[email protected] --> Posted on May 15, 2026 Santa Ana Chief of Police Robert Rodriguez was invited to provide witness testimony at a Senate Spotlight Forum on May 12, 2026, in Washington D.C. to highlight concerns over threats to Deferred Action for Childhood Arrivals (DACA) recipients and to renew calls for passage of the Dream Act. Hosted by Senators Dick Durbin, Mark Kelly and Alex Padilla, the forum focused on reported delays in DACA renewals, deportation concerns and the legal uncertainty facing Dreamers under current federal immigration policies. Chief Rodriguez provided testimony about immigrating to California from Tijuana, Mexico, serving in the Marines, receiving citizenship through the Reagan-era amnesty law in 1986, and ultimately, dedicating his career to public service as the 22 nd Chief of Police of the City of Santa Ana. Chief Rodriguez added that delays in renewals for DACA recipients is directly affecting public safety at the local level. As a result, he faces difficult decisions about dismissing DACA employees, by law and not by choice, due to current Federal regulations. Reports are published prior to the subsidy, and remain accessible throughout the subsidy term. Active Agreements Subsidy Reports: THRIVE Santa Ana (February 17, 2026) THRIVE Santa Ana (March 2, 2020) TACenergy (March 3, 2020) 5 Year Subsidy Reports: THRIVE Santa Ana (February 18, 2025) TACenergy (February 18, 2025) Inactive Agreements Subsidy Reports: Vehicle Incentive Program (March 19, 2019) Caribou Industries (October 20, 2020) New Reporting Requirements Beginning January 1, 2025, Revenue and Taxation Code (RTC) Section 7213 requires local agencies to publish the information submitted to California Department of Tax and Fee Administration (CDTFA) about each tax revenue sharing agreement on their website. TACEnergy Agreement Term Agreement commenced on April 1, 2020, and ends on December 31, 2045. The economic development subsidy be paid quarterly within thirty days of receipt from TACenergy of the required documentation per executed agreement. Subsidy Description The economic development subsidy is equal to fifty percent (50%) of the sales tax received by the City quarterly, for each year, during the 25-year agreement period. No expenditure of public funds is anticipated by this agreement. Amount of Rebated Sales Tax Since the commencement of the Agreement, $5,250,370 in total sales tax has been generated by TACenergy. The City has retained 50% of that amount: $2,625,185. THRIVE Agreement Term Agreement commenced on April 1, 2021, and ends on March 31, 2120. Subsidy Description The economic development subsidy is in the form of a subsidized 99-year ground lease for 1901 W. Walnut Street, Santa Ana, CA, 92703. The estimated amount of lost revenue is estimated at $817,000, the appraised value of the property. Amount of Rebated Sales Tax Property tax revenue to the City is anticipated to be approximately $1,500 per year. No sales tax revenue would be generated as a result of the economic development subsidy as the sales for a microfarm with organic produce would not be subject to sales tax. Law enforcement can stop, detain, or search you if they have ‘reasonable suspicion’ that you are involved in criminal activity. However, law enforcement cannot search you based on your race, gender, religious, or country of origin. Law enforcement have the authority to ask you about your immigration status, the purpose of your visit, and other questions to determine whether you have permission to enter the U.S. Remaining silent can result in law enforcement denying you entry into the U.S. You can choose not to answer questions, but law enforcement can and likely will deny you permission to enter the U.S. You DO NOT have the right to have an attorney when you are being questioned about your immigration status. But you can have an attorney present for questions unrelated to your status. You have the right to claim fear of returning to your home country. If you are told that you do not have permission to enter the U.S., but you fear persecution or torture if sent back to your home country, tell the border agent and ask for asylum. You may be eligible for immigration relief. ALWAYS SPEAK to an immigration lawyer before leaving the U.S. In some cases, if you leave, you may not be allowed to come back into the country for a certain number of years. What forms can I prepare prior to ICE detainment? Consult with an immigration attorney with deportation or removal experience. Signed DHS Form G-28: This form allows an attorney to speak on your behalf. If ICE detains you far from your attorney, getting it signed after the fact can delay your case. You can search ‘G-28 form’ online and sign it in advance or access it here: Learn more about and download the G-28 form Signed ICE Form I-246: This form requests a pause on deportation. Just like the G-28 form, it should be signed before detention to avoid delays. Search ‘I-246 ICE’ online, print, and sign it in advance or access it here: Download the I-246 Form What should I do if Immigration shows up at my work? You have the right to REMAIN SILENT. You do not have to answer any questions about your immigration status, background, or your colleagues. If you answer questions, Immigration may ask you for your immigration documents. DO NOT attempt to run away. Immigration will suspect that you are undocumented and attempt to arrest you. It is safer to continue working, ask if you are being detained, and calmly ask if you may leave. What should I do when Immigration or other law enforcement approach me on the street? You generally have the right to REMAIN SILENT. You do not have to answer questions about your immigration status, where you were born, where you live, where you are from, or whether you have documents. Even if you have answered some of their questions, you can decide to not answer more questions. You should never lie about your immigration status, as that can have serious consequences. You have the right to SPEAK TO A LAWYER. You should speak to a lawyer before you answer questions about your background or immigration status. If you have valid immigration documents, you should show them when asked. The law requires immigrants who have been issued valid immigration documents to carry those documents with them at all times. If you are undocumented, you can refuse to answer questions about your immigration status or whether you have documents. What should I do when Immigration knocks on my door? DO NOT let Immigration into your home and DO NOT step outside. Immigration must have a warrant signed by a judge or an occupant’s consent to enter your home. ICE will often trick you into giving consent by saying they are investigating a crime or need to “take a quick look around” or “come in to talk.” They might also show you a warrant that isn’t signed by a judge. ASK to see the warrant. They can slip it under the door or hold it up to a window. Do not step outside. CHECK if the warrant is signed by a judge. If they do not have a warrant or it isn’t signed by a judge, say, “I don’t want to talk right now.” or “I do not have to let you in.” Who might try to ask me about my immigration status? ANY law enforcement agent may try to ask you questions about your background, immigration status, family members and colleagues, among other topics. This includes not just Immigration, but also local and state police and federal agents from several different law enforcement agencies. ‘Immigration’ usually refers to Immigration and Customs Enforcement (ICE) and Customs and Border Patrol (CBP). ICE and CBP are in charge of immigration enforcement within the United States and at the border, respectively. ICE agents often impersonate ‘police’ by wearing police badges, tactical gear, and other police indicia, and by announcing themselves as police. This year’s contest invited students to complete the phrase “Water is …” through original artwork. More than 500 students from 37 participating schools submitted creative and thoughtful entries reflecting what water means in their lives, their community, and the environment. Student responses described water as “a reflection of us,” “a life source,” and “love, sustenance, hope, life, community… what holds us through a lifetime.” “On behalf of the City Council, I am pleased to recognize 12 outstanding young artists whose creativity reminds us just how essential water is to our lives, our environment, and our community,” Mayor Valerie Amezcua said. “Together, their posters show how Santa Ana’s young people understand water not only as something we use, but as something that connects us, sustains us, and deserves our care.” Judges selected one grand prize winner and two finalists in each of four age categories based on originality, clarity of message, and connection to this year’s theme. The 2026 winners are: Ages 5–8 Damian Ornelas, grand prize winner – Lincoln Elementary Catalina Pena, 2nd place finalist – Lincoln Elementary Roh Houlton, 3rd place finalist – Springs Charter Ages 9–12 Luella Luna Reyes, grand prize winner – Taft Elementary Melina Cedillo, 2nd place finalist – Lathrop Intermediate Brianna Carmona, 3rd place finalist – Lathrop Intermediate Ages 13–14 Ketzaly Lopez, grand prize winner – Saddleback High School Alondra Rachel Bravo, 2nd place finalist – Gerald P.
