They can include more immediately recognizable features such as emergency call boxes, changeable message signs, signal synchronization and preemption, and Highway Advisory Radio, to more advanced technologies such as Traffic Operations Centers, Automatic Vehicle Location devices, information kiosks, and electronic payment services for tolls. The project continues ITS collaboration among the multiple partners working to better unify their ITS planning, programming and project development processes. At the culmination of this effort in 2006, regional ITS inventories, architectures, maintenance plans, promotional materials/website, and user agreement templates will be in place better laying the foundation and framework for continued ITS deployment success on California's Central Coast. The Public Participation Plan provides guidance in the structuring of regional transportation planning processes to ensure that, to the greatest extent possible, inter-agency consultation and public participation are an integral and continuing part of the regional transportation decision making process. The participation policies and procedures described in the plan are structured to comply with all applicable federal and state legislation, rules, and express the genuine regional value and interest for all residents to participate in the shaping and implementation of regional policies and decisions regarding the transportation system. AMBAG serves as the regional forum for the study and discussion of regionally significant issues, including housing, transportation, energy, water, and environmental quality. Elected officials from the eighteen cities and the three counties form the AMBAG’s Board of Directors. AMBAG’s mission states: “AMBAG provides strategic leadership and services to analyze, plan and implement regional policies for the benefit of the Counties and Cities of Monterey, San Benito and Santa Cruz, balancing local control with regional collaboration.” In pursuing its mission, AMBAG strives to inform and involve its jurisdictions and the general public throughout its various programs, projects, and work activities conducted by the agency. AMBAG and its regional planning partners seek the participation of a diverse set of communities with an interest in regional planning efforts, including lower income households, minority populations, Limited English Proficiency (LEP) populations, persons with disabilities, representatives from community and service organizations, tribal organizations, and other public agencies. 2023 Public Participation Plan AMBAG updates its Public Participation Plan (PPP) approximately every four years. Federal and state laws require AMBAG to adopt participation plans to give more people opportunities to be involved in the transportation planning process. AMBAG’s current PPP was adopted in 2023 and informs interested community members about how to engage in AMBAG’s wide range of planning and funding activities. Proposition 39 Technical Assistance Services From 2012 to 2017 the State of California released funding through the California Clean Energy Jobs Act: Proposition 39 program to help schools implement energy efficiency and renewable energy project. To receive this funding, school districts had to comply with the Proposition 39: California Clean Energy Jobs Act - 2013 Program Implementation Guidelines. As part of the AMBAG Energy Watch Program, AMBAG staff provided technical Assistance services to over 40 school districts and charter schools in the Monterey, San Benito and Santa Cruz County to help manage their participation in the proposition 39 program. AMBAG completed the following tasks at no cost to school districts: Conducted lighting and HVAC inventories at over 200 sites. Wrote detailed Energy Expenditure Plans necessary to access Proposition 39 funding. Wrote detailed materials list and technical specification documents for use in bid processes. Helped buy down the cost of lighting projects by providing energy efficiency rebates. Worked with school districts to complete all proposition 39 program reporting requirements. The AMBAG RTDM has been peer reviewed and meets best practice standards. A Federal Highway Administration (FHWA) sponsored TMIP peer review was conducted in 2013 to review the newly updated AMBAG model and discuss future model needs and improvements. The Metropolitan Transportation Plan (MTP) determines what transportation projects are programmed into the RTDM. The current RTDM reflects transportation projects adopted by the AMBAG Board of Directors in June of 2018. AMBAG by federal mandate is required to maintain two major planning documents: the Metropolitan Transportation Plan (MTP ) and the Metropolitan Transportation Improvement Plan (MTIP) . These two plans and other AMBAG transportation studies rely heavily on the Travel Demand Model for predicting the impact of travel growth and evaluating potential transportation improvements. The Travel Demand Model comprises a large number of data files in order to represent the many facets of the transportation environment. These data sets provide assumptions on population, employment, income, roadway and transit networks and transportation costs. Using this data the model estimates: Traffic congestion Freight traffic Passengers riding existing and future transit services Greenhouse Gas (GHGs) emissions analysis by automobile 2018 Regional Travel Demand Model The 2018 RTDM is a technical update only to the 2014 RTDM. The technical update to the 2018 RTDM uses a new base year of 2015 to incorporate land use and transportation network changes. The 2015 base year was not re-estimated, re-calibrated, or re-validated. The 2014 RTDM was an entirely new travel demand model estimated and calibrated to 2010 conditions using data from the 2010-11 California Household Travel Survey (CHTS), Census, employment, and traffic counts data. The model utilizes advance techniques to capture travel behavior at a more individual-level and incorporates disaggregate level data into some of the modeling stages. The primary reasons for introducing more disaggregate level data into the model was to assist in addressing elements of SB 375, and to pave the way for a possible transition to a tour-based modeling approach in the future. This updated model is a traditional four-step trip-based approach, and as such includes models for Trip Generation, Trip Distribution, Mode Choice, and Trip Assignment. Specific differences compared with traditional approaches include a population synthesis to drive the trip generation socioeconomic variables, calculation of the 4D variables (Density, Diversity, Design, and Destinations) using GIS techniques to support inputs to various model stages, the use of person-based trip rates, destination choice model for the trip distribution, and a mode choice component designed and estimated entirely from the survey. The new model represents a significant improvement in functionality to the previous AMBAG RTDM. The updated AMBAG RTDM has implemented most of the short-term and medium-term model improvement recommendations from the 2011 Travel Model Improvement Program (TMIP) peer review. A peer review of the updated RTDM took place in August of 2013. The model was used to develop AMBAG’s 2040 Metropolitan Transportation Plan (MTP) and Sustainable Communities Strategy (SCS). The BIL authorized a new Carbon Reduction Program (CRP) federal funding to projects that decrease transportation emissions, which are defined as the carbon dioxide (CO2) emissions that result from on-road, highway sources. Although IIJA allows for a variety of projects to be funded through CRP, Caltrans’ Carbon Reduction Strategy directs Local and State CRP funds to be invested in projects that support bicycle and pedestrian, rail and transit, and zero-emission vehicles and infrastructure.
