To ensure continuity and maintain the County’s strong operational footing, the Board of Supervisors intends to appoint current Assistant Chief Administrative Officer, Meegan Jessee, as the next CAO, following a transition process. “CAO Pickett provided outstanding leadership during some of the most challenging periods in our County’s history,” said Bill Connelly, Chair of the Butte County Board of Supervisors. “He developed a constructive relationship with our Board that allowed us to make huge strides in transforming the County organization into one that is stable, responsive, and effective in delivering services to our community.” Pickett’s tenure has been underscored by prudent fiscal stewardship, long-term strategic planning, and a commitment to strengthening County operations while navigating evolving state and federal landscapes. Reflecting on the transition, Pickett stated, “It has been a gift to serve Butte County alongside talented employees and collaborative community partners. I am confident the County is well-positioned for the future, and I look forward to seeing continued success under Meegan’s leadership.” The planned appointment of Meegan Jessee reflects the County’s dedication to strong leadership, stability, and a seamless transition. The project included targeted vegetation management, channel improvements, and levee repairs in the Five-Mile Basin to increase flow capacity and reduce blockages to safeguard homes, neighborhoods, and key infrastructure ahead of the upcoming winter storm season. All work was completed with full permit approvals from the relevant regulatory agencies, ensuring environmental compliance and safe practices. Home Departments Departments A to C Administration Economic Development Community Development Long-Term Recovery Projects Mitigation Plans Mitigation Plans Butte County is currently developing three important community mitigation plans that will guide decisions on the safety, connectivity, and resilience of our county. These plans are essential for not only preparing for and responding to emergencies but also for securing funding to address the issues identified within them. To ensure the plans are as effective as possible, we need your feedback! In addition to surveys, we will host several community meetings over the coming months to gather input on these three plans. All residents are encouraged to attend and share their perspectives. Park Drive, Magalia All Plans Learn More About the Plans Emergency Operations Plan (EOP) Foothills Connectivity Action Plan Roadside Fuels Reduction Plan Emergency Operations Plan (EOP) Butte County periodically updates its Emergency Operations Plan (EOP), Annexes, and Appendices, to incorporate current best practices and the latest state and federal requirements. The last update was completed in April of 2022 and is available on the Butte County website at https://www.buttecounty.net/1765/Emergency-Operations-Plan . Butte County will work with a consultant, stakeholders, and the community to update its EOP, Annexes, and Appendices. The updated Plan will include an Executive Playbook Annex, Catastrophic Housing Annex, and Disaster Recovery Annex, and will be completed by 2027. Foothills Connectivity Action Plan With strong community engagement, the County will develop a comprehensive plan to increase connectivity in the unincorporated foothills through a variety of strategies. The County’s consultant will work with Butte County staff to develop the Foothills Connectivity Action Plan, a community-driven, mitigation-focused plan to inform broadband and other communications system planning decisions that could reduce risk to life in high-risk unincorporated areas. The plan will assess and acknowledge the challenges inherent in communications in rural, high-risk foothills of Butte County, and will analyze and report on existing and upcoming legislation that may impact funding and/or telecommunications services in these unincorporated areas. The Plan will be driven by community input on which solutions are needed and for what purpose in unincorporated foothill communities. Community outreach will include engaging with unincorporated foothill communities through meetings and a survey in 2026, with the Plan scheduled for completion in 2027. The County’s consultant will provide services to develop the Butte County Roadside Fuels Reduction Plan, a comprehensive planning document that shall be used to implement ongoing fuel abatement on predetermined County-maintained roadways and primary evacuation routes throughout the County. Plan development shall be facilitated by the County’s consultant and Emergency Management staff with local collaborative input. The planning process will include a local assessment of roadways and evacuation routes, current hazards and vegetation management, alignment of best practices for local conditions, a fuels reduction and management plan, and an effective implementation plan. The plan will also identify anticipated implementation phasing and potential funding considerations as fuels reduction work is largely grant-funded. Community outreach will include engaging with unincorporated foothill communities through meetings in 2026, with the Plan scheduled for completion in 2027.
