2024-25 Annual Report
The theme for our 2024-25 annual report, Voices of Our Schools, reflects the SF Ed Fund’s commitment to grounding our work in the real needs of San Francisco’s public school communities. Through dozens of interviews with principals and school leaders across our highest-benefit schools, our Voices of Our Schools report confirmed that we are investing in the highest-priority areas where we can make the greatest impact. School leaders told us what’s working, what’s missing, and what they need most right now. In 2024-25, we provided more than $3 million in resources to students, educators, and schools; and we doubled the number of students meeting grade level expectations, from 24% to 54%, in just five months with high-impact tutoring provider Chapter One.

We currently provide quality learning through high-impact literacy tutoring and spearheading the San Francisco Literacy Coalition. High-Impact Literacy Tutoring The SF Ed Fund currently provides high-impact literacy tutoring in 22 Priority Schools . San Francisco faces a profound literacy crisis that needs immediate and continued attention. Nearly half of K-12 students across SFUSD are not yet meeting literacy standards, and that number is as high as 90% in many of our Priority Schools . Among third graders, the numbers are especially alarming – only 7% of English Language Learners, 26% of Latinx students, and 19% of Black students met literacy standards in the latest state California Assessment of Student Performance and Progress (CAASPP) assessment. According to Stanford’s National Student Support Accelerator (NSSA), high-impact literacy tutoring has proven to be the most effective school-based strategy for accelerating learning (see chart below). NSSA defines high-impact literacy tutoring as three or more sessions per week with a trained, consistent instructor using high-quality, science-of-reading backed materials. The results are compelling: Studies show that tutoring can increase student achievement by the equivalent of three to 15 months of learning. Since launching its high-impact tutoring program five years ago, the SF Ed Fund has delivered high-impact tutoring to more than 7,000 students across the district. Data Source: Stanford's NSSA The SF Ed Fund works with NSSA and schools to vet providers, then with schools to qualify and select student participants, and finally with schools and providers on implementation and evaluation. This model is unique to the SF Ed Fund, and is school-centered to ensure a continuous cycle of feedback and improvements. In schools supported by SF Ed Fund’s high-impact tutoring program during the 2024-25 school year, results were significant. In just five months, participating students meeting grade-level reading standards more than doubled, from 24% to 54%. At one school, the share of participating first graders reading at or above grade level nearly quadrupled, from 15% to 59%. Thank you to our generous 2025-26 funders. Literacy Coalition The San Francisco Literacy Coalition unites community partners to provide strategically coordinated, highly effective reading and writing support to students from pre-K through 5th grade to increase literacy achievement. The San Francisco Literacy Coalition: Aligns the efforts of literacy providers by coordinating services and facilitating the exchange of insights. Provides on-the-ground support and coordination at schools with high populations of historically marginalized students. Convenes stakeholders to take collective action to raise literacy achievement across the education system. Together, we are building a foundation for lifelong learning and success for every child in our community. Thank you to our generous funders! sfliteracycoalition.org community-support Community Support The SF Ed Fund mobilizes a community of corporate and community volunteers to improve student outcomes and give extra support to educators and students. Weekly volunteers provide educators with the support they need to create classroom environments where students feel safe and connected. Corporate partners also help by partnering with schools to bring extra support like setting up classrooms for the first day of school, providing career exposure to students, and increasing morale throughout the year. How the SF Ed Fund provides community support: Tutor and Classroom Support Volunteers Mindfulness Volunteers Mentors Corporate Volunteers financial-resources Financial Resources Schools need more financial resources to address learning needs and opportunity gaps. Grants provide resources, help educators expand their practices, and create joyful experiential learning opportunities for students in Priority Schools . Similarly, additional funding for student clubs at high-benefit schools helps students feel supported and connected to their community. Finally, funding through other fiscal sponsorship opportunities can also provide additional learning, wellness, and enrichment opportunities that contribute to positive outcomes for students. This drastically shifted the trajectory of public schools and their programming for years. While the immediate effects of Prop. 13’s passing were devastating for many schools, teachers, and students, it stirred up community action led by individuals who were eager to bring back money and support to local public schools. Community activist Glady Thacher strongly believed that the community needed to “reach out to the private sector and inject money and care into the schools.” She first took action by setting up a meeting at Grattan Elementary School – crossing through picket lines – to speak directly with the teachers and faculty. With the support of a citizen committee, the superintendent of the school district, and the Board of Education, Glady founded the San Francisco Education Fund (SF Ed Fund) in 1979. GLADY THACHER San Francisco Education Fund Founder and Former Executive Director With significant initial operating funding coming from the S.H. Cowell Foundation, the SF Ed Fund quickly grew into an established organization that placed tens of thousands of dollars in grants into the hands of teachers across the district. By the end of her eleven-year tenure as Executive Director, Glady had worked with local foundations and philanthropists to establish an endowment that would ensure teachers would have access to grants into the future. In 2009, the SF Ed Fund merged with San Francisco School Volunteers, an organization founded in 1963 by Gretchen de Baubigny to place community members in classrooms to support teachers and students. The SF Ed Fund has always been nimble and responsive to the needs of public school students and teachers, and the organization continues to make an impact in local schools through a variety of programs supporting quality learning, facilitating community support, and providing financial resources. The nearly $6 million project was made possible through a unique public–private partnership between SFUSD, the San Francisco Public Utilities Commission, and an anonymous donor, with the San Francisco Education Fund serving as fiscal sponsor. You can read more in the press release and the SF Examiner article, A middle school’s blacktop becomes a recreation oasis . Read on to explore the project’s collaborators, scope, and lasting impact. Project Collaborators: The Transformation Team Everett Middle School – Project Site Groundworks Office – Design Lead and Landscape Architect Lionakis – Architect of Record Lotus Water – Civil Engineering and Green Infrastructure Angotti & Reilly – General Contractor Emma Lucey – Construction Manager San Francisco Education Fund – Fiscal Sponsor/Private Donor Representative SFUSD School Facilities Bond Program – Project Manager Project Mission: Playground Transformation In early 2023, an incredible collaboration between public, private, and school district entities was born. The mission? To transform the two acres of asphalt schoolyard at Everett Middle School in San Francisco’s Mission District into an inspiring, safe, beautiful place for its 745 students to play and learn. Former Everett Schoolyard The research is clear: play helps social skills, creativity, and problem solving—skills constantly in development during the middle school years. This project gives Everett Middle School students the opportunity to access more dynamic spaces to play, in addition to safer ground for sports, and more options for those looking to relax in the schoolyard. In addition to recess and after-school sports, there will be spaces to enhance classroom learning about water management, food systems, and nutrition. This project will be a step in the direction of meeting the developmental, recreational, and well-being needs of Everett’s students. Everett Middle School has been a fixture in the San Francisco community for over 40 years and the Ed Fund is proud to play a role in these efforts to make these updates to an essential space for students. Project Evolution: A Collaboration Emerges In January of 2023 an anonymous donor contacted the San Francisco Education Fund, eager to transform Everett Middle School’s schoolyard. Since the school district cannot receive donations directly, the Ed Fund took on responsibility for the donation as a Fiscal Sponsor, working with the District Bond Office as representatives of the donor. Serendipitously, an Everett Middle School parent had just applied and been awarded a Green Infrastructure grant from the San Francisco Public Utilities Commission to use toward sustainable improvements of the yard. With all partners in place, the playground was ready for a dramatic renovation. Our city is known for its incredible public spaces – Golden Gate Park, Presidio Tunnel Tops, Dolores Park, etc. To also be the city of asphalt at our public schools doesn’t make sense. — Donor of the Everett Middle School Renovation Project Scope of Work Catalyzed by the combined public and private funding for the transformative schoolyard, the SF Ed Fund, the school district, and architects worked extensively with the Everett Middle School community to arrive at the concept vision. The scope of work includes a complete regrading of the 2-acre schoolyard and removal of all existing paving in order to reenvision how the space can serve students. This includes the following: turf multi-purpose playing field new play courts a school garden an exercise track outdoor learning environments shade structures and seating areas engageable bioretention area for students to experience and visualize landscaping features which support stormwater management Additional scope at the entry to the yard from the school building and in the parking lot include accessible paths of travel and landscaping to support stormwater management goals. Project Timeline December 2022 The San Francisco Public Utilities Commission (SFPUC) allocates $1,874,496 to the project via a Public Utilities Commission Green Infrastructure Grant . January 2023 SFUSD Bond Office connects with the San Francisco Education Fund and the anonymous donor. $45,000 donor gift #1 is allocated for architect’s fees for conceptual design and community outreach. February 2023 Groundworks Landscape Architects signs agreement to provide landscape architecture services for conceptual design, placemaking and community outreach to the schoolyard, including the open space and outdoor area immediately west of the school building. Spring-Fall 2023 Groundworks Architects Launch the Following Tasks: Task 1 Concept Design and Placemaking – 8 Weeks Task 1 is where we dreamt big and thought of profound ways to affect change and make a big impact for Everett Middle School. “No idea is a bad one” and we used all our creative might to imagine a dynamic and vibrant schoolyard experience. This was an open ended and iterative process where we tested the feasibility of our ideas with our own intuition, pragmatism and real-world experience. At the conclusion of Task 1 we carried several of the ideas into Task 2 where we pursued outreach and feedback on these initial ideas and concepts. Task 2 Community Outreach and Stakeholder Engagement – 6 Weeks This task is where we solicited feedback and responses from students, faculty, administrators, and stakeholders on the ideas and concepts developed from the previous task. This task was meant to inform and provide direction for the proposed improvements to the schoolyard. During this stage, we held multiple meetings and presentations with students, facility and administrators. Task 3 Professional Renderings – 4 Weeks We developed professional quality and high-resolution perspectives and graphics for use in print and digital media, and the SFUSD Commission and Board Meeting. The San Francisco Education Fund recruits, trains and places volunteers to work in all grade levels, subjects and San Francisco public schools. Any SFUSD staff person (meaning you must have an SFUSD email address) is invited to request a volunteer*. Request a Volunteer Volunteers can tutor K-12 students one-on-one or in small groups to build math, reading, science or other academic skills. Volunteers can also lead Mindfulness lessons, become a student’s mentor, help with classroom organization and other projects, provide homework help during afterschool programs or work with students on extracurricular activities, such as music and art. If you know someone who is interested in volunteering, the SF Ed Fund can help individuals fulfill SFUSD's clearance requirements so they can start volunteering in your classroom. educator-grants Educator Grants Educator Impact Grants The Educator Impact Grant (formerly known as the Create Joy Grant) empowers teachers and school staff to design and lead innovative projects that make a meaningful difference in their school communities. Educators can apply for up to $5,000 for an individual or one class project or up to $10,000 for a team or school-wide project. “We were delighted to see a 30% increase in honor roll following the announcement of our special field trip for honor roll students!” — Pamela Stein Grant Recipient & Counselor at Paul Revere Through conversations with leaders at SFUSD’s highest-need schools, the SF Ed Fund identified urgent needs amid the district’s budget crisis. In the 2025-26 academic year, the project is providing 874 educators across 16 schools with $550 in mental well-being stipends ($275 per semester) – a 22% increase in the number of educators served compared to last year. This stipend empowers educators to invest in their personal well-being so they can bring more calm, energy, and joy to the classroom. Now in its sixth year, the program emphasizes building sustainable, habit-forming practices that support long-term wellness. Past recipients have used their stipends for activities like weekly yoga, acupuncture, art classes, or guitar lessons – practices that not only nourish their own health but also model well-being for their students. For the 2025-26 academic year, educators from the following 16 schools are receiving stipends: Bret Harte Elementary School Buena Vista Horace Mann K-8 Community School Cleveland Elementary School Dr. Charles R. Drew College Preparatory Academy E.R. Taylor Elementary School Guadalupe Elementary School John Muir Elementary School Leonard R.
