Who We Are
Originally formed in 1969, the Butte County Association of Governments (BCAG) is a Joint Powers Authority (JPA) between the County of Butte and the Cities of Biggs, Gridley, Oroville, Chico and the Town of Paradise.
BCAG is governed by a ten-member Board of Directors comprised of one representative from each of the five county districts and the five incorporated municipalities located within the political boundries of Butte County, California. These municipalities include the Cities of Biggs (population of 1,852), Gridley (population of 6,402), Oroville (population of 19,440 - also the County Seat), and Chico (population of 110,326) and the Town of Paradise (population of 4,631). Unincorporated Butte County has a population of 67,640. This makes the total population of Butte County 210,291.

Butte County Association of Governments (BCAG) and Butte Regional Transit (BRT or B-Line) grants all citizens equal access to its transportation services. BCAG and BRT are committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis of race, color, or national origin as protected by Title VI of the Civil Rights Act of 1964 and its associated rules, regulations and ammendments. Public Notices about this policy are posted in English, Hmong and Spanish at the BCAG/BRT administration office, on all fixed route and paratransit vehicles, at the transit centers in Chico and Oroville and at stops and shelters when appropriate space is available. This fulfills the intent of the agencies to have all citizens remain aware of their rights to such access. The Title VI Program document and this website are designed to serve as educational tools for citizens to understand the civil rights laws that protect their benefit of B-Line programs and services. Complaints relating to other protected classes, such as religion or gender, are processed via other avenues. More information is available from the national Office of Civil Rights (OCR). BCAG / BRT Title VI Program Information The Federal Transportation Administration (FTA) requires that all federal fund recipients adhere to Title VI by having a current TItle VI program in place, reviewing and updating the program every 3 years, and having board approval of the program. The current agency Title VI program period is 6/1/2025-5/31/2028. The next full program review/update will take place before March 2028 for the next program cycle. An annual review of the plan and related activities is conducted and brought before the board as an information item in September each year. Click here to view the Title VI Program for 2025-2028. The agency's Title VI program includes a Limited English Proficiency (LEP) Plan. This plan is develeoped to help identify reasonable steps for providing language assistance to persons with limited English proficiency who wish to access services provided by B-Line. Filing a Title VI Related Complaint The FTA encourages initially filing Title VI complaints with local agencies, though this is not required. BCAG and Butte Regional Transit developed a transit maintenance and operations center which also functions to house the BCAG administrative offices. It involved the acquisitions of approximately 7.5 acres surrounding the existing facility for a total facility size of 10 acres. Why was the Project done? The previous facility became outdated and significantly undersized upon the consolidation of all transit systems in the county in 2005. Staff began exploring funding opportunities and in early 2011 were awarded an $18 million dollar federal grant for a project to be developed. When Was the Project Completed? A 48 inch storm drain and extension of Aztec Drive was completed in January 2015 by Franklin Construction of Chico, CA. at approximately $1.5 million. The "onsite" project, or facility itself was completed in April of 2016 at an approximate cost of $18 million with Broward Builders of Woodland, CA. The building that formerly housed the maintenance operations was remodeled by Slater and Sons at an approximate cost of $2 million and completed in January of 2017. This currently housed the BCAG Board of Directors chambers and also has 13 office spaces. Real-Time Camera Footage From the first steps through completion a real-time camera allowed viewing the construction of the new Butte Regional Operations Center . This webcam recorded an image every 10 minutes . At the end of construction, the camera stopped recording on April 20. In February 2022, BCAG developed the Chico to Sacramento Inter-City Transit Strategic Plan to guide the integration of Butte Regional Transit with the San Joaquin Joint Powers Authority’s Route 3 (Stockton–Sacramento–Chico–Redding), creating a unified commuter service between Chico and Sacramento. The Plan outlines strategies for a regionally significant transit connection, analyzing routing, schedules, costs, fare structures, park-and-ride options, fleet requirements, and marketing. In response to population shifts from the Camp Fire and service changes due to COVID-19, the Plan reassessed ridership trends and proposed a coordinated approach to merge Route 3 with B-Line services. The Final Chico to Sacramento Inter-City Transit Strategic Plan is available here: BCAG Chico to Sacramento Draft - Final Report 2025 Update In late 2025, BCAG updated this study to eliminate the segment between Sacramento and Stockton, focus service between Chico and Sacramento only (with stops in Oroville, Marysville and Plumas Lakes), and provide updates to key elements of the study.
