With over three decades of experience in the energy and water industry, Haines brings a wealth of knowledge to the role. Haines has served as AMP’s Interim General Manager since May. Alameda Municipal Power, one of the nation’s oldest public or private utilities, serves more than 38,000 residents and businesses in the City. Committed to providing clean, sustainable, and reliable power, AMP has achieved 100% clean energy since 2020, making the City of Alameda the lowest greenhouse gas emitting community in Alameda County and one of the lowest in the State of California. As General Manager, Haines will function as the administrative head of the department, ensuring alignment with the City’s policies and strategic goals. Haines will further the strategic vision of the organization and provide direction on work related to the design, engineering, construction, maintenance, and operation of AMP facilities and businesses. “Tim’s extensive experience and proven leadership make him an ideal choice to lead AMP,” said City Manager Jennifer Ott. “I am confident in his ability to implement AMP’s strategic plan and look forward to working together to continue to find innovative ways to maintain a strong safety record, increase reliability, and grow our commitment to a sustainable future.”    Prior to joining AMP, Haines served as the Interim General Manager of California Community Power, a Joint Powers Agency comprised of nine California Community Choice Aggregators serving three million customers across more than 145 municipalities. He has also held leadership positions at State Water Contractors and the California Department of Water Resources. Eligibility Eligible Participant(s) must have an active AMP utility account. Participant(s) must be serviced on AMP ’s residential D1 rate schedules. New construction is not eligible. The installation or remodeling of an additional dwelling unit is considered new construction. Participant(s) can reapply for programs every five (5) years per program requirements. The rebate cannot exceed the pre-tax purchase price after discounts, credits, and other rebates of products, and, or equipment. Removing overhead utility lines is one of the most noticeable improvements a neighborhood can make. Wires, poles, and other equipment can obscure the beautiful scenery of our island community. The city of Alameda has had an underground utility program since 1984 and approximately half of the city’s overhead wires have been moved underground. Current Undergrounding Projects Otis/Broadway District The City Council approved the Otis/Broadway Underground Utility District (UUD #38) at its February 19, 2019, meeting. The district boundaries are along Otis Drive from High Street to Broadway Street including streets south of Otis Drive (i.e. Pearl Street, Versailles Avenue, Mound Street, and Court Street) and along Broadway Street from La Jolla to Encinal Avenue. This project will remove all overhead lines and utility poles within the project boundaries. The project will be completed in multiple stages and in a phased timeline: Joint Trench construction . Includes installation of the main trench, conduit, and service boxes primarily located within the sidewalk area. Service lateral construction . Conduit will be installed underground from the back of the sidewalk and stubbed up near the existing service connection at the residence. Cable and equipment installation . Each utility will install their necessary cable and equipment and system will be energized. Electric meter panel conversion . Service connections on each house will be converted from being fed from overhead to underground. Removal of overhead wires and poles . When all services have been cutover to the new underground system the old overhead wires and poles can be removed. Project Updates Construction began June 2024 and will include the areas of the utility pole lines along Broadway starting at Encinal Avenue towards Otis Drive, then east on Otis Drive and ending on High Street. AMP is working with contractor Smith Dension to construct the underground infrastructure. UPDATE 9/17/25: Substructure construction along Otis Drive is complete and substructure construction along Broadway has begun. Substructure construction completion date: JULY 2026 .   After completion of the substructure (infrastructure trenching and roadway construction) there are additional tasks before the undergrounding project is 100% complete: ​ Each utility (AMP, AT&T, Comcast) will install their cable and equipment Once their systems are energized, each utility will cutover services from overhead to underground After all services are cutover, the poles will be removed Tasks will be completed in phased sections to minimize short-term disruptions. As families, friends, and schools gear up for ceremonies, parties, and photo‑worthy moments, Mylar balloons are a popular way to mark the occasion. But when released – accidentally or intentionally – these metallic balloons can drift into overhead power lines and cause preventable outages throughout the community. This year, with graduation and end-of-school-year events ramping up, Alameda Municipal Power is asking everyone to help keep celebrations safe and the lights on. Why Graduation Season Increases Balloon‑Related Outages In recent weeks, AMP has already seen a spike in balloon‑related interruptions, with crews responding to multiple incidents linked to Mylar balloons contacting electric equipment –an issue identified as early as mid‑April and now increasing as this celebration season begins. Unlike latex balloons, Mylar balloons are coated with a metallic material that conducts electricity. When they contact or get tangled in power lines, they can: Cause electrical shorts or equipment damage Lead to neighborhood-wide momentary of extended loss of power Create sparks that pose fire hazards Interrupt service to businesses, homes, and critical facilities Each year, utilities across California see hundreds of power outages linked to drifting Mylar balloons, most of which are completely preventable. How to Celebrate Graduation Safely Help protect our community by following these Mylar balloon safety guidelines throughout graduation season: Secure balloons with a weight.  California law requires metallic balloons to be tied to a weight to prevent accidental release. Keep balloons indoors whenever possible.  Indoor celebrations greatly reduce the risk of balloons reaching power lines. Never release balloons outdoors – intentionally or accidentally.  Even light winds can carry balloons long distances. Dispose of balloons properly.  Puncture balloons before discarding them to ensure they can’t float away. What to Do if You See a Balloon in Power Lines If you spot a Mylar balloon caught in wires or equipment: Do not attempt to retrieve it. Stay at least 25 feet away . Call AMP to report the issue immediately. End of School Year Celebrations Should Be Bright, Not Cause a Blackout Graduation is a momentous milestone, and the entire city is eager to celebrate safely.
