Two years later, she became one of the first women, if not the first, to become a partner in a major Fresno law firm, which was renamed Parichan, Renberg, Crossman & Harvey. In 2010, she became Of Counsel to Caswell, Bell & Hillison, continuing her representation of agricultural clients, ranging from farmers and packers to commission merchants and other businesses. Her interest in agriculture went beyond the legal sphere; she and her husband owned a small vineyard in Madera. Mrs. Harvey’s involvement with the State Bar and the ABA includes serving two terms on the Agribusiness Committee of the State Business Law Section and chairing the Agribusiness Committee of the Real Property, Probate, and Trust Section of the ABA. In addition, she served for nine years on the Board of the Kings View Mental Health Association and also as both legal counsel and President of the Fresno Women’s Network. SJCL is especially grateful for her guidance and inspiration to countless other women who followed her path through law school into the legal profession. Affordability Affordability San Joaquin College of Law is one of the most affordable law schools in California. Not only does the low cost of tuition and access to federal loans make SJCL very affordable but also the cost of living in this region is much lower than in larger cities. SJCL students enjoy the comforts of a small town feel in the middle of a metropolitan area. Located in downtown Clovis, and nestled in a park-like setting in close proximity to the Clovis City Hall and Police Department, SJCL is surrounded by shopping, restaurants, and housing within walking distance. Another benefit to attending law school in this community is there is plenty of free student parking and minimal traffic. Unlike Los Angeles or San Francisco, students use the time that would have been spent on the road in traffic, in the library studying instead. Congress passed this act to protect the privacy of student records and establish a method for student inspection of their own files and records. San Joaquin College of Law will release transcripts only upon written authorization. Students who wish to inspect their records must visit the Registrar Office. The U.S. Department of Education provided these funds to support the changes and challenges students experienced as a result of COVID-19. A Funding Certification and Agreement was signed by SJCL and returned to the grantor on April 28, 2020 certifying that we intended to use at least 50% of the Cares Act funds (required by the grantor) for emergency grants to students. Upon receipt of these funds, SJCL distributed more than 100% of the student grant funds to students. The total award to SJCL for Student Emergency Funds was $21,241. Another $21,241 was received for the Institutional portion of the emergency grant. The total amount of emergency grant funds distributed to students was $22,950. The total number of students eligible to participate in the emergency grant program at SJCL (the number of Title IV eligible students under Section 484 of the Higher Education Act) was 153. The total number of SJCL students who have received emergency grant funds under the CARES Act is 153. All 153 students eligible for grant funds received a check from SJCL in the amount of $150. No selection method was used to award the grant funds as all eligible students were included and each received the same amount of funds. At the Dean’s direction, each student received a check for $150, with the excess disbursement covered by SJCL. ($150 x 153 exceeded our award amount of $21,241.) Individual checks in the amount of $150 were placed in the postal mail to all 153 students on May 28, 2020, along with a letter announcing the Emergency Grant fund award. No direction or instruction to students was necessary as the funds were distributed evenly among all eligible students. Quarterly Report – Student Aid: October to December 2020 San Joaquin College of Law was awarded an additional grant of $449,120 under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. A condition of this award is that at least 50% of the award must be given to students which would be $224,560. The total amount of emergency grants distributed to students under this award was $238,668. The total number of student eligible to participate in this emergency grant program at SJCL (the number of Title IV eligible students under Section 484 of the Higher Education Act) was 179, nearly the entire student population at SJCL at the time. The total number of students who received emergency grants funds under this award was 179. All 179 students eligible for grant funds received a check from SJCL in the amount of $1,333.34. No selection method was used to award the grant funds as all students were facing increased needs due to the coronavirus pandemic and the need to attend classes virtually. Individual checks were placed in postal mail to all students on October 9, 2020. Quarterly Report – Student Aid: January – March 2021 No emergency grants were made during this quarter. HEERF II – Coronavirus Response & Relief Supplemental Appropriations Act 2021 (CRRSAA) Quarterly Report – Student Aid: March–June 2021 On January 19, 2021, San Joaquin College of Law received from the Department of Education its “Supplemental Grant Fund for Students” Notification to receive funding under Section 314(a)(1) of CRRSAA. At least the same percentage of funding for financial aid grants to students as was required under Section 18004(a)(1) of the CARES Act must be used to provide Emergency Financial Aid Grants to Students. The College received $21,421 for Emergency Grants to Students and $38,034 for Institutional Needs. The College opted to use all the funds for student needs. First Disbursement The total amount of emergency funds distributed to students was $15,000 under an Emergency Grant Program. Students were encouraged to apply for an emergency needs grant of $500 each for such immediate needs as food and rent. 30 students applied. The total number of students eligible to apply to participate in the Emergency Grant Program (the number of Title IV eligible students under Section 484 of the Higher Education Act) was 151. 30 students applied. Linda Rousse, the Managing Attorney for the Fifth District Court of Appeal, was hired by Justice Kenneth Andreen after graduating from SJCL in 1983. In fact, it was at the graduation reception that Justice Pauline Hanson approached her and encouraged her to apply for a job with the court! Justice Andreen said at the time he “took a chance” in hiring Linda because she had been the valedictorian of her graduating class. Since joining the court of appeal those 40 years ago, Linda has worked for Justices Jay Ballantyne, Charles Hamlin, Steven Vartabedian, and Jennifer Detjen. She has represented herself and her alma mater as the consummate legal professional. In 2011 she was selected by Presiding Justice Brad Hill to become the managing attorney of the court, the highest position that can be attained at a State Court of Appeal. And yet, these accomplishments were not without struggle. Linda began law school at SJCL the same year she was married, and her first son was born in the summer between her second and third year of school. While these struggles were real, she credits SJCL’s top-notch program and professors like the Honorable Hollis G. Best and the Honorable Oliver Wanger to push her and her fellow classmates to be their best. In addition to raising a young family while starting her legal career, Linda overcame breast cancer, assisted her aging parents, and cared for her husband as he struggled and lost his 10-year battle with cancer in 2014. Linda says each of these challenges became opportunities to learn. In addition to being a beloved member of the court of appeal: Linda was a member of the Chief Justice’s Appellate Case flow Workgroup to reform the statewide appeals process to prevent undue delay A member of the statewide team evaluating the Document Management System which will provide electronic access to documents for the court, parties, and the public A member of the management committee that implemented electronic reporter’s transcripts and electronic filing of all documents by the parties A major participant in organizing the visit for oral argument by the California Supreme Court in 2010 A member of the committee that coordinated the dedication of the current court building of the Fifth District Court of Appeal. Linda was born and raised in Fresno and currently lives in the home that she grew up in, which was designed by her father. She has two children – Jonathan Rousse and Brett Rousse, one daughter in law – Camelia, and three grandchildren – Aria, Alexa, and Liam. Linda says she is honored to join the ranks of inductees to the Hall of Fame whom she considers to be a prestigious group that brings honor and pride to San Joaquin College of Law.
