To learn more about Atascadero's demographics, please view the adopted 2021-2028 Housing Element document. General Plan Maps General Plan General Plan Information The General Plan has been described as the "Blueprint" for a city's development: the foundation upon which all development decisions are based. When entitlement or building projects are submitted to the City, Staff reviews proposed projects to ensure consistency with the adopted General Plan. The State of California requires that every City and County have an adopted General Plan (also known as a Comprehensive Plan) which covers seven (7) general elements: Land Use, Circulation, Noise, Safety, Housing, Open Space, and Conservation. There are times when amendments may be proposed to the designations of specific properties as shown on the land use diagrams, or to tables or textual language in the plan. Evaluation of requested General Plan amendments reviews the conformance of the amendment with applicable General Plan goals, objectives and policies. Of amendments are proposed which are not consistent with specific goals, objectives and policies, then all relevant goals, objectives and policies need to be reexamined and changed before approval of such amendments. General Plan Amendments may be initiated by the City or private property owners or their authorized agents. Applications to amend the General Plan shall be accompanied by detailed information to document the scope and impact of the amendment request. This information should include revised text, tables and diagrams for all affected elements. For additional information, please refer to the General Plan Land Use, Open Space and Conservation Element (Page II-51). The following is the City's adopted General Plan, as amended through 2016. This document has been updated with various amendments, including the Housing Element. This document is a PDF. The Zoning Ordinance contains specific development standards such as what types of uses can go on properties, lot sizes, fence heights, as well as rules and regulations regarding signs, special uses, and other details when it comes to development and construction on properties with the City. The City's Zoning Ordinance can be viewed here by clicking this link City Staff has created a Zoning Handbook to help in guiding residents, property owners, and developers on what they can and cannot do on their properties. The Zoning Handbook takes the City's adopted Zoning Ordinance and makes it easier to read and follow. The Department focuses on citywide planning initiatives that enhance economic value, quality of life, and community. The Planning Division reviews all new development and redevelopment projects, subdivisions, and ensures consistency with city policies and programs. I want to know more Related FAQs Do I need a tree removal permit? A tree removal permit is required for the removal of any native trees, with the following exceptions: Removal of deciduous native trees under 2 inches in diameter at breast height (DBH). Removal of nondeciduous (evergreen) trees under 4 inches in diameter at breast height (DBH). Removal of native trees on a single-family property in a single-family zone with no open construction or grading permits or construction or grading projects planned within the next year. Tree removal permits cost $259 per permit, and require mitigation of the tree removal. One tree removal permit can be used for the removal of multiple trees. Mitigation can take the form of replanting trees elsewhere on the property or paying mitigation fees towards a City fund for planting native trees on public land. For more information on native tree mitigation, see the Native Tree Regulations handout . To apply for a tree removal permit, you will need to complete a planning application. Planning Application How many animals can I have on my property? The maximum number of dogs or cats allowed on a property is three (3). Farm Animals are based on the amount of acreage on a property. For more information, please review the Municipal Code Section 9-6.112 & Section 9-6.115 and the Farm Animal Regulations handout. What is Senate Bill 9 (SB 9)? Senate Bill 9 became effective January 1, 2022, and allows up to four (4) units on a single-family residentially zoned lot. The State law also allows subdivision of certain single-family parcels regardless of City minimum lot size standards. For more information, please see the " Subdivision and Lot Split Regulations " section on the What Can I Do With My Property & Home? page. What are my property setbacks? Typical setbacks for a single family residence (except those in a planned development (PD)) are 25-feet from the edge of right-of-way in the front yard; 5-feet on the sides, and 10-feet in the rear of the property or along the street side of a corner lot. However, these can vary with the size and location of a lot. Please note, the edge of right-of-way may not be the edge of pavement. How tall of a fence can I put up in my yard? Fencing standards vary based on the type of fencing, zoning district, and size of the lot. Please see the Fencing & Screening Regulations handout for more information. For specific questions, please contact the Planning Department at (805) 461-5035 . Can I put a cargo container on my property? At least one gross acre is required in order to consider adding a cargo container in a residential zone. The container must be located in the rear half of the property and must be approved by the Design Review Committee . Containers over 120 square feet require a building permit. Two or more cargo containers may be permitted with a minor conditional use permit (CUP). See the Accessory Storage - Cargo Containers Handout for more information. Can I split my lot? At least one gross acre is required in order to consider adding a cargo container in a Lot splits are dependent on the zone in which your property is located. Can I build an Accessory Dwelling Unit (ADU)/ second unit on my property? The City recently adopted a new ADU ordinance that is consistent with State guidelines. Our ADA Coordinator works to ensure City departments comply with this policy by: Providing technical assistance to support City departments in complying with federal, state and local disability access laws. Assisting departments in evaluating their facilities, programs, services, and activities to ensure provision of reasonable accommodations to people with disabilities. Conducting training for City employees in disability awareness, disability etiquette, disability access laws, and reasonable accommodations. Facilitating the resolution of grievances filed against the City that allege noncompliance with disability access laws. This project completed last remaining portion of the east side of ECR without sidewalk between downtown and Viejo Camino. CDBG Atascadero Mall Sidewalk Infill Completed Construction of approximately 500’ of ADA complaint sidewalk and two ADA curb ramps connecting the north edge of Atascadero Mall with the pedestrian undercrossing of 101. CDBG Traffic Wall ADA Improvements 2017/2018 Replace non-compliant ADA Curb Ramps, Driveway Approaches and Sidewalk North ECR Pavement Rehabilitation Completed Construction of approximately 400’ of new ADA compliant sidewalk at two locations along the west edge of El Camino Real. Addition of sidewalk completes the last remaining unimproved road edge along this side of ECR from San Jacinto Road to San Benito Road. Additional ADA improvements included the replacement of all existing non-complaint ramps between San Anselmo East and San Benito Road with new ADA-compliant ramps (9 total). FY 2015/2016 F-14 Pavement Rehabilitation Construction Replace non-compliant sidewalk and curb ramps on San Andres Road. Via Avenue Bridge Replacement Design Bridge Replacement includes new sidewalk to connect Via Ave. to Ensenada Ave. Zoo Garden Event Center Design Includes ADA compliant pedestrian pathways and reconstruction of portion of existing parking area for ADA parking spaces. Highway 41 Multi-Purpose Pathway Completed Construction of approximately ½ mile ADA compliant multi-use pathway between Portola Road and San Gabriel Road. Other ADA improvements include compliant curb ramps at NW intersection corner of San Gabriel/Hwy 41 and the SW corner of Portola Road/Highway 41, and compliant benches. Centennial Bridge and Plaza Project Completed ADA components of larger improvement project included all ADA compliant sidewalks connecting Lewis Ave to El Camino Real, and East Mall to Colony Square, addition of four ADA parking spaces within the City Hall Parking lot, ADA compliant curb ramps at intersection of East Mall with Palma Ave and Lewis Ave. ALPS Trailhead and Parking Lot Construction Construction of ADA parking facilities and pathway to adjacent ALPS Trailhead. Inspection Requests Building, Planning & Public Works Inspections: Inspection requests received before 5 p.m. (Monday thru Friday) will be scheduled for the next business day. Be sure to have the permit number, project address, type of inspection, and contact information available when you call the Inspections Hotline at (805) 466-8099 . Rehabilitation and upgrades to Fire Station #2 and Police Headquarters facilities. The Public Safety Facilities Project comprehensively addressess three aging Atascadero public safety facilities. This project will replace the outdated and structurally deficient Fire Station #1 with a new 17,000 square foot Fire Station and Emergency Operations Center at the same location. Additionally, Fire Station #2 will be modernized to meet current standards for safety, code compliance and quality. Police Headquarters will also be renovated to address modern policing standards and maximize operational efficiencies, including upgraded security, refreshing interior finishes, improvements to restrooms and locker rooms, and a new 1,300 square foot detached dispatch building.
