Jessica’s bright spirit, kind soul, and unwavering compassion brought joy to everyone who knew her. Her loss leaves a profound hole in so many hearts. The Free Clinic was honored to be a part of Jessica’s journey. She first came to us as a RN volunteer; she then enrolled in the Family Nurse Practitioner program at UCSF and completed her clinical training here at the San Francisco Free clinic. After graduation, Jessica returned to volunteer, quickly becoming a trusted and much-loved member of our clinical team. Patients and staff alike were lifted by her warmth, generosity, and skill. In time, she extended her service further by joining our Board of Directors, where her steady wisdom and quiet strength shaped and supported our mission in lasting ways. Jessica loved the Clinic and gave her whole self to it—whether caring for patients, mentoring colleagues, or supporting us behind the scenes. We will remember her not only as a friend and colleague, but as family. We are deeply grateful for Jessica’s life, her service, and the countless ways she strengthened our community. Please keep her family in your thoughts during this difficult time. Our Belief We believe that no one should suffer or die prematurely because they cannot get medical care. Unfortunately, millions who lack health insurance in America still do. The San Francisco Free Clinic mourns the pain of all who suffer. The clinic was founded to care for people with no health insurance who cannot find help elsewhere in a system fraught with racial disparity. We will continue this work, holding in our hearts the belief that every human is of one species and equal to every other. Medical Care for the Uninsured In an ideal world, everyone in our country would have health insurance. While that is not yet a reality, the nonprofit San Francisco Free Clinic serves as a critical safety net for those without insurance.  Our mission is to provide free, accessible medical treatment to the uninsured while advancing the field of primary care by providing educational opportunities for future medical practitioners. Patient Care All the staff at the clinic—whether they work in the front or back office—are involved in some way in direct patient care. We try to keep non-clinical administrative costs at a minimum to leverage each dollar SFFC receives to provide actual patient care. The first part of our mission is to provide care to the uninsured. The other equally important part of our mission is to help advance the field of primary care through education.  Focus on Education Our clinic is set up to educate on multiple levels—from the middle-school students volunteering for community service, to the pre-nursing and pre-medical students who help in our back office, to the medical students and residents who have the primary responsibility for patient care. While we have a core clinical staff to help maintain continuity of care, all staff—from front desk personnel to medical assistants to physicians—understand that we are fundamentally a teaching clinic.  We are proud that so many of our interns and students have gone on to become nurses, physicians, and other healthcare providers.  We have even had teenagers volunteer for us in high school, then return for a medical school rotation, and then return again as resident physicians. We are especially proud that our medical student rotation consistently receives excellent reviews. Recognizing that in a city of great medical resources, many people still went without care due to lack of insurance, the founders opened the free clinic in order to care specifically for this population. SFFC CO-FOUNDERS Richard and tricia gibbs Drs. Richard and Tricia Gibbs closed their successful private practice, and moved all their equipment into a modest townhouse in the Richmond District of San Francisco.  Their next step was to seek support from the medical community. The response was overwhelming. Hundreds of physicians and several hospitals and other medical facilities offered to provide their services free of charge to clinic patients.  In 2000, the clinic moved into a larger building with more exam rooms at 4900 California Street. Today, the clinic is in this corner St. Anne Victorian in the Richmond District, and though the medical facilities are more advanced than at the prior site, it still maintains the pleasant, homey atmosphere so cherished by our staff and patients. Clinic Services Today, the uninsured can obtain a variety of primary care and preventive services at the clinic at no cost. If specialty care is needed, patients are referred to our network of volunteer specialists. Those requiring hospitalization or surgery are referred directly to county services. Since opening in 1994, the clinic has provided more than 100,000 patient visits. Medications valued at many millions of dollars have been obtained free of charge for our patients. Hundreds of thousands of dollars worth of specialty care have been dispensed by our volunteers at no cost to the patient. Many of our volunteers have been with us since the early years, and volunteer work at the clinic is extremely popular. We have a waiting list for some of our on-site positions and internships, but if you're interested in volunteering to help, please contact us about your skills and experience.  Specialist Physicians Dr. Jan hansen volunteers her services at SFFC Our specialist physicians are an integral part of our volunteer community.  These local physicians donate time and expertise in providing much-needed medical care to our uninsured patients, either by providing consultations in their private offices, or by seeing patients here at the clinic.  If you are a specialist physician and are interested in volunteering, please contact Dr. Ian Nelligan our specialist liaison. School-Aged (Middle and High School) Volunteers Charlie Wiebe answers the clinic phone High school and middle school volunteers also assist us as part of community service programs. Volunteers help us with basic front- and back-office tasks, gaining exposure to what it's like to work in the healthcare field. Our school-aged volunteer program currently has a waitlist. Back-Office Volunteers Leonardo Mendoza assists in the back office We have a robust volunteer program of back-office medical assistants, who help with rooming patients, taking vital signs, and assisting with other back-office duties. Many of our volunteers are preparing for careers in medicine, physician assistant studies, or nursing, and gain valuable clinical experience through volunteering with us. We prioritize applicants who have completed their undergraduate degree. Additionally, all volunteers must be able to make a 1-year commitment. If you believe you may be an exception, please indicate this in your application, which we may consider on a case-by-case basis. Medical Students and Residents med student David Asuzu documents a patient visit Since its founding, SFFC has provided great opportunities for physician trainees to learn primary care . We regularly host fourth-year medical students from UCSF, Yale, and USC medical schools, as well as residents from local programs such as UCSF and CPMC.  If you are a trainee interested in rotating through our clinic, please have your medical school or residency program inquire on your behalf with Paula Martin , our clinic manager. National and state-level policy shifts are expected to make it even more difficult and costly to access health insurance. Though much remains uncertain about the future of our health care system, one thing is clear: the number of uninsured individuals is projected to rise sharply, with estimates suggesting that the number of uninsured people in San Francisco may double. In this climate, the role of the San Francisco Free Clinic as a vital safety net is more essential than ever. We remain steadfast in our mission to provide high-quality, accessible care to those who would otherwise go without—or end up in overwhelmed emergency departments.   Amid these broader shifts, this has also been a time of leadership transition at the Clinic. Last year, Drs. Richard and Tricia Gibbs stepped back from day-to-day operations after 31 years of co-leading the organization.  Drs. Ian Nelligan and Ashley Tsang have been continuing their legacy by leading the clinic with clarity, energy, and deep commitment to our shared values. Ian now serves as Executive Director, and Ashley continues in her role as Medical Director while expanding her leadership in development and outreach.  Richard and Tricia remain actively involved as Board members, ambassadors, and long-time champions of the Clinic’s mission. Everyone's primary role is the care of patients, but as a small clinic, we all take on other roles as well. Dr. Richard Gibbs Co-Founder & Board Chair Dr. Richard Gibbs founded the San Francisco Free Clinic with Dr. Tricia Gibbs in 1993. He is currently the Board Chair of the clinic where he continues to see patients and teach. The Drs. Gibbs are graduates of Yale School of Medicine (where they met and married), and they both completed their residency in family medicine at the University of Washington. In addition to his work at the clinic, Dr. Richard Gibbs is the Supervising Physician for the San Francisco Ballet. Dr. Tricia Gibbs Co-Founder, Board Secretary, and Treasurer Dr. Patricia Hellman Gibbs founded the San Francisco Free Clinic with Dr. Richard Gibbs in 1993. She established and served as the head of the clinic's diabetes program for many years. Tricia previously was a member of the U.S. Ski Team. After her professional skiing career, she attended Yale Medical School, where she and Richard first met and married. Both of them went on to the University of Washington, where they completed their residency in family medicine. Dr. Ian Nelligan Executive Director & Attending Physician Dr. Ian Nelligan began work with the San Francisco Free Clinic as an attending physician in 2022. He went on to work as interim Medical Director, and more recently as Assistant Clinic Director. Dr. Nelligan completed medical school at UNC Chapel Hill and residency at UCSF Family and Community Medicine. He was clinical faculty at Stanford School of Medicine for 9 years where he was the Director of Digital Health for Primary Care and Associate Director of the Stanford PA program prior to joining the San Francisco Free Clinic. Dr. Ashley Tsang Medical Director & Attending Physician Dr. Ashley Tsang is a primary care physician at the San Francisco Free Clinic where she also supervises the diabetes clinic and oversees grant applications. She attended medical school at University of Chicago and went on to UCSF to complete her residency in Family Medicine. In addition to her many duties at SFFC, she also practices addiction medicine at HealthRight360. Dr. Liz Hume Attending Physician & Board Member Dr. Liz Hume is a primary care physician at the San Francisco Free Clinic. She received her M.D. from Boston University School of Medicine and completed her residency in Internal Medicine at California Pacific Medical Center in San Francisco. Dr. Hume has been an attending physician at the San Francisco Free Clinic since completing her residency.   Paula Martin Clinic Manager Paula Martin worked as office manager for Tricia and Richard Gibbs since the days of their private practice. She stayed on with them when they started the San Francisco Free Clinic, and has worn the many hats required to run the Clinic smoothly ever since. Paula has a B.S. from Cal Poly San Luis Obispo in Kinesiology, with a minor in Corporate Fitness. Our funding depends entirely on financial donations from individuals, businesses, and foundations.  We believe that people have a basic right to live free of suffering from treatable or preventable illness, regardless of their ability to pay. I certify that I have no medical insurance or coverage under Healthy San Francisco (HSF), and that the problem for which I am being seen is not covered by Worker’s Compensation, insurance, or any other form of medical coverage (includes accident coverage, personal injury claims, or pending legal action). I will let SFFC know if and when my insurance status changes or any of the above listed apply, so that I may receive care elsewhere.  I further understand that SFFC is a teaching facility, which provides educational opportunities for future medical practitioners. I understand that while my care will be overseen by an attending physician, I may be cared for by a medical student, resident physician, nurse practitioner, or physician assistant. Because the practitioners are often here on a temporary basis, I understand that it will not always be possible to be cared for by the same practitioner on an ongoing basis.  I further understand that NO AFTER-HOURS CARE IS AVAILABLE. If an acute problem or emergency arises during hours when the clinic is not open, I will have to seek care elsewhere. Jessica’s bright spirit, kind soul, and unwavering compassion brought joy to everyone who knew her. Her loss leaves a profound hole in so many hearts. The Free Clinic was honored to be a part of Jessica’s journey. She first came to us as a RN volunteer; she then enrolled in the Family Nurse Practitioner program at UCSF and completed her clinical training here at the San Francisco Free clinic. After graduation, Jessica returned to volunteer, quickly becoming a trusted and much-loved member of our clinical team. Patients and staff alike were lifted by her warmth, generosity, and skill. In time, she extended her service further by joining our Board of Directors, where her steady wisdom and quiet strength shaped and supported our mission in lasting ways. Jessica loved the Clinic and gave her whole self to it—whether caring for patients, mentoring colleagues, or supporting us behind the scenes. We will remember her not only as a friend and colleague, but as family. We are deeply grateful for Jessica’s life, her service, and the countless ways she strengthened our community. Please keep her family in your thoughts during this difficult time.   Our Belief We believe that no one should suffer or die prematurely because they cannot get medical care. Unfortunately, millions who lack health insurance in America still do. The San Francisco Free Clinic mourns the pain of all who suffer. The clinic was founded to care for people with no health insurance who cannot find help elsewhere in a system fraught with racial disparity. We will continue this work, holding in our hearts the belief that every human is of one species and equal to every other. Medical Care for the Uninsured In an ideal world, everyone in our country would have health insurance. While that is not yet a reality, the nonprofit San Francisco Free Clinic serves as a critical safety net for those without insurance.  Our mission is to provide free, accessible medical treatment to the uninsured while advancing the field of primary care by providing educational opportunities for future medical practitioners. The policy describes patients' right to access and amend their protected health information. The San Francisco Free Clinic is part of an organized healthcare arrangement that includes participants in OCHIN. A current list of OCHIN participants is available at www.ochin.org. As a business associate of The San Francisco Free Clinic, OCHIN supplies information technology and related services to The San Francisco Free Clinic and other OCHIN participants. OCHIN also engages in quality assessment and improvement activities on behalf of its participants. For example, OCHIN coordinates clinical review activities for participating organizations to establish best practice standards and access clinical benefits derived from electronic health record systems. OCHIN also helps participants work collaboratively to improve the management of internal and external patient referrals. We strongly believe that everyone should have health insurance, and if you do not, we can help you explore your insurance options, while providing the care you need until you have coverage. If you are already receiving care with us, please call us at (415) 750-9894 for an appointment with our social worker, who is a certified Covered California enrollment counselor. Insurance Options Covered California is the place for Californians to buy insurance as set up by the Affordable Care Act (ACA). Some people call this Obamacare. You can buy private brand-name health insurance through this exchange -- if your income is below a certain level, you may qualify for a discount, or you may be directed to apply for Medi-Cal . You can apply directly online , or you can get some help in this process by making an appointment with our social worker. You may qualify for Healthy San Francisco (HSF) if you are uninsured, are below a certain income , and live in San Francisco. HSF is not officially health insurance, but it does provide excellent access to health care in San Francisco, including coverage for primary care, hospitalizations, emergency care, medication, and mental health care. You can apply  in person for HSF at an enrollment site. (Unfortunately, our clinic does not assist with this enrollment.) Medi-Cal (California's version of Medicaid) is free or low-cost health insurance for people below a certain income. Medi-Cal provides full health insurance benefits, including primary care, hospitalizations, medications, emergency care, and mental health coverage. There are many Medi-Cal providers in San Francisco, including clinics at UCSF and CPMC. You can apply for Medi-Cal online , in person at your local county human services agency , or by phone (800) 300-1506. Our social worker can also assist with this process. Most people 65 and older will automatically receive benefits from Medicare . Medicare provides hospital insurance (Part A) and outpatient medical insurance (Part B). Most people will receive Part A automatically if they have contributed enough money while working. Most people will need to pay for Part B, although there are sometimes government subsidies that assist with this cost. If you are 65 and older and have not already looked into your Medicare coverage, we encourage you to get help in figuring out your benefits, which can be complicated!   HICAP (Health Insurance Counseling and Advocacy Program  provides free counseling about Medicare benefits. You can reach them by phone at 1-800-434-0222.
