Greetings from Butte County SELPA
Thank you for visiting the new Butte County Special Education Local Plan Area (SELPA) website. Butte County SELPA has a proud history of service to its member districts and charter schools since its formation in 1980. Gail Glenn was the first Butte County SELPA Director, presiding over SELPA operations for approximately a decade, and laying a solid foundation for the provision of a continuum of high-quality special education programs and services. Today, our SELPA collaborates with over 20 local educational agencies for the benefit of its students with disabilities, their families, and the staff who teach and support them. We invite you to explore our website to learn more about our services, programs, trainings, and supports. Ability First Sports Camp - Ability First Sports is a wheelchair sports program designed to provide sports and recreation opportunities to youth and adults with physical disabilities. ABLE Kids Co - We design custom treatment plans utilizing applied behavioral analysis, implementing programs in a 1:1 or 1:4 ratio. Our focus is on supporting children in areas such as communication, play skills, independence, self-help, behavior reduction, and more. Funding for eligible individuals with autism or related disorders is available through insurance as a medical necessity. Accessibility Resource Center (ARC), Chico State - Accessibility Resource Center at Chico State works with staff, faculty, students, administrators, and community members to ensure that all aspects of campus life— learning, working, and living— are universally accessible. We promote and facilitate awareness and access through accommodations, training, and partnerships. Acorns to Oak Trees - Acorns to Oak Trees specifically works with tribal communities to spread the word about the Early Start program to ensure that tribal social service, education, and child care programs know about the Regional Centers and the importance of early detection intervention when it comes to Intellectual and Developmental Disabilities. We achieve this by hosting outreach events in tribal communities and events where we provide information to tribal families through storytelling videos created by Native families who have children with special needs. Our outreach events offer resource information for the tribe’s local area and opportunities to connect with their local Regional Center to obtain a free screening. Anthony’s Balloons - Balloons have become such a nice addition to any event! At Anthony’s Balloons, we are constantly working to bring you the finishing touch to your event. We offer many different balloon designs of all sizes, balloon arches, balloon garlands and helium filled balloon bouquets. The possibilities are endless! Boys and Girls Club of the North Valley - Boys & Girls Clubs of the North Valley (BGCNV) is a private 501c3 non-profit organization formed in 1995 to provide comprehensive youth development services, activities and programs for youth in the northstate region. It is governed by a local board of volunteer directors, staffed by over 100 youth development professionals and supported by over 500 community volunteers. Brain Injury Coalition - The Brain Injury Coalition (BIC) is an advocacy and educational organization dedicated to promoting brain injury awareness and creating opportunities for individuals with brain injury, their caregivers, and families. BIC is dedicated to ensuring that individuals with brain injury feel accepted, supported, and integrated into our community. Butte College Disabled Student Programs & Services - DSPS is committed to providing equitable access to educational, vocational, social programs and accommodations to empower and uplift students with disabilities at Butte College. Butte County Adult Services - Butte County Adult Services assists elderly and dependent adults who are victims of abuse, neglect, or exploitation, and helps coordinate services provided to disabled adults and children so that they can remain safely in their homes. Butte County Behavioral Health Prevention Unit - To partner with individuals, families and the community for recovery from serious mental health and substance abuse issues and to promote wellness, resiliency, and hope. Butte County California Children’s Services - California Children's Services (CCS) is a state program for children with certain diseases or health problems. Through this program, children up to 21 years old who qualify for the program, can get the health care and services they need. CCS helps to connect children with specialists who know how to care for children with special health care needs. Butte County Public Health Department - Promoting healthy behaviors and resources, preventing illness and protecting the health of residents and visitors in Butte County is our daily commitment. Butte County SELPA College and Career Pathways - The mission of our College and Career Pathways department is to promote the involvement of key partners including students, families, educators, employers, and other local agencies in planning and implementing an array of services that will culminate in successful student transition to employment, lifelong learning and quality of life. Butte-Glenn 211 - The mission of Help Central, a.k.a. Butte-Glenn 211. is to connect people in need with services that offer help. We work with partner agencies to create a caring community that links individuals and families to the support services they need. By giving accurate information and connecting people to resources, we help strengthen families and our communities. Butte-Glenn Disability Resource Network - This group is made up of community members and agencies from Butte and Glenn counties looking to advance the cause of employment for people with disabilities in our community. CalABLE - CalABLE is a savings and investment plan offered by the state of California to individuals who developed a disability by age 26. Eligible individuals, family, friends, and employers can contribute up to $18,000 per year, and up to $100,000 total, without affecting eligibility for public disability benefits. CalFresh Healthy Living, UCCE, Butte County Cluster - Community Nutrition, Health, and Food Security. We provide person-centered, evidence-based health education for individuals with low income. Our educators use hands-on activities to facilitate learning and to promote healthy lifestyle habits. California Vocations - California Vocations Inc. (CVI) is a non-profit organization dedicated to providing residential and vocational support to developmentally disabled adults. Our mission is to provide an environment of respect and safety while supporting choice and promoting self-directed lives for adults with I/DD. CBEM LLC - Empowering people to live safe and healthy lives through innovative social services. The Individuals with Disabilities Education Act defines assistive technology as, “Any item, piece of equipment, or product system, whether acquired commercially off-the-shelf, modified, or customized, that is used to increase, maintain, or improve the functional capabilities of students with disabilities.” What are Assistive Technology Services? Assistive Technology services are, “Any services that directly assist the student with a disability in the selection acquisition, and use of an assistive technology device.” Assistive Technology (AT) should be thought of as any technology that enables an individual with a disability to compensate for specific deficits. In some instances, the technology may assist or augment task performance in a given area of the disability, while in others it is used to "bypass" specific deficits entirely. Assistive technology is not aimed at "curing," "fixing," or remediating; rather, it is used as a strategy to compensate for, or circumvent, areas of difficulty, generally, by "playing to" an individual's area of strength. Furthermore, assistive technology is not intended to teach or instruct (as is the case with computer-aided instruction), although it can be used to increase access to instruction. The need for Assistive Technology should be considered at an IEP, IFSP, or Section 504 meeting. A team consideration process is essential. The success of any AT is dependent upon the support from the student’s IEP team. Click on the image below to explore AT and AAC Resources: When to Consider AT When considering AT, it is best practice to start with low-tech strategies, techniques, and modifications. Low-tech strategies are often trialed in the classroom by school staff. (e.g. pencil grips, slant boards, different types of paper, communication board, visual timers, switches, text-to-speech (TTS), word prediction, etc.) If further assistance is needed, the IEP, IFSP, or Section 504 team may make a referral to the Butte County SELPA AT. (Schools need to follow their District procedures.) Referrals will initiate additional observation, interviews, and device trials. The referral is available to case managers through the SEIS Document Library in the Referral Forms folder. This is an on-going process and several devices may be trialed in an effort to find the most appropriate device. Data will be collected during the school day to clearly demonstrate that a particular device increased or improves a student’s performance in an identified area of need. Once a device is determined appropriate, the needed AT services and the device are provided and a description of the device will be added to the IEP, IFSP, or Section 504 team. While the primary point of contact for behavior is our SELPA Behavior Specialist, Joshua Kuersten, other SELPA staff such as Program Specialists, Mental Health Coordinators, and other professional staff also collaborate on cases involving challenging behavior. Professional development opportunities in the domain of behavior analysis occur regularly throughout the school year, and specific trainings and workshops may be provided on request of district administrators. Parents and care providers can access behavior supports through workshops offered through the Community Advisory Committee (CAC) or by sending an email to
[email protected] . The SELPA specialists provide consultation on classroom behavior management, problematic student behavior, behavioral principles and behavior plans, and consultation that is infused with PBIS principles. They participate in weekly SELPA Collaboration Meetings. Our SELPA team, in addition to two Butte County Office of Education behaviorists are representatives to the CAPTAIN Cadre at the statewide level, and they attend and deliver trainings aligned with CAPTAIN and PENT recommendations. Our SELPA participates in behavior-related networks including CAPTAIN and PENT, and we attend other relevant conferences annually. Gail Glenn was the first Butte County SELPA Director, presiding over SELPA operations for approximately a decade, and laying a solid foundation for the provision of a continuum of high-quality special education programs and services. Today, our SELPA collaborates with over 20 local educational agencies for the benefit of its students with disabilities, their families, and the staff who teach and support them. In 1977, all school districts and county school offices in California were mandated to form consortia of sufficient size and scope to provide for all special education service needs of children residing within the region boundaries. Each region, or Special Education Local Plan Area (SELPA), developed a local plan describing how it would provide special education services. The regional structure made practical sense for our large and diverse state, and was intended to allow enough flexibility to accommodate districts of all sizes in providing a full continuum of supports and take advantage of economies of scale. SELPA’s were also expected to help districts ensure legal compliance. The Butte County SELPA was established in 1980 for the purpose of ensuring a continuum of special education services and placements; training, monitoring, and fiscal support; and advocacy and empowerment for students with disabilities and their families inside and outside the school system. In fact, we are celebrating our 44th SELPA Anniversary in 2024! SELPAs have assumed responsibility for providing services to infants and toddlers with disabilities. We support community-based services for transition age youth (ages 18-22). Supports for students with Low Incidence Disabilities or Mental Health needs are also coordinated through SELPAs. We work to identify and develop services for children ages 0-22 with a disability in our region, and to ensure high-quality placements and specialized services for these children. SELPAs also help to ensure compliance with IDEA mandates, manage due process disputes, and submit multiple state and federal reports for the local educational agencies within our boundaries. SELPAs have developed mechanisms for distributing funding equitably across districts with disparate population demographics, size, geography, and resources. We serve as liaisons between local educational agencies and the state and federal government. This allows for local agreements to be developed that are sensitive to our particular region, and helps take some of the burden of some special education administrative, planning, and financial burdens off the shoulders of local entities. We have developed our collaborative decision-making process with voices of the local district superintendents and the parent voice included in the process. SELPAs continue to work toward strengthening a single, coherent system of supports within education, and are committed to best practices and creative solutions. We are working to improve both transparency and accountability within the SELPA framework. A “surrogate parent” is an adult appointed by a local educational agency (LEA) or special education local plan area (SELPA) to represent a pupil (aged birth-21) for the purpose of their individualized education program (IEP) to ensure that the rights of the pupil to a free appropriate public education (FAPE) are protected when the biological parents cannot be found or the courts have removed their educational rights and have not assigned them to another. This person’s role is to ensure that a child is receiving the educational services for which he/she is eligible. Special education students need your help, and you can make a difference in a child’s education. Who can be an Educational Surrogate/Responsible Adult? Title 34 of the Code of Federal Regulations 300.519(1) provides that individuals appointed as educational surrogates may not be an employee of the local LEA, the State educational agency (SEA), or another agency that is responsible for providing care or services to the student; that they do not have a conflict of interest in representing the interests of the student; and that they have the knowledge and skills to ensure adequate representation of the child. Any person interested in seeing that children with special needs receive appropriate educational services is welcome to join one of our Educational Surrogate/Responsible Adult training sessions. Training sessions are provided to teach candidates about the special education planning process, children with special needs, and their rights under this process. The Educational Surrogate/Responsible Adult may represent a child in matters relating to special education and related services, including identification, assessment, instructional planning and development, educational placement, reviewing and revising the individualized education program (IEP), and in all other matters relating to the provision of a free appropriate public education (FAPE) of a child. The Educational Surrogate/Responsible Adult is required to meet with the designated child at least one time, attend the child’s initial or annual IEP meeting (which on average lasts about 2 hours), review the child’s education plans, and sign any consent relating to IEP purposes.
