Both easements and public right-of-way provide land-rights for Central San to operate and maintain your public sewer and recycled water facilities. The property owner owns the land and all the improvements within the easement that are not owned by Central San; and is responsible for maintaining their land and (allowable) improvements. Central San owns the sewer/recycled water line(s) and all necessary maintenance access structures and appurtenances. The easement rights enable Central San to construct, reconstruct, renew, alter, operate, maintain, inspect, repair, and replace its facilities as may be needed without excessive cost or other undue difficulty. Mainline Easements A property owner or developer seeking to install new public sewer or recycled water facilities to serve their properties must fund, design, construct and provide appropriate land-rights for the proposed public facilities in compliance with District Code and Standard Specifications (please see Section 9. Property Rights). The local building department typically requires Central San’s review prior to their first review. The plans must accurately depict right-of-way and Central San’s easements and the Applicant’s existing and proposed improvements. Encroachments are not permissible in right-of-way or Central San easements. Furthermore, Central San does not maintain the surfaces of rights-of-way or easements. For example, Central San does not maintain roads, streets, trails, paths, slopes, fences, or vegetation, except when required to maintain and service Central San facilities. The Household Hazardous Waste (HHW) Collection Facility helps prevent this pollution through reuse, recycling, and proper disposal of hazardous waste. Residents may drop off household hazardous waste at no charge, with no appointment needed. Small businesses must schedule an appointment and pay a small fee to dispose of their hazardous waste. Learn more and schedule an appointment . Opening Days and Hours The HHW Collection Facility is located at 4797 Imhoff Place in Martinez ( view map ). When the air quality index exceeds healthy standards due to wildfire smoke, we may shut down operations to maintain employee and customer safety. This page will be updated to reflect these closures. HHW Residents – no appointment needed Businesses by appointment only Monday – Saturday, 7 a.m. – 2 p.m. (see Hours & Directions for holiday closures) Recycled Water Fill Station Monday – Saturday, 7 a.m. – 2 p.m. Reuse Room Monday – Saturday, 7 a.m. – 1:30 p.m. Step-by-Step: How to Drop off Your Waste We can accept up to 15 gallons or 125 pounds of hazardous waste per visit, in containers no larger than five gallons. Before visiting the HHW facility, place your waste in the trunk or hatchback of your vehicle or the bed of your truck, if available for safe travel. Central San Permit Counter staff provide sewer work permit issuance, plan review, project fee quote, permit history and easement research services. Plan Review Drop-off/Pick-Up Plan submittals can be dropped off and picked up during Central San’s Permit Counter hours. A completed application form must be submitted with your plan submittal. If fees are due for the project, staff will reach out during the plan review process with the fee payment options. Central San is unable to process “over the counter” plan reviews at the time of submittal; all submittals go through the same standard review process. Plan review is currently taking a minimum of 10-25 business days* depending upon the project’s scope of work. Expedited plan review services are not available. *Encroachment Verification plan review is taking 5-10 business days. In-Person Services The Central San Permit Counter is open from 8:00 a.m. to 4:00 p.m., Monday through Friday (excluding district holidays) for the following types of services: Request for Information – about permitting process or to get sewer permit history Pay fees by check or credit card (not available after 3:30 p.m.) Sewer repair permit issuance (not available after 3:00 p.m.) Submit an application package*: a. Depending on the scope of work for the project, a plan review is performed to check for compliance with Central San’s Municipal Code and Standard Specifications for Sewer Design and Construction, determine if a sewer permit is required, ensure there are no conflicts with Central San easements, ensure proper pre-treatment devices are installed, and collect any applicable sewer fees. Read more More Sewer Repairs Overview October 23, 2023 Sewer Repairs When sewer work will occur outside the building, whether it is on property or off property, a Central San sewer permit is required. The sewer permit must be pulled prior to starting any sewer work, including trenching and excavating for sewer. Start of work notification and inspections are to be called in at least 24 hours in advance. All exterior sewer work shall meet Central San Standard Specifications and the contractor who is pulling the permit shall meet all licensing requirements . In some instances, however, the residence is lower than the elevation of the public sewer. When this situation exists, it is necessary for the property owner to install and maintain a residential sewage pump to lift the sewage from the residence up to the public sewer.
