MONITORING NETWORK SSJWD Well Data Collection The Shandon-San Juan Water District is undertaking a data collection effort to get a better understanding of the hydrogeology that makes up our portion of the Paso Robles Groundwater Basin. In collaboration with District landowners, we are examining as many of our wells as possible to accurately map areas of relative connectivity and to distinguish areas that are less connected. The District will ultimately use this information to select wells that accurately represent each part of our area as monitoring wells to be used in implementation of the GSP. Well Data Collection Request to Landowners Published September 25, 2020 Consent Form for Well Access and Data Use Dear Shandon-San Juan Water District/GSA Landowner, One bright spot of 2020 is that, thanks to the cooperation of folks like yourself and other landowners, a Groundwater Sustainability Plan (GSP) was completed and submitted to DWR for the Paso Robles Groundwater Basin. Now it is time to embark upon the next phases of this journey. The Shandon-San Juan Water District is undertaking a data collection effort to get a better understanding of the hydrogeology that makes up our portion of the Paso Robles Groundwater Basin. One of the key steps in this process is to gather information from existing wells that will help us paint a better picture of what is beneath us including standing water levels, perforation elevations, well depth, and even just an accurate location. We need your help. We are reaching out because we think that you have one or more wells that could help us in our efforts and we would like to discuss the possibility of reaching an agreement that would allow the District, and our consultants and engineers, access and short term use of the information from your well. The District would also be grateful for any form of well data you can share, including photocopies of old well records. To gather the standing water data from the wells, we have hired Debbie Cooper and Charity Doherty from Wayne Cooper Ag Services. Using this data, the District’s hydrogeological engineer, GSI Water Solutions, will examine as many of our wells as possible to accurately map areas of relative connectivity and to distinguish areas that are less connected. The District will ultimately use this information to select just a few wells that will accurately represent each part of our area as monitoring wells to be used in implementation of the GSP. Just to clarify, this data collection effort is being led and funded by the Shandon-San Juan Water District so there is no cost to you as the landowner. The confidentiality of your data is of great concern to the District. During this study period, the District and our Consultant Engineer will hold this data solely for the purpose of this study. If you can help us and wish to participate, all you need to do is fill out this Consent Form for Access and Use of Well Data and share any old well records you have on hand. New Monitoring Wells & Stream Gages SSJGSA has helped the Department of Water Resources install a stream gage on Cholame Creek right above Shandon and completed installation on another stream gage on the San Juan Creek at Shell Creek Road crossing. The City of Paso added monitoring wells at the 13th ST bridge and at the Estrella/Airport Road crossing. The City of Paso Robles has also installed stream gages along the Estrella River at Whitley Gardens / Hwy 46 E Bridge and the Salinas River at San Miguel. PASO ROBLES AREA GROUNDWATER AUTHORITY GSA Partners The Sustainable Groundwater Management Act (SGMA), enacted in 2014, required local agencies to manage groundwater. Five local agencies — the City of Paso Robles, San Luis Obispo County, San Miguel Community Services District (SMCSD), Shandon-San Juan Water District, and Estrella-El Pomar-Creston Water District — formed GSAs and collaborated under a Memorandum of Agreement (MOA) to develop the Groundwater Sustainability Plan (GSP) t o sustainably manage the portions of the Paso Robles Basin underlying their combined service areas (i.e. all portions of the Basin located within San Luis Obispo County). With the GSP now approved by the State, a long-term governance structure was recently adopted to implement it more effectively. The Joint Exercise of Powers Agreement (JPA ), adopted in March 2025, supplants the MOA, and creates a legal entity, the Paso Robles Area Groundwater Authority (PRAGA), to oversee and fund GSP implementation. The 4-Party JPA defines governance, voting rights, funding mechanisms, and responsibilities. PRAGA will be funded primarily through groundwater extraction fees, though initial costs would be covered by contributions from the GSAs. The Authority has powers to regulate and manage groundwater use but does not replace the individual GSAs. San Miguel Community Services District elected not to participate in the JPA. GROUNDWATER SUSTAINABILITY AGENCY (GSA) WHAT IS A GSA? The Shandon-San Juan Water District has formed a Groundwater Sustainability Agency (GSA), the Shandon-San Juan GSA. GSAs are tasked with assessing conditions in their local basins and adopting local management plans or “Groundwater Sustainability Plans” (GSPs). Each high and medium priority groundwater basin must be managed in its entirety by one or more GSAs in a coordinated manner. For more information, download the fact sheets. PASO BASIN MODELING TOOL 3-D Model Presentation Based on SkyTEM Survey Data SSJWD recently hired GSI Water Solutions to create a three dimensional computer model of the layers of sediments making up the water holding components of the Paso Robles Groundwater Basin. This model utilizes publicly available data and analysis from the Sky-TEM electromagnetic helicopter survey of the Basin (links to data below). This 3-D tool is not only fascinating, but will be very useful in any future projects and to guide future management actions. PASO BASIN GSP 5-YEAR PERIODIC EVALUATION The Sustainable Groundwater Management Act (SGMA) requires periodic evaluation of approved Groundwater Sustainability Plans (GSPs) at least every 5 years. The periodic evaluation represents the Groundwater Sustainability Agencies’ (GSAs’) written assessment of GSP implementation and adaptive management. The Paso Basin GSAs submitted the 5-Year Plan Evaluation to the California Department of Water Resources on January 30, 2025 following a 30-day public comment period that closed in December. Thank you to all who contributed to this important process!. Progress Toward Sustainability The implementation of the GSP to date, in tandem with higher-than-average rainfall over the past two years, has been effective in preventing further declines in groundwater levels and, by extension, reduction of groundwater in storage. These activities, in addition to planned Projects and Management Actions indicate progress toward achieving sustainability in the first 5-year period of SGMA implementation. Key Takeaways Over the past five years, groundwater monitoring data revealed rising water levels due to above-average precipitation, with no significant changes in subsidence or water quality conditions linked to groundwater management. Significant strides have been made in data collection, policy changes, and governance, with water level declines in most representative monitoring sites reversed, indicating notable progress toward sustainability. See Summary Table The GSAs believe it is premature to revise or amend the existing GSP at this time. Several key activities, such as the installation of more monitoring wells and initiation of GSP projects and programs, are still in progress.
