Customer vs. BVWD Responsibility Easement Access Winterization Maps Buying or Selling a Home in the District Service Area Selling If you are selling a home within the Bear Valley Water District service area, it is the owner’s option to perform a sewer pressure test or other inspection or evaluation of the existing sewer lateral prior to the close of escrow. BVWD will perform a video inspection of private laterals for a cost of $225 ($200 for the inspection plus $25 for the certificate). Please note that the cost listed above does not include the cost of a plumber if you seek additional evaluation of the line. The name on the property is not changed until escrow closes and the Grant Deed has been received by the District from the title company. Buying If you are purchasing a home or condo within BVWD’s service area, sewer services are not interrupted upon a change of ownership. When buying a home, it is the buyer’s option to perform a sewer pressure test or other inspection or evaluation of the existing sewer lateral prior to the close of escrow. Similarly, on March 19, 2020 the Alpine County Health Officer declared a state of emergency in Alpine County and ordered all goverment buildings closed to the public until further notice. In an effort to comply with the March 19th, 2020 public health order, the District modified or reduced staffing and is currently limiting our operations to essential functions only. The Bear Valley Water District has developed a worksite specific COVID-19 Plan (“Plan”) which establishes protocols and procedures to protect both the District’s administrative and field staff as well as the public generally. The Plan specifies the measures the District will practice to follow guidelines promulgated by the CDC, EPA, California Department of Public Health (CDPH), Alpine County Health Department, Cal OSHA and the Department of Industrial Relations (DIR). These measures include policies for cleaning and disinfecting public spaces and the workplace generally as well as guidance to ensure proper social distancing. The Plan also calls for the temporary closure of the District office to the public and provides measures to receive essential payments and deliveries while maintaining proper distancing. We are still accepting service and billing inquiries but administrative staff and field technicians will not be meeting face-to-face with residents. Billing and field requests can still be made by calling 209.753.2112. In order to accommodate a field service request, the field technician must be able to access your property without meeting you in person. Executive Order No. N-29-20 - Teleconference Meetings Pursuant to the March 17, 2020 Executive Order No. N-29-20 issued by the Governor of California authorizing meeting of local legislative bodies to be held by teleconference or other electronic means, the District's Board of Trustees meetings will be held via teleconference until further notice. Customer vs. BVWD Responsibility Easement Access Winterization Maps Winterization and Tips to Prevent Water Damage Make sure your home or condo has a main water shut off valve that is easily accessible to you. Always turn off the water to your home or condo whenever you will be gone for any length of time. In the event of broken pipes, a broken toilet seal, or other water emergencies, this can save you thousands of dollars in water bills and damage to your home or condo. Winterization Every year many of our customers find themselves without water because of frozen water pipes. Even though you can never anticipate how severe winter might be, there are some steps you can take now to avoid problems this winter. Around The House Disconnect and drain outdoor hoses. Disconnecting the hose allows water to drain from the supply line, preventing an overnight freeze from bursting either the faucet or the supply line piping. Cover air vents. Be sure to close or cover the air vents located in the foundation wall of your home. This will help prevent the pipes in the crawl spaces from being exposed to freezing air. Opening cabinet doors will allow heat to get to uninsulated pipes under sinks and appliances near exterior walls. Insulate pipes or faucets in unheated areas. Be aware that the hot water pipes generally freeze before pipes that carry cold water. Pipes that tend to be most susceptible to freezing are those found in the outer walls, in crawl spaces, the attic, or the garage. Exposed pipes should be insulated with items such as pipe wrap, heat tape, and foam jackets. These types of insulating products are available at local building supply stores or hardware stores. Be sure to follow the manufacturer's instructions carefully to install these products. If you still have questions, call a plumber for help. Winterize your vacant house. If you leave your house for several days, take the following steps to help protect pipes from freezing: Turn off main shut-off valve. Be aware that if you have a fire protection sprinkler system in your house, it will be deactivated when you shut off the water. Turn off water heater. (If you drain your hot water heater be sure that you also turn off the electricity or gas source to this unit.) Open indoor and outdoor faucets to drain pipes. Drain toilets by holding down the lever until the tank empties and pour biodegradable antifreeze into sinks and toilets. Biodegradable anti-freeze is what is used to winterize RV's and is available anywhere that sells RV supplies. Leave your heat on at a minimum temperature of 55 degrees to help keep pipes from freezing in interior walls. If your pipes freeze don't take chances. If you turn on your faucets and nothing comes out, leave the faucets turned on and call a plumber. If you detect that your water pipes have frozen and burst, turn off the water at the main shut-off valve in the house; leave the water faucets turned on. CAUTION: Never try to thaw a pipe with a torch or other open flame. Even the most cautious homeowner may sooner or later experience a frozen pipe. If this happens to you, don't panic. A freeze up at an exposed pipe or under a sink generally can be eliminated by applying heat with a hair dryer, heat lamp or even a light bulb. Light bulbs should always be protected by a cage (trouble light type) and not to be placed near flammable materials. Start by warming the pipe as close to the faucet as possible, working toward the coldest section of pipe. Some homeowners have been known to use a flame or gas torch when thawing pipes. Although this may seem to be a reasonable approach, it is one of the most dangerous. Attempting to thaw a line too rapidly with extreme heat could result in an explosion and may cause injury. Water damage is preferable to burning down your house. Get to know your plumbing. Learn how to shut the water off and know where your pipes are located. If your pipes do freeze, time is of the essence. The quicker you can shut off the water, or direct your plumber to the problem, the better chance you have to prevent pipes from bursting. How to Help Prevent Water Damage to Your Property Don't wait for an emergency. Always know how to shut off the water supply to your entire house or condo, or parts of it. Knowing the location of a simple shut-off valve could save thousands of dollars in damage. Everyone in your house should know where the valves are located and the direction they need to be turned to stop the flow. The main shut-off valve is usually found on the sub area of your house where the water comes in from the water meter. Commonly this would be in the garage, basement, or crawl space just inside the foundation, often near the front faucet. You may have a gate valve or a ball valve which look like a wheel or a handle . Putting a few drops of household oil on the handle threads annually will help keep it from corroding and to assure it will turn in case of an emergency. In many of the condominiums the main shut-off valve for an individual unit may be located outside the unit in the hall. The association's maintenance personnel should be able to show you your unit's location. Most fixtures such as water heaters, dishwashers, sinks and toilets, have individual shut-off valves on the water lines leading to a fixture. If a problem occurs, you can turn the water supply off and still have water to the rest of the house. You'd be surprised to know how many people don't think of this. Before a problem arises , be sure you have a main shut-off valve. Occasionally older homes have no way to shut off the water; it's rare, but possible. Contact a plumber to have a new ball valve installed. They're easier to find, faster to use and require no tools. In an emergency these are all important features. SB 92 requires dam owners to prepare inundation maps and emergency action plans (EAPs) to improve dam safety. In the event of a dam failure, inundation maps must show areas that would flood, travel times and flood peaks as well as critical locations which may be impacted if a dam fails. EAP's must identify potential emergency conditions and outline actions to minimize loss of life and property damage. EAPs should include procedures for notifying downstream emergency management authorities with inundation maps that show areas for evacuation. BVWD's Emergency Action Plan was approved by the California Office of Emergency Services (Cal OES) on August 15, 2024. In addition to this web site, the District produces printed and electronic newsletters to provide valuable information to actively engage stakeholders in our collective efforts to change public behavior and protect surface and ground water from pollution sources. The Fair Political Practices Commission has adopted a regulation (2 Cal. Code of Regs. 18730) that contains the terms of a standard conflict of interest code which can be incorporated by reference in an agecny's code. After public notice and hearing, it may be amended by the Fair Political Practices Commission to conform to amendments in the Political Reform Act. Therefore, the terms of two California Code of Regulations 18730 and any amendments to it duly adopted by the Fair Political Practices Commission are hereby incorporated by reference. This regulation and the attached Appendix designating officials and employees and establishing disclosure categories shall constitue the conflict of interest code of the County of Alpine and Other County Officials of which the Bear Valley Water District is included. The term of office of each director elected at a general district election is four years or until his successor qualifies. Below is summary of th e District's election process and the significant dates during an election cycle. July 5 (E-125) DELIVERY OF NOTICE OF ELECTIVE OFFICES TO BE FILLED AND BOUNDARY MAPS. The district secretary delivers to the county elections official notice that specifies the offices to be filled and indicates whether the district or the candidate is to pay for candidate's statements. The notice must bear the secretary's signature and the district seal. (EC 10509) District secretary delivers to the county elections official of each affected county a map showing the boundaries of the district and boundaries of divisions within the district, if applicable, and must indicate in which divisions a director is to be elected at large. (EC 10522) July 10 to August 9 (E-120 to E-90) PUBLICATION OF NOTICE OF ELECTION. First and last day for one-time publication of the Notice of Election. If there is no newspaper of general circulation in the district, the elections official of the principal county will publish in the nearest newspaper having general circulation. (EC 12112) (Please note that the Attorney General of California has given an opinion that Alpine County may post rather than publish since we have no newspaper of general circulation in the County.) July 17 to August 11 (E-113 to E-88) DECLARATION OF CANDIDACY, FILING TIME. NOMINATION PERIOD. Dates candidates obtain and file their Declarations of Candidacy for special district boards. (EC 10510) Declarations of Candidacy will be issued by the county elections official or the district secretary, and must be received in the election official's office by 5:00p.m. on August 11, 2017. (EC 10510) Candidates who wish to have a Candidate's Statement of Qualifications included in the voter's pamphlet must file candidate's statements at the time they file the declaration of candidacy. (EC 13307) No candidate shall withdraw his or her declaration of candidacy after 5:00 p.m. on the 88th day prior to the general district election. (EC 10510) August 16 (E-83) EXTENSION OF NOMINATION PERIOD. If an incumbent officer of a special district does not file a declaration of candidacy by 5:00 p.m. on August 11th, any person, other than the incumbent, may file a declaration of candidacy by 5:00p.m. on August 16, 2017. This provision does not apply if there is no incumbent eligible to be elected. (EC 10516) August 16 (E-83) INSUFFICIENT CANDIDATES. APPOINTMENT OF CANDIDATES. If by 5:00p.m. on this day: (1) only one person has filed a declaration of candidacy for any elective office to be filled, (2) no one has filed a declaration of candidacy, (3) or an insufficient number of persons has filed to fill the offices; and if a petition signed by 10% of voters has not been submitted requesting that the district election be held, the election official shall certify this fact to the board of supervisors, and a person who has filed a declaration of candidacy shall be appointed at a regular or special meeting held prior to the first Monday before the first Friday in December. If no one filed, another qualified person shall be appointed and shall take office and serve as if elected. (EC 10515) August 17 (E-82) RANDOMIZED ALPHABET DRAWING. The Registrar of Voters conducts the randomized alphabet drawing at 11:00 a.m. to determine the order in which candidates' names appear on the ballot. (EC 13112(b)(C)) October 23 (E-15) CLOSE OF VOTER REGISTRATION. Last day to register or transfer registration for this election. (EC 2107) October 9 to October 28 (E-29 to E-10) MAILING BALLOTS AND SAMPLE BALLOT PAMPHLETS. The combined sample ballot pamphlet and mail ballots shall be mailed between these dates. (EC 4002, 4101, 13300) November 7 ELECTION DAY. Ballots must be received by 8:00p.m. by the elections official. November 27 DECLARATION OF ELECTED CANDIDATES. Deadline for the county elections official to declare the elected candidates. (EC 10551) December 1 ASSUMING OFFICE. Officers declared elected or appointed take office this date at noon after having taken any oath or posted any bond required by the principal act. The reports below present the annual reports submitted on behalf of the District for the past three years. In addition to the data normally presented in a monthly report, the Annual Report provides the District with the opportunity to provide an evaluation of the groundwater quality beneath the wastewater treatment facility, a discussion of any data gaps and potential deficiencies in the monitoring system or reporting program, a summary of the water conservation activities conducted during the year, a summary of inflow/infiltration (I/I) reduction activities taken during the year, a hydraulic capacity evaluation which includes flow into and out of the system during the past year and projected flow into and out of the system for upcoming year, a summary of activity conducted during the past year related to the purchase of, or permits, leases, contracts or agreements for wastewater application lands, the results from the annual monitoring of the ponds and water supply, and the results from any sludge monitoring. The reports below present the annual reports submitted on behalf of the District for the past three years. The report includes the names, certificate grades, and general responsibilities of all persons employed at the Facility, the names and telephone numbers of persons to contact regarding the plant for emergency and routine situations, a statement certifying when monitoring instruments and devices were last calibrated, a statement certifying whether the current operation and maintenance manual and contingency plan reflect the wastewater treatment plant as currently constructed and operated, and corrective actions taken or planned to bring the discharge into full compliance with the waste discharge requirements if any violations have occurred. Individual Board members may attend any meeting, conference, convention or seminar of their choosing but shall only officially represent the District and receive compensation and/or travel reimbursement for approved travel. Approved travel shall consist of attendance at meetings, conferences, seminars and such other occurrences that constitute the performance of official duties on behalf of the District. The District's Compensation and Travel Reimbursement Policy is intended to clarify the District’s responsibility and to provide guidelines to its employees and board members.
