and healthy relationships. We believe that with faith, creativity, and effort, resources are available to fulfill our vision. History Louise Benson founded Sacred Heart Community Service in 1964 to feed hungry families in her neighborhood. Today, providing essential services to individuals and families in need remains one of Sacred Heart’s core strategies. The organization has also evolved into a respected and innovative provider of programs that assists families with achieving lifelong economic self-sufficiency and a grassroots organizing network that addresses the root causes and consequences of poverty. Sacred Heart moved into its current facility in 1998, where today it enables local community members to assert their basic human rights by gaining access to resources such as food, clothing, and housing assistance, while at the same time offering the tools for self-sufficiency, including employment assistance, family mentoring, and adult and youth education programs. In 2008, Sacred Heart was selected by the State of California to be the Community Action Agency for Santa Clara County. This designation formalized Sacred Heart’s role as a regional leader and conveys a responsibility for developing countywide solutions to poverty. With the additional responsibility and resources, Sacred Heart has expanded its existing essential services and self-sufficiency programs both internally and through formal program collaborations, strengthened its community engagement work, and developed community organizing and advocacy initiatives. In 2009, Sacred Heart was named the new energy services provider for Santa Clara County by the State of California, further expanding the agency’s role in financial assistance provision and leadership within the county safety net. Recent school closures in San Jose have disrupted our neighborhoods. For families already walking a tightrope, the loss of local school connections, combined with a weakened social safety net, has made the basics feel out of reach. When the cost of living continues to soar, parents are forced to make impossible choices. Often, the budget for food, housing, and household stability leaves nothing left for a $75 backpack or a list of required supplies. More Than Just Supplies Your support does more than provide supplies. It provides dignity and readiness. By ensuring every student in San Jose has the tools they need. Simultaneously, our children attend pre-kinder classes in the classroom next door to prepare them for emotional and developmental success in the American public school system. By the time families graduate from the program, our children are prepared for kindergarten, have increased reading at home, and we have helped our children identify good and bad touch. Working together in San José and Gilroy, we focus on attachment, executive functioning skills, and stress reduction in families with infants ages 0-3. Mothers attend six classes based on the Program’s research-based curriculum Safe, Secure, Loved. It is a mindfulness-based, trauma-informed, community-led program, offered by Spanish speaking Promotoras. Promotoras are trained mothers who have successfully completed the six classes and are willing to teach them to other groups both virtually and in-person when it is safe to do so. Email us After School & Summer Education Programs After School and Summer Academy programs bolster academic success, strengthen social and emotional health, and develop leadership skills among low-income Latino students and their families. After School Academy Sacred Heart’s after-school program is for students in grades K-8. Staff and volunteers work closely with children, families, and schools to create individualized work plans for each participant, achieving grade-level or higher performance. Summer Academy Summer Academy follows the year spent in After School Academy. Students in grades 3-6 attend this full-day summer camp, which focuses on both short and long-term academic, social, and emotional development. Community organizing is how we work to transform poverty and racism at the root. The Power and Organizing program trains volunteer community leaders to channel their influence and work collectively. What is community organizing? Organizing is everyday people coming together to change our local policies and government structures so that the institutions we depend on work for and benefit the people. How do we do this? We build relationships with one another and develop each other’s leadership skills. At Sacred Heart we believe that the people closest to the pain know the best solutions to the problems in our county , so our job as organizers is to get those people together and shift the power in their direction. How to Apply for Help Step 1: Create A Membership * If you already have a Sacred Heart Membership number, please skip this step and move on to Step 2. We will contact you after we receive your correspondence to ask a series of questions that will determine your initial eligibility. If you are deemed eligible, you will be scheduled for a screening appointment to determine your program eligibility. For the safety of our community, we are conducting pre-screenings over the phone but can make accommodations for in-person appointments as needed. Applicants will not be asked about their immigration status. Step 3: Complete A Screening Application At the screening appointment, our staff will ask you more questions about your current situation to help determine the program that will best meet your needs. At the end of the appointment, you will be notified of your eligibility. If you do not meet the eligibility, staff will offer other resources. If you do meet eligibility, you will receive a list of required documents. Step 4: Submit Required Documents All documents must be clear and easy to read with your name and the date visible. Sacred Heart Community Service built a robust community organizing program starting in 2009, because to fulfill our vision to ensure that every child and adult is free from poverty, we have to reverse the political conditions that allow poverty to continue. She has over ten years experience working in movements for racial and economic justice as a community organizer on policies that put workers first. In 2022, she seeded Corazón y Pueblo, a social justice consulting business, that supports organizations to foster deep relationships, develop leaders, and empower collective and individual agency. Corazón y Pueblo is currently working with SOMOS Mayfair to accompany and build the next phase of FUERTES, the community-led economic justice that has incubated two successful worker-owned cooperatives. Ari is also known to love the outdoors, and she is honored to be the mother of two growing humans. Lucila Ortiz Lucila is a first generation immigrant from Guerrero, Mexico. She started organizing work when she got involved with Californians for Justice in high school, where she later became the Organizing Director. She has also worked for Councilmember Raul Peralez in the city of San Jose. She currently serves as the Political Director for Working Partnerships, USA. In her free time, Lucila enjoys spending time with her daughter, Maya, and taking walks in nature while listening to audiobooks. Guadalupe Perez Guadalupe is from Oaxaca, Mexico. She is an Indigenous woman, mother, and co-founder of worker cooperative De Colores Collective Consulting LLC, which believes in building a sustainable economy rooted in solidarity, cooperativism, human wellbeing and harmony with the environment. She has more than 25 years of experience working in the community and is currently a member of the FUERTES Economic Justice Central Committee, which centers advocacy as a way to support excluded workers, build power and fight for economic justice in East San Jose. Isuri Ramos Isuri is the current Deputy Director of CHISPA OC, an organization building a powerhouse of young, Latinx organizers in Orange County. Isuri was raised in one of Santa Ana’s densest neighborhoods and grew up understanding her community’s resilience. She attended Santa Ana public schools and the University of California, San Diego where she earned degrees in International Studies – Political Science and Urban Studies Planning. In her free time, Isuri enjoys resting, exploring nature, traveling, and learning about financial independence from people of color. Isela Reyes Isela began to organize at the University of California Santa Cruz, fighting for higher pay for graduate students.
