Fire Prep SGV: Home Assessments
The SGVCOG is excited to announce our newest addition to the Fire Prep SGV Program -
free home assessments designed to help you lower your wildfire risk!
These assessments provide San Gabriel Valley residents with a no-cost review of their
property to identify key strategies to improve fire resiliency. An assessment will take
approximately 45 minutes to an hour to complete. SGVCOG will assess your home’s
vulnerability and make recommendations relating to:

Through actions taken through the Governing Board and the Homelessness Committee, directions were given to seek funding and resources for San Gabriel Valley cities to provide services to address the immediate need and assist individuals facing homelessness. These recommendations included $15 million for the LA County Councils of Governments (COGs) for the period from January 2022 through June 2023, to be allocated to each subregion based on the 2020 point-in-time (PIT) homeless count. Between January 2022 through June 2023, the SGVCOG is scheduled to receive a total of $3.525 million. In August 2021, the Governing Board approved allocating the Measure H funding to four program categories designed to serve a range of populations and to allow various options for cities to participate with little to no administrative burden, to participate more actively on a regional basis, and/or to develop more intensive city- or cohort-specific programs. San Gabriel Valley Homeless, Mental Health, and Crisis Response Program An initial program pilot phase of the San Gabriel Valley Homeless, Mental Health, and Crisis Response Program has launched Summer 2022 in the cities of Arcadia, La Verne, Monrovia, San Marino, and South Pasadena. The program established alternative mobile crisis response teams to respond to and improve the outcomes of non-violent service calls and proactively engage youth in mental health. By dispatching clinicians and peer support navigators to non-violent service calls, the program will foster and build trust in communities that are calling out for change while freeing law enforcement to respond to the types of calls they are trained to handle. [email protected] SGV Mobile Crisis Feasibility Study Services to Supplement Existing Homeless Services Program The Los Angeles Centers for Alcohol and Drug Abuse (LA CADA) is providing services for people experiencing homelessness or at-risk of homelessness to supplement services that currently exist in the region. During general outreach, the team conducts outreach to known hotspots, and encampments, and incorporates new areas identified by the City or cohort personnel. The following are services that are being provided to City cohorts: Street Outreach Housing Navigation Mental Health Support Case Management Homelessness Prevention and Problem Solving Supportive Services High Acuity and Substance Use Disorder (SUD) Focused Outreach and Services for Persons Experiencing Homelessness (PEH) The Los Angeles Centers for Alcohol and Drug Abuse (L.A CADA) is delivering the trauma-informed, culturally responsive San Gabriel Valley High Acuity SUD-Focused Outreach and Services for PEH Program using evidence-based practices or elements of these practices. Services include: Intensive case management, counseling, and peer support Treatment services for substance use disorder (SUD), co-occurring disorders, and related supportive services Medical and mental health treatment Crisis housing and rapid rehousing assistance Connections to other services, such as those available through CES and SGVCOG Workforce Development Program In 2021, SGVCOG received a $1 million state budget earmark to implement a regional workforce development program. The program provides paid job training, case management support, and wrap-around services for a variety of workforce opportunities for adults and transition-age youth experiencing, or at risk of experiencing, homelessness. The program also serves residents at the tiny home interim housing sites in Baldwin Park and Montebello. SGVCOG is collaborating with God’s Pantry and Goodwill Industries of Southern California to implement the program and is building additional partnerships. San Gabriel Valley Regional Housing Trust The San Gabriel Valley Regional Housing Trust (SGVRHT) was formed in February 2020 as a Joint Powers Authority (JPA) to finance the planning and construction of affordable and homeless housing. The SGVRHT is governed by a nine-member Board of Directors composed of elected officials from seven cities that are members of the SGVRHT and two housing and homelessness experts. These documents are developed based on feedback and input from SGVCOG policy committees, city staff, and stakeholders. Adopted policy papers also guide the developments of the SGVCOG's annual legislative platforms and priorities. ENERGY POLICY The SGVCOG recognizes the impact of carbon emissions and supports energy policies that spur economic growth, protect public health, and maintain quality of life while minimizing our impact on natural resources and greenhouse gas emissions. The Energy Policy was originally adopted in 2009 and recently revised in 2021. Adopted SGVCOG Energy Policy OPEN SPACE PRESERVATION POLICY The SGVCOG continues to be committed to promote quality of life for all citizens, protect the San Gabriel Valley’s unique watershed and natural environments while guarding against wildfires, and prevent illegal activities and the spread of invasive species. This Policy was originally adopted in 2011 and recently revised in 2021. Adopted SGVCOG Open Space Preservation Policy SOLID WASTE POLICY The Solid Waste Policy was adopted by the Governing Board in 2009 to identify and implement pragmatic strategies that assist the San Gabriel Valley to plan for integrated, long-term, and reliable solid waste management needs. This Policy was recently revised in 2021 to support local jurisdictions to meet the State's waste reduction goals. Adopted SGVCOG Solid Waste Policy STORMWATER POLICY The SGVCOG seeks to promote quality of life for all residents by preserving and protecting the watershed and natural environment from polluted stormwater and to capture it and dry weather runoff to augment local water supplies. This Policy was adopted in 2016 to support agencies with comply to water quality standards. Adopted SGVCOG Stormwater Policy ZERO WASTE POLICY The SGVCOG acknowledges that waste generation negatively impacts the health of residents. As a result, a Zero Waste Policy was adopted in 2020 to serve as a long-term guide for the agency's commitment to reducing and eliminating waste and provide a framework for San Gabriel Valley cities and agencies. A quorum of the City Managers' Steering Committee is 40% of its membership. A quorum of the membership must be present to take action on any items. All meetings of the City Managers' Steering Committee shall be held in accordance with the Ralph M. Brown Act (Government Code Section 54950 et seq.). Regular meetings of the City Managers' Steering Committee are held on the first Wednesday of each month at 12:00 PM at the SGVCOG Monrovia Office, 3rd Floor (1333 S. About Participating Cities Events Resources Hubs Contact ABOUT THE PROGRAM According to the Environmental Protection Agency, one-third of the U.S. food supply goes to waste. Food waste recovery organization, ReFED, estimates that food waste emissions from landfills are equivalent to that of 72 coal-burning power plants. The passage of Senate Bill 1383 (SB 1383) in September 2016 imposed statewide targets to reduce the disposal of organic waste by 75% by January 1, 2025 (based on 2014 levels) and recover at least 20% of currently disposed edible food for human consumption by 2025. The California Department of Resources Recycling and Recovery (CalRecycle) finalized and adopted SB 1383 guidelines in November 2020 with the approval of the Office of Administrative Law. As a result, the SGVCOG launched the San Gabriel Valley Regional Food Recovery Program on September 29, 2021 to support member agencies to comply with SB 1383's food recovery mandates and significantly reduce food waste in the San Gabriel Valley. Known as one of the largest regional food recovery programs in California, this Program includes assessing commercial edible food waste generators, identifying and fostering partnerships with local food recovery organizations, implementing outreach and education endeavors, and developing and implementing inspection protocols. The SGVCOG is currently moving into Phase 2 of the SGV Regional Food Recovery Program. This expansion seeks to establish subregional food recovery hubs, increase the region’s food recovery capacity and infrastructure, and to continue to conduct outreach efforts to edible food waste generators, food recovery organizations, and residents about SB 1383 regulations. About Cities FRESH SGV Edible Food Recovery Micro Grant The FRESH SGV Edible Food Recovery Micro Grant Application is now open! Project funding requests should directly help recover and redistribute edible food that would otherwise go to waste in the San Gabriel Valley. The SGVCOG plans to award grants ranging from $15,000 to $80,000. Applications for funding outside of this range will also be considered but may not receive priority. First review of applications will occur on May 11, 2026, with the initial application period closing on May 28, 2026. Applications received after this date will be considered pending remaining funding. The FRESH SGV Edible Food Recovery Micro Grant aims to strengthen the capacity of nonprofit food recovery organizations throughout the San Gabriel Valley. Funding will support efforts to capture and distribute surplus edible food, helping to curb hunger, address high food costs, reduce greenhouse gas emissions, and divert food waste from landfills. Grant funds may be used for equipment, supplies, and support for existing personnel necessary to expand food recovery operations. Funded by a grant from CalRecycle. Apply Here! Hubs collect surplus food from grocery stores and restaurants and redistribute it to smaller food banks, food pantries, or directly to the community to reduce food waste and food insecurity in our community. Each hub serves a subregion within the San Gabriel Valley. The subregional hubs, their service areas, and their contact information are listed below.
