To renew your permit, please complete and submit the renewal packet. The renewal packet was emailed and mailed to the Cannabis Stores on Friday, October 3, 2025. Applications are due by November 20, 2025.  Quarterly Tax Remittance Information   Pursuant to Section 3-5.505 of the Artesia Municipal Code, businesses operating within the City must remit cannabis business taxes quarterly. The tax is calculated based on gross receipts for cannabis retailers or canopy square footage for cultivation businesses. Businesses are required to register with the City, complete the Cannabis Tax Remittance Form , and submit payments by the deadlines outlined below.   Reporting Periods and Deadlines  Payments are due on the last day of the month following each quarter:   Q1 (January 1 – March 31): Payment due by April 30 Q2 (April 1 – June 30): Payment due by July 31   Q3 (July 1 – September 30): Payment due by October 31  Q4 (October 1 – December 31): Payment due by January 31 The Cannabis Tax Remittance Form  and payment must be submitted in person at City Hall or by mail at:  City of Artesia ATTN: FINANCE DEPARTMENT 18747 Clarkdale Ave Artesia, CA 90701 Timely submission is required to avoid penalties or interest. Application review resumed on July 13, 2023.  Phase I: Determination of Eligibility - Review is now complete, eight out of nine applications moved on to Phase II: Quality Assurance Review.  Phase II: Quality Assurance - Review is now complete, eight out of eight applications moved onto Phase III: Staff Evaluation Committee. Each Applicant received direct notification at the email address indicated on their application with instructions for Phase III. History  In November 2020, Artesia voters approved Measure Q; a ballot measure that allows taxes to be collected from the sale of cannabis in Artesia. In November 2021, the City Council identified cannabis as an opportunity to enhance economic development and created an ad-hoc committee of the City Council to work on an Ordinance that would lift the prohibitions on medical and commercial cannabis activities in the City, and establish regulations to provide a permitting process for cannabis sales and businesses within Artesia. In 2022, the City held a variety of public meetings, including a Town Hall meeting to provide the public the opportunity to comment on a draft Ordinance that would permit up to three retail cannabis businesses to operate within the City.   The Artesia City Council amended changes to the City’s Zoning Code by adopting Ordinance No. 22-929 in October 2022, to permit cannabis retail sales within certain zones in the City.  The City Council also adopted regulatory Ordinance No. 22-930 in November 2022, to permit commercial cannabis activity within Artesia.  Ordinance No. 22-930 was then amended by Ordinance No. 22-938,  which went into effect on February 16, 2023.   The application review postponement was done pursuant to the Application Procedure Guidelines and Review Criteria for a Commercial Cannabis Business Permit, which provides, in part: “City’s Reservation of Rights.  The City reserves the right to reject any and/or all applications, with or without cause or reason.  The City may modify, postpone, or cancel the request for a retail cannabis permit without liability, obligation, or commitment to any person, party, firm, or organization.” During the postponement, Applicants had the ability to voluntarily withdraw their applications at any time by providing written notice to [email protected] . Also during the postponement, the City evaluated its process and regulations.  As a result of the review, the City Council adopted amended Ordinances 23-944 and 23-945 (links provided below) on June 12, 2023.   On June 12, 2023, at a regularly scheduled Council meeting, the City Council adopted Ordinance No. 23-944, a zoning text amendment regarding Articles 20 and 44 of Chapter 2 of Title of the Artesia Municipal Code to establish an administrative design review process for commercial cannabis businesses and reaffirming the allowable zones for commercial cannabis businesses, including specified zones and specific plan areas which are south of State Route 91.  Also on June 12, 2023, the City Council adopted Ordinance No. 23-943, which updated the regulations that permit commercial cannabis activity within Artesia.  These Ordinances took effect on July 13, 2023. This webpage will be updated periodically to provide information relating to the status of the City’s Cannabis Program, opening of the application period, to address frequently asked questions (FAQ’s), and provide application materials and guidelines for potential cannabis businesses.   All inquiries must be submitted by email to  [email protected] . On March 5, HCD officially certified the Housing Element, completing the process and advancing the City’s housing initiatives.    Throughout the process, the City navigated crucial staffing transitions within the Community Development Department while continuing to advance this critical policy document. Despite these hurdles, City leadership and staff remained focused on meeting state requirements while ensuring the Housing Element reflects the community’s needs.  The City extends its sincere appreciation to HCD for its partnership and diligence. HCD staff worked collaboratively with the City team through the final stages of review, demonstrating flexibility and commitment during the critical final stretch to secure certification.  The 6th Cycle Housing Element outlines the City’s strategy to plan for and accommodate its Regional Housing Needs Allocation (RHNA), promote equitable housing opportunities, and remove barriers to housing development.  Mayor Rene Trevino emphasized the importance of the achievement: “This Housing Element certification reflects our commitment to planning responsibly for the future. This partnership represents a significant milestone in strengthening international ties and celebrating the community’s rich cultural heritage.  The partnership was formally approved on May 11, 2026, through the adoption of Resolution No. 26-3083. This action follows the City’s recent adoption of a Sister City Designation Policy, which provides a structured process for evaluating and establishing global partnerships that foster cultural, educational, and economic collaboration.  The new Sister City relationship reflects the longstanding historical and cultural connections between Artesia’s Portuguese-American community and Angra do   Heroísmo. Over the years, these ties have been expressed through cultural festivals, performances, and community exchanges that highlight shared traditions and values.  “This partnership represents an important opportunity to celebrate our Portuguese resident’s cultural roots while building meaningful international relationships,” said Mayor Rene Trevino. “We look forward to expanding cultural exchanges and exploring new opportunities for collaboration between our two cities.” The municipality of Angra do Heroísmo has also expressed its enthusiasm for the partnership through a formal Letter of Intent, signaling a mutual commitment to developing programs and initiatives that benefit both communities.
