Agencies and independent contractors can request transportation modeling analysis through WRCOG. Users can access the RIVCOM model files for a subscription fee, or can ask WRCOG for separate analysis on a per use fee basis. Transportation Modeling Services WRCOG Transportation and Planning Department administers and distributes the Riverside County Transportation Model (RIVCOM). Agencies and independent consultants can access the RIVCOM model either through executing a User Agreement and User Fee, or WRCOG can, upon request, provide RIVCOM analysis on a per use basis. The RIVCOM model is a complex system that analyzes road networks, socio-economic data, driver behavior, and goods movement to predict where traffic flow will occur as the population grows and changes. While the RIVCOM model covers the entire SCAG region, Riverside County is the focus of analysis, and the model data is more disaggregated within the County as opposed to other areas of the region. The table below outlines the various costs associated with the model. WRCOG.us/GA Home Programs Energy Inland Regional Energy Network (I-REN) Inland Regional Energy Network (I-REN) Inland Regional Energy Network (I-REN) Energy Overview Inland Regional Energy Network Program, also known as IREN, is an Energy program that conducts the administration of energy efficiency programs. In 2012, the California Public Utilities Commission (CPUC) authorized a new model for administering energy efficiency programs outside the traditional Investor-Owned Utility (IOU)-administered paradigm. These new models are known as Regional Energy Networks (RENs). The CPUC sought for the RENs to address the following three operational areas: Undertake programs that the IOUs cannot or do not intend to do. Target hard-to-reach areas and disadvantaged communities. Design programs that have the potential to be scaled to larger geographic areas. In addition to these directions provided by the CPUC, RENs were also directed to address Workforce Education & Training, technology development, and programs within the field of Water / Energy Nexus. The goal of a REN is to implement and administer energy efficiency programs the current IOUs cannot or do not have the available resources to implement within their service territory. In addition to this goal, RENs look to fill the economic and geographical gaps of distant, hard-to-reach, and disadvantaged communities that IOUs cannot access or have a difficult time accessing to promote energy efficiency opportunities. Since 2018, the Western Riverside Council of Governments (WRCOG) has partnered and has been strategizing with the Coachella Valley Association of Governments (CVAG) and San Bernardino Council of Governments (SBCOG) on development of a REN to service the Inland Counties of Riverside and San Bernardino, with WRCOG acting as the lead agency. This tri-COG group hereby collectively referred to as the Inland REN (“I-REN” or “I-REN Team”) for the purposes of this program, has submitted a Business Plan to the CPUC, and has been approved to become a REN Program Administrator (PA), with the desire to address CPUC goals and objectives described in Rulemaking 13-11-005 concerning Energy Efficiency Rolling Portfolios, Policies, Programs, Evaluation, and Related Issues. The I-REN Business Plan addresses three sectors – the Public Sector, the Codes & Standards Sector (C&S), and the Workforce, Education & Training Sector (WE&T). Throughout these sectors, there will be a strong focus on hard-to-reach communities and disadvantaged communities within the I-REN territory. The I-REN Business Plan was approved by the CPUC on November 18, 2021, with a budget of $65 million to be funded through program years 2022 to 2027. Public Sector and related subprograms: I-REN plans to implement a Public Sector program and related subprograms for the purpose of achieving local and State Energy Efficiency goals. Codes & Standards Sector and subprograms: I-REN will implement a dynamic and targeted set of programs to assist local government agencies in better understanding and enforcing energy building codes. WRCOG.us/GA Home Programs Energy Regional Streetlight Program Regional Streetlight Program Regional Streetlight Program Energy Overview The Regional Streetlight Program assisted 11 local governments with purchasing utility-owned streetlights, managed a regional LED retrofit project, and continues to provide operations and maintenance support to participating agencies. The Regional Streetlight Program was designed to facilitate the sale of over 50,000 utility-owned streetlights to 11 local governments in Western Riverside County, and provides streetlight LED conversion and maintenance services. As one of WRCOG’s most extensive energy efficiency programs, this initiative will generate up to $70 million dollars over 20-years in net savings and reduce annual energy use by 17.4 million kWh. In addition to cost savings and reducing energy consumption, WRCOG secured and will disburse over $3.6 million dollars in utility rebates to the participating agencies. Some benefits to converting the streetlights to LED are: reduced electricity bills lower energy consumption improved public safety and roadway visibility less light pollution even light distribution, with fewer dark areas longer lifespan Smart Streetlights Implementation Plan One of the emerging topics in local government is the topic of smart cities. While there is no universally agreed upon definition of a smart city, it can be defined as one that responds to its citizens’ needs in new and improved ways. A smart city is an approach to urbanization that uses innovative technologies to enhance community services and economic opportunities, improves city infrastructure, reduces costs and resource consumption, and increases civic engagement. As part of the Regional Streetlight Program, WRCOG developed a Smart Streetlights Implementation Plan and Broadband Assessment to identify opportunities for member agencies to leverage streetlighting infrastructure to implement smart city technologies and promote development of broadband networks. This Plan includes a peer review of existing smart city projects and programs by other cities, and an analysis of smart city technologies that can be used for various applications, including: Economic Mobility Public Safety Environmental / Sustainability Connectivity / Asset Management The Smart Streetlight Implementation Plan included a review of procurement strategies, such as public-private partnerships, licensing agreements, and outright purchases using grants. The Plan also included an implementation strategy that public agencies can use to implement smart city technologies. WRCOG Smart Streetlights Implementation Plan Broadband Assessment A key requirement for smart cities is broadband access. Within Riverside County, there are several previous and on-going efforts to identify broadband gaps, review development opportunities, and facilitate development of public and private broadband networks. At the request of the City of Jurupa Valley, WRCOG included a Broadband Assessment with the Smart Streetlights Implementation Plan to assess existing regional broadband efforts and inform WRCOG and its member agencies on the potential for additional efforts to encourage development of broadband networks in western Riverside County. The Broadband Assessment includes a peer review of the County of Riverside’s RIVCO Connect initiative, the Inland Empire Regional Broadband Consortium’s initiatives, the South Bay Cities Council of Government’s Fiber Network, and two municipal broadband providers in the Inland Empire. WRCOG Broadband Assessment Transforming the Night Sky and Aerial Photography Riverside County is one of the first governing bodies in the world to restrict outdoor lighting to preserve the darkness of the night sky. While the intent of limiting light pollution was to benefit a nearby observatory, it is also considered by many to be a significant contribution to the quality of life in the County. Light pollution may be reduced by use of LED street lighting due to the ability to accurately direct light onto the street, thereby reducing overall light output, light intrusion on nearby areas, and upward light. To depict this, WRCOG organized for “before” and “after” nighttime ground and aerial photographs to be taken of communities in the subregion where the streetlights were converted to LED. In addition to ensuring that all LED lighting complies with County outdoor lighting regulations, AMA recommendations, and CalTech’s Mt. Palomar Observatory recommendations, LightSuite proposes modernization to all existing ordinances and coordinates them with the State of California’s outdoor lighting regulations put in place since 2006. Properly implemented, LightSuite will help improve planning, permitting and enforcement in every community, and help the County of Riverside maintain its status as one of the largest dark sky preserves in populated areas of Southern California. WRCOG LightSuite Streetlight Demonstration Areas In 2016-2017, WRCOG partnered with the City of Hemet to implement an LED Streetlight Demonstration Area to gather feedback on new lighting technologies that were considered for widespread use as part of the Program. Over 100 people attended five Streetlight Demonstration Area tours in City consisting of members of the public, elected officials, city staff, law enforcement, astronomers, and scientists. WRCOG.us/GA Home Programs Transportation VMT Mitigation Program VMT Mitigation Program VMT Mitigation Program Transportation Overview WRCOG, in partnership with its member agencies and key regional stakeholders, has developed a voluntary exchange program (Program) to provide a method to mitigate vehicle miles traveled (VMT) impacts under the California Environmental Quality Act (CEQA).  WRCOG will serve as the Program Administrator and main point of coordination for Participants. The voluntary Program will provide projects that need to offset significant VMT impacts to purchase VMT credits generated by Participants with VMT credit-generating projects or programs. These changing circumstances involve incorporating changes to State regulatory guidance and as the program evolves. WRCOG.us/GA Home Programs Environment and Recycling Clean Cities Coalition Clean Cities Coalition Clean Cities Coalition Environment and Recycling Overview The Western Riverside County Clean Cities Coalition brings together local government and private industries to expand the use of alternatives to petroleum fuel, by promoting the education and adoption of advanced technologies in transportation. The Coalition helps municipalities manage the expanding use of alternative fuel vehicles (AFV) in the sub region while promoting resources strengthening AFV infrastructure. Western Riverside County Clean Cities Coalition The Western Riverside County Clean Cities Coalition (Coalition) was established as a WRCOG Program in 1997 and is part of a national network of about 75 Coalitions supported by the U.S. Department of Energy.  The Coalition brings together local government and private industries to expand the use of alternatives to petroleum fuel and promote education and technical assistance in support of advanced technologies in transportation. Inland Zero Emission Vehicle Network The Inland Zero Emission Vehicle (ZEV) Network serves as a resource hub, fostering collaboration, sharing information, and supporting the adoption of ZEV technologies. Participants include local agencies, utilities, fleet operators, regulators, educational institutions, manufacturers, fuel providers, community organizations, and more. Regular meetings and periodic site visits allow participants to better understand ZEV policies, expand their networks, access resources, and gain hands-on experience with zero-emission vehicle technologies. Working in partnership with the Southern California Clean Cities Coalition, WRCOG continues to maintain and grow this effort to provide a broader resource throughout the Inland Empire. The Annual ZEV Forum provides an opportunity for zero-emission vehicle stakeholders in the Inland Empire to network, share resources, hear from industry experts, and experience zero-emission vehicle technologies first-hand. Workshops and interactive sessions facilitate discussion and information sharing around technology, policies, programs, and other important efforts to expand ZEV deployment in the Inland Empire. Community Mobility Options Project – Electric Vehicle Get in Drive Everywhere (EVGIDE) Working with community partners, the Coalition completed a Community Transportation Needs Assessment (CTNA) in 2021 for focused census tracts in the Cities of Corona, Hemet, and Moreno Valley. The project was funded by the Clean Mobility Options (CMO) Program, supported by the California Air Resources Board. The goal of this work was to aid understanding of mobility needs and the options available in disadvantaged communities within the subregion that experiences the highest burden from air pollutants and stands to benefit the most from transportation solutions. WRCOG was awarded a $1.5M grant to support the deployment of zero-emission community car-share vehicles in the subregion. The project will deploy 15 vehicles across the Cities of Corona, Moreno Valley, Hemet, and San Jacinto, which residents can “rent” hourly using a mobile application. Visit EVGIDE for more info Western Riverside County Municipal Green Zones WRCOG has been awarded funding through the California Air Resources Board (CARB) and the California Energy Commission (CEC) under the Advanced Technology Demonstration and Pilot Project (ATDPP) program, in the Municipal Green Zones category. This project is a collaborative effort with several Local Partner Agencies, including: City of Banning City of Moreno Valley Riverside County Purchasing and Fleet Services Riverside County Transportation and Land Management Agency WRCOG is also partnering with the Long Beach Clean Cities Coalition, whose industry-leading technician training was developed by the Cerritos College Advanced Transportation and Logistics Center. What the Grant Will Support: Zero-Emission Vehicle (ZEV) Deployment: Purchase and integration of ZEVs into local agency fleets. Charging Infrastructure: Installation of EV charging stations to support fleet operations. Technical Training: Hands-on training for fleet technicians to ensure safe, efficient, and long-term vehicle maintenance. Transition Toolkit: A guide documenting lessons learned, challenges, and best practices to help other agencies plan and execute their own ZEV transitions.
