In April, BayREN released its 2025 Annual Report: Designed for People, Powered by Local Solutions , which documents program implementation, outcomes, and community benefits achieved across the Bay Area during the year. BayREN also submitted its proposed 2028–2035 Business Plan to the California Public Utilities Commission in March, outlining a portfolio of future programs and partnerships to expand climate, health, and energy affordability solutions. Together, these documents reflect BayREN’s focus on providing measurable outcomes today while planning for equitable impact in the years ahead. The 2025 Annual Report demonstrates how BayREN’s unique governance model continues to deliver results by remaining grounded in local priorities. In 2025, BayREN soft-launched the new BayREN Refrigerant Replacement Program, which supports small businesses in replacing harmful refrigerants with environmentally friendly alternatives. BayREN also launched Efficiency and Sustainable Energy (EASE) Home , a redesigned single-family program that offers direct installation of energy efficiency, weatherization, and health and safety upgrades for income-qualified households. Key highlights across BayREN programs in 2025 include upgrades to more than 5,000 homes, 58 trainings serving over 1,100 attendees, and assistance provided to 78 local governments. Collectively, BayREN programs have delivered 4.6 million MMBtu of lifecycle net energy savings and avoided 296 million metric tons of CO 2 e since 2013. “A key strength of BayREN’s model is its partnerships with local governments,” shares BayREN Director Jane Elias. “County members, working with their communities, collaborate in shaping outreach, identifying community needs, and ensuring programs reflect local priorities. This locally driven approach allows BayREN to pilot innovative solutions, refine them through real-world feedback, and scale what works across the region.” As a result of these partnerships, BayREN improves program implementation, contributes to climate and energy efficiency efforts, and addresses energy affordability for community members. BayREN also helps local governments leverage other funding sources to improve energy efficiency and reduce greenhouse gas emissions, such as over $1.6 million for farmworker housing in Santa Clara County. This strong foundation of collaboration and performance informs BayREN’s vision for the future. Building on the successes documented in the 2025 Annual Report , BayREN’s 2028–2035 Business Plan outlines a proposed portfolio of 10 regional programs and one statewide program, expanded workforce education and training initiatives, and new opportunities for local governments and community-based organizations to pilot community-designed energy solutions. Developed through extensive stakeholder engagement, the Business Plan prioritizes equity, resilience, and health, with 66% of the proposed budget dedicated to households and communities that have historically faced barriers to participation. Together, BayREN’s recent accomplishments and forward-looking strategy position the region to continue scaling innovative, locally rooted energy and climate solutions. PCAs include natural habitats, farms and ranchlands, recreation areas, urban green spaces and locations that can help fight the effects of climate change. PCAs are nominated by local jurisdictions with land use authority (such as open space districts, city and county parks and recreation departments, and other local entities) and adopted by ABAG, opens in a new window) More than 180 existing PCAs have been adopted by ABAG. Five Types of PCAs PCAs are categorized by five designations that recognize the vitality of the Bay Area’s natural systems, rural economy and the health of all residents: Natural Lands Agricultural & Working lands Urban Greening Recreation Climate Adaptation PCA Mapping Viewer Visualize the most up-to-date PCA information including locations and types. See the PCA Mapping Viewer. 2025 PCA Nominations and Amendments In September 2025, PCAs were amended and new nominations approved to align with the updated PCA Framework Refresh. The Refresh strengthens PCA consistency, equity and climate resilience across the Bay Area. Amendments: 173 existing PCAs led by 37 local agencies were amended, while 12 required no changes. Nominations: 69 new PCAs were nominated by 15 jurisdictions, covering about 130,000 acres.  The amendment and nomination process provided direct engagement with local government staff supported by tools, mapping assistance, and office hours. Additional Details Nomination Cycles & Amendments Nomination Cycles The 2025 PCA nomination cycle is now closed. There have been four prior nomination cycles since the PCA planning framework was originally developed in 2007. In spring 2024, the PCA planning framework was updated to establish program objectives and data indicators, resulting in the need to amend designated PCAs to align with the updated framework. Amendments In 2024, many of the 185 PCAs were amended to meet the new eligibility criteria established by the PCA Refresh. Additionally, in spring 2025, jurisdictions that had not yet amended existing PCAs received an opportunity to amend PCAs. Jurisdictions received an email from ABAG to direct the jurisdiction on the amendment actions needed. Staff reviewed amendments to ensure eligibility criteria were met before requesting a final approval from the jurisdiction. For more information on PCA amendment status as of January 2025, see: Amended PCAs Jurisdictions with amendments needed PCAs with amendments needed PCA amendments from spring 2025 will be approved at the same ABAG Executive Board action as PCA nominations in September, 2025. PCA Framework Refresh MTC and ABAG were awarded a grant from the Sustainable Agricultural Lands and Conservation (SALC) Program managed by the California Department of Conservation to support a refresh of the PCA planning framework. The refresh effort kicked off in June 2022 and concluded in May 2024. It identified recommendations to improve the effectiveness of the region’s conservation planning framework, and incorporated a wider range of policy concerns, such as equity and resilience to climate hazards. Priority Conservation Area Refresh Final Report The PCA Final Report laid out a suite of reforms to the PCA planning framework and was adopted by the ABAG Executive Board in May 2024. ABAG is part regional planning agency and part local government service provider. We accomplish our goals by providing planning services and cost-effective ABAG member services to local governments struggling with rising costs and diminishing incomes. The consolidated staff of ABAG and the Metropolitan Transportation Commission (MTC) staff have been working as one team since 2017. Within each of these two categories we perform a broad range of activities for our members. ABAG outlines work program goals and objectives for the Bay Area’s nine counties and 101 cities and towns every year, and we are primarily governed by the following: Executive Board General Assembly Committees In some cases, ABAG has the authority to enact certain legislation on behalf of the Bay Area, for example the state-mandated Regional Housing Need Allocation , or RHNA. We also operate as the state-designated clearinghouse for federal grant applications.
