Chapter 22.302 – ACTON COMMUNITY STANDARDS DISTRICT 22.302.010 – Purpose. The Acton Community Standards District (“CSD”) is established to protect and enhance the rural, equestrian, and agricultural character of the community and its sensitive features including significant ecological areas, floodplains, hillsides, National Forest, archaeological resources, multipurpose trail system, and Western heritage architectural theme. The standards are intended to ensure reasonable access to public riding and hiking trails, and to minimize the need for installation of infrastructure such as sewers, streetlights, concrete sidewalks, and concrete flood control systems that would alter the community’s character, while providing for adequate drainage and other community safety features. (Ord. 2019-0004 § 1, 2019.) 22.302.020 – Definitions. (Reserved) 22.302.030 – District Map. The boundaries of this CSD are shown on Figure 22.302-A: Acton CSD Boundary, at the end of this Chapter. (Ord. 2019-0004 § 1, 2019.) 22.302.040 – Applicability. This Chapter shall apply, as appropriate, to any land division, building permit for either a new structure or a specified addition to an existing structure, or grading permit. (Ord. 2019-0004 § 1, 2019.) 22.302.050 – Application and Review Procedures. A Ministerial Site Plan Review ( Chapter 22.186 ) application shall be required for the determination of whether or not a proposed development complies with the provisions and development standards prescribed in this Chapter. (Ord. 2019-0004 § 1, 2019.) 22.302.060 – Community Wide Development Standards. Except where a more specific application is prescribed or prior to the approval of a new structure or addition to an existing structure where the cumulative area of all additions made after the adoption of this CSD adds at least 400 square feet to the footprint of either primary or accessory structures, an application in compliance with Section 22.302.050 (Application and Review Procedures) shall be submitted to assure compliance with the following development standards: A. Hillside Design Considerations. Hillside resources are among the most important features of the Acton community. Hillside regulations shall be enforced by a specific written analysis in each case, demonstrating conformance with the following objectives. Development plans shall comply with the following objectives: 1. Preserve to the greatest extent possible existing natural contours and natural rock outcropping features. Structures and required provisions for access and public safety should be designed to minimize encroachment on such features by the use of such techniques as curvilinear street designs and landform grading designs which blend any manufactured slopes or required drainage benches into the natural topography; 2. Preserve to the greatest extent possible the natural silhouette in significant ridgeline areas. Significant ridgelines are the ridgelines that surround or visually dominate the Acton landscape either through their size in relation to the hillside or mountain terrain of which they are a part, or through their visual dominance as characterized by a silhouetting appearance against the sky, or through their visual dominance due to proximity and view from existing development, freeways and highways designated as Major, Secondary, or Limited Secondary on the Highway Plan; 3. While observing minimum lot area standards contained in this Chapter, cluster development where such technique can be demonstrated to substantially reduce grading alterations and contribute to the preservation of native vegetation and prominent landmark features; 4. Blend buildings and structures into the terrain by sensitive use of building setbacks, structure heights, and architectural designs; and 5. Minimize disruption of view corridors, scenic vistas, and adjacent property by the use of sensitive site design and grading techniques. B. Preservation of Native Vegetation. Development plans shall emphasize the protection of, and revegetation with, native vegetation, including the native plants, grasses, shrubs, and trees which intercept, hold, and more slowly release rainfall than bare earth surfaces. It is intended that equestrian uses such as stables and arenas which will result in vegetation removal be accommodated, provided the design of these uses does not create erosion or flooding potential that would create a safety hazard to structures or off-site property, as determined by Public Works. On any lot consisting of one acre or greater, the removal or destruction of native vegetation exceeding 10 percent of the lot area within any 12-month period shall require a Minor Conditional Use Permit ( Chapter 22.160 ) application. 1. Application Required. A Minor Conditional Use Permit ( Chapter 22.160 ) application is required for any application involving grading (including brushing or vegetation removal to accommodate equestrian uses). A site plan for review must be included as part of the application. This information may be submitted in conjunction with other site plan information that may be required for the project. Within hillside areas, such application must comply with Chapter 22.104 (Hillside Management Area), which requires a Conditional Use Permit ( Chapter 22.158 ) application for projects in hillside management areas. Such application shall not substitute for Oak Tree Permit ( Chapter 22.174 ) application requirements. Material submitted shall include: a. A description of the property, accompanied by a map showing the topography of the land and the location of any drainage courses; the location and extent of the proposed work and details of the precautionary measures or devices to be used to prevent erosion and flood hazards, including, if necessary, a drainage plan by a civil engineer showing routing of runoff, estimate of quantity and frequency of runoff, character of soils, and channel sections and gradients; b. A landscaping plan supportive of this Subsection B showing existing and proposed landscaping, acceptable to the Department. Such plan shall specifically identify California junipers, manzanita, Great Basin sage, and Joshua trees and generally describe the type and condition of native vegetation. Soil types shall be specified to assess the feasibility of revegetation. Relandscaping of disturbed areas should emphasize the use of existing native, drought tolerant vegetation; c. A long-term maintenance program for all landscaping in the proposed plan, both undisturbed and revegetated; the program shall focus on revegetated areas and shall cover a two-year period; funding provisions for the maintenance program shall be specified; and d. Such other vegetation information as the Director may deem necessary to fulfill the purpose of protecting property and public safety and preserving the character of the Acton community. 2. Issuance Conditions. The Review Authority shall approve the application, with appropriate conditions, relating to this Subsection B only, for all or a portion of the proposed work when satisfied: a. That the performance of such work is consistent with the intent of this Subsection to preserve native vegetation; b. Fish and birds easily mistake deflated balloons as food. Many choke and die from the results of ingestion. Do your part. Reply actontowncouncil May 2, 2016 at 10:21 am The Acton Town Council received several emails this morning that raise concerns regarding a balloon release event sponsored by “Forever Pet Rescue”. I am not sure if your email addresses this balloon release event, but I assume it is. The Acton Town Council is unaware of the event and is not familiar with this rescue operation. A review of the “Foreverhome Pet Rescue” website does not provide any details and does not mention the event. Foreverhome Pet Rescue is not identified on the list of licensed Animal Facilities in Los Angeles County, so there is virtually no information to go on. I received a link to a facebook page that talks about the event; the facebook page indicates that the balloon release will be in Acton, but I did not see where. Acton is 100 square miles in size, so more specific information would be greatly appreciated. I would appreciate it if you could provide more information about the event so that the Acton Town Council can notify the responsible county agency regarding your concerns. We can move forward as soon as you are able to provide additional information regarding where this event will occur and who is implementing it. I’ve personally witnessed sea birds and sea turtles that died from balloon strangulation. Thank you for doing what you can to stop it. Subject: Opposition to the Proposed Angeleno Battery Project in Acton, CA Dear [Recipient Name], I am writing to express my strong opposition to the proposed Angeleno battery project in Acton, CA. As a concerned resident, I believe this project poses significant risks to our community, natural environment, and landscape, which cannot be overlooked. Firstly, the sheer scale of the project is concerning. According to GIS data, the Angeleno battery project spans over a mile, stretching from Foreston to Malinta. This massive development will undeniably impact the rural character of Acton, which contradicts the criteria required for a General Plan Amendment under the Antelope Valley Area Plan. Moreover, our community is located within a “Very High Fire Hazard Severity Zone.” This designation, which we are actively disputing with CALFIRE, has implications for fire insurance rates and overall safety. The proposed 1,200 MW battery storage project would be the largest of its kind in the world, and considering that the current largest facility (400 MW) has caught fire or melted multiple times, the risks to our community are too great to ignore. Furthermore, the Angeleno project requires the construction of a new 500 kV transmission line, approximately one mile long, to connect to the Vincent substation. This new right of way will affect several parcels, negatively impacting property owners in the area. Additionally, the project developer lacks experience with constructing battery storage facilities. The inexperience of the developer, coupled with the unprecedented size of the project, significantly heightens the potential hazards to our community. Lastly, the proposed project is in direct conflict with the County General Plan Element, which classifies energy projects like this one as “Major facilities” that should not encroach upon residential areas. The General Plan also emphasizes the protection of rural communities from the encroachment of incompatible development, such as the Angeleno battery project. In summary, the Angeleno battery project contradicts numerous guidelines and regulations set forth in the Antelope Valley Area Plan and the County General Plan Element. The potential risks to our community and environment far outweigh any potential benefits. I urge you to reject the General Plan Amendment, zone changes, and conditional use permit necessary for the project to proceed. Thank you for your time and consideration. Present; Jeremiah Owen, Pam Wolter, Jacki Ayer, Don Laird, June Perkins and Kelly Teno. Community Comments – None Announcements & Correspondence – Jacki announced events and meetings happening in LA County and the AV Area in November. Next week the LA County Department of Regional Planning will be approving an amendment to a recorded lease subdivision map that will strip away all lease subdivision requirements and improvements so that the owner can develop a 16 pump gas station, fast food business, and convenience store on the property next to the Union 76 station. Beginning on November 17, the LA County Department of Public Works has scheduled tree trimming for public roadside trees in West Acton. The ATC received an email from a resident up Red Rover Mine Road who has been informed that the property next to them will soon be used as a poultry farm with more that 2,000 chickens. The resident also indicated there were violations on the property. We have requested that they summarize the violations so we could forward them to the correct agencies. We have also reached out to the California Waterboards for information on regulations pertaining to waste handling. The ATC has received a response from Public Works regarding the October 6, 2025 discussion of traffic safety and placing red flashers on several existing stop signs, none of the locations met the criteria. Regional Planning has announced that the Countywide Community Wildfire Protection Ordinance Survey is now open for all unincorporated Los Angeles County residents and stakeholders. We have requested a flyer to place on our website. We received a notice from the Forest Service that they will tear down and fully decommission the Los Cantiles Picnic Site in Bouquet Canyon. Meanwhile they will be upgrading and replacing facilities in campgrounds on the south side of the mountains. We received a response from Public Works regarding the October 6, 2025 discussion of how the County’s Road Maintenance Division has Acton split down the middle which causes problems in reporting road hazards. The library events were announced in Jim Walls absence. Department of public Works will be conducting tree trimming in West Acton starting November 17, 2025. LA County Food Truck Regulations – Ruth Brock from Acton Takes Action gave an update, the unincorporated areas are left out of the loop. Residents spoke out about the issues they see with the Food Truck Vendors and the need for more enforcement and regulations. Their comments included being worried that the food trucks are taking away from local businesses, are the health codes being checked and are they supposed to have letter grades like restaurants. There are fire risks from the street vendors and their barbeque. They have no liability for a fire. They have generators, gas cans, and propane. Pictures need to be sent of their grills, gas cans etc…The owner of Don Chatos spoke and he believes they are hurting our community. Jacki went through the State of CA Regulations and they only seem to include sidewalk vendors . The ATC will ask for a sit down with Kathryn Barger to express the concerns of the community and see how it can be solved. It was spoken about the whole curb in front of Don Chatos and the 76 Station being painted red. This will help with the line of sight issues the one food truck imposes. The sign for parking times on Antelope Woods were discussed. Residents need to call and report food trucks parking early. Deputy Martinez spoke about going out with the Health Department and that he requests the Health Department every month. Jacki stated that the food trucks are required to show a letter grade and report where they will be parked to the Health Department. Jacki Ayer made a motion that the ATC request a meeting with Supervisor Barger and other Supervisors to eliminate the health and safety violations and comply with the state and local laws. Pam Wolter 2nd the motion. The motion carried. Gas Station -Jacki gave a full background of the property. The property originally was permitted for lease subdivision/office space and fire lanes. The new property owner wants to build a 16 pump gas station, convenience store, and fast food. Jacki went over the reasons they can not just get rid of the office space and fire lanes. This new development needs a new CEQA study. Jacki discussed the ways they are violating CEQA. She also spoke about traffic studies and how this development could trigger a traffic signal. The hearing is on November 19, 2025, Agenda Item 9. Jacki Ayer made a motion to write a comment letter from the ATC and send Ruth Brock to speak on the project. Don Laird 2nd the motion. The motion carried. Proposed Hydro Dam – Notice was received from FERC (Federal Energy Regulatory Commission). A developer from Northern California wants to construct a large hydro dam in east Acton near the Edison facility. It will consist of a water reservoir up top and one down below. During peak hours it will generate electricity and send it to the SCE Vincent Station. The deadline to file is November 23, 2025. Jacki Ayer made a motion to apply for intervenor status in the proposed Acton Pumped Hydro Project before the FERC. June Perkins 2nd the motion. The motion carried. Special Election – It was announced that the ATC due to oversight did not plan an election in November. It was suggested to hold a Special Election in January, which will give plenty of time for Acton residents to run for open seats. Pam Wolter made a motion to convene a Special Election and to have an election if needed. Don Laird 2nd the motion. The motion carried.
