Home City Hall City Council District 4 District 4 About Councilwoman Faulk Dionne Faulk is the first African-American woman to be elected to the Inglewood City Council. She is committed to this great City of Inglewood that is cutting-edge, resilient, and progressive. It is the City of Champions! As Councilwoman, she will fight for sustainable jobs, affordable housing, a balanced budget, and make decisions that are responsive to the needs of Inglewood residents. Councilwoman Faulk is a lifelong public servant and has worked for the State of California as a Civil Servant for over 15 years. Before being elected to the Inglewood City Council, she started her public service career as a Commissioner appointed to the Los Angeles County Department of Consumer Affairs by the Honorable Yvonne Brathwaite-Burke. At the State level, Councilwoman Faulk served as Regional Representative for the Association of California State Supervisors Union. For over five years, she has served on the State of California State Employee Association Foundation Board representing SEIU and concurrently as an elected Assembly Delegate for the 62nd Assembly District representing Inglewood. Joining the ranks of Inglewood leadership, Councilwoman Faulk was elected to the Inglewood Unified School Board in 2017 and served as a member of the Board of Education for almost four years. An active member of the community, Councilwoman Faulk holds membership in her beloved Alpha Kappa Alpha Sorority, Inc., and Jack and Jill of America Inc. She is also a member of the Los Angeles African-American Women’s Public Policy Institute. Councilwoman Faulk was educated right here in Southern California South bay at California State University Dominguez Hills and University of West Los Angeles School of Law. Councilwoman Faulk resides in the Renaissance Community adjacent to the historic SoFi Stadium in District 4 with her husband Shannon Faulk and their two sons, Fitzgerald and Sebastian. Butts- Biography MAYOR OF INGLEWOOD, CA | 2011 – Present On February 1, 2011, James T. Butts, Jr. was sworn in as Inglewood’s 12th mayor. James Butts has 53 years of public safety and municipal government experience. He holds a Bachelor of Science Degree in Business Administration from California State University and a Master’s Degree in Business Administration from California Polytechnic University. Mayor Butts has held the rank of CEO, general manager or assistant general manager of three large municipal organizations. He served 19 years in the Inglewood Police Department, rising to the rank of Deputy Chief, 15 years as the Chief of Police for the City of Santa Monica, and five years as an assistant general manager for Los Angeles World Airports in charge of Public Safety and Counterterrorism, taking LAX to a NUMBER 1 ranking nationwide by the TSA in 2009. He is an 11-year Board member and past Chairman of the Los Angeles METRO Board of Directors. In 2011, Mayor Butts negotiated with Madison Square Garden to renovate the Forum. In 2016, the Forum became the #1 concert venue in California. Mayor Butts secured the reinstatement of the then federally defunded Residential Sound Insulation Program by obtaining over $100 million in grant funding. Inglewood now operates the #1 Residential Sound Insulation Program in the country. On November 4, 2014, James T. Butts was re-elected Mayor of Inglewood with over 83% of the votes cast—the highest margin of victory in Inglewood electoral history. He was again re-elected in 2018, and to a 4th term in 2022. For 10 consecutive years (2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, and 2025) Mayor Butts was named one of the 500 most influential leaders in LA County by the Los Angeles Business Journal. His business expertise prevented bankruptcy in a city that Bond Rating agencies had ceased to rate for bond worthiness as late as 2010. Our bond rating is AA+ at present. The City’s reserve fund total is over 100% of its annual operating fund. The City as 3/28/25 has more liquidity in reserves than Los Angeles, Santa Monica, Beverley Hills or Torrance. Under his leadership the unemployment rate in Inglewood dropped from 17.5% when he took office in February of 2011 to 4.7% by 2022. In 2018, Mayor Butts negotiated the return of the NFL to Southern California. Both the Rams and Chargers played home games in Inglewood commencing the 2020 season. In June of 2017, Mayor Butts led the City to open negotiations with the Los Angeles Clippers with the mutual intent of relocating the Clippers to Inglewood into a cutting edge NBA arena. The Girl Scouts of Greater Los Angeles relocated to Inglewood from Marina Del Rey in 2019. In 2021, the LA Philharmonic relocated its Youth Orchestra Program (YOLA) to Inglewood; YouTube opened a 6,000 seat theater in Inglewood. and the NFL Network relocated from Culver City to Inglewood; In February of 2022, Super Bowl LVI was held in Inglewood and the Rams were victorious; in 2023, the NCAA Championship Bowl game was held in Inglewood along with WrestleMania. In 2024, the Clippers opened a state of the art NBA arena – The Intuit Dome – in Inglewood. In 2026 8 FIFA World Cup matches (with worldwide attendance) will be held in the City of Champions. We will host the NBA All-Star weekend and 2027 the NFL’s grandest event SuperBowl LXI will be hosted in Inglewood; our 2nd SuperBowl in 5 years. Finally, in 2028, the Olympic Games will open in Inglewood, California and Olympic Basketball and Swimming competitions will occur in the resurrected City of Champions. LOS ANGELES WORLD AIRPORTS (2006 - 2010) Director of Public Safety - Los Angeles World Airports (LAWA) Executive Director Lydia Kennard announced the appointment of James T. Butts Jr. to the new position of Deputy Executive Director (assistant general manager) for Public Safety on August 14, 2006. In this position he commanded the nation’s largest airport law enforcement and security organization. He was responsible for leading the more than 1,100 sworn and civilian personnel assigned to protect and serve at LAWA’s four airports - - Los Angeles International (LAX), Ontario International (ONT), Palmdale Regional (PMD) and Van Nuys (VNY). LAX, ONT and PMD combined serve more than 65 million passengers a year, while VNY is the world’s busiest general aviation airport. The budget for law enforcement, security, traffic control and Homeland Security operations directly overseen by Director Butts was $116 million dollars per year inclusive of contract security services. Director Butts’ span of control represented 1/3 of the 3,300 employees that staffed LAWA system-wide. LAWA operations at that time generated over $1 billion dollars of revenue annually. James Butts was the leader of the LAWA police and security forces assigned to the four airports in three cities, and as chair of the Airport Security Advisory Committee coordinates law enforcement and security duties performed by more than 4,000 federal and local officers. The largest of these outside agencies included the Transportation Security Administration (2,000 transportation security officers) and Customs and Border Protection (800 sworn officers). He held a United States intelligence classification issued by the FBI of Secret. Director Butts was responsible for security planning as it related to the physical and technology infrastructure of the airport system. In addition, he served as the intergovernmental counterterrorism liaison for Los Angeles World Airports interfacing and coordinating with the following agencies: Federal Bureau of Investigation; Drug Enforcement Administration; Secret Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; Immigration and Customs Enforcement, LAPD and the Federal Air Marshal Program, among others. During his tenure, the police department was been restructured. Hiring, training, cost controls and internal inspection standards and procedures were strengthened. As a result, workers compensation claims and liability payouts have dropped significantly for the Airport Police. For the first time in decades, the Airport Police Division operated within its budget and returned funds at the close of the fiscal year to LAWA. More importantly, the security infrastructure was been strengthened and LAX is considered the model in airport security for Category X airports in the country by the current and past Secretary of the federal Department of Homeland Security. In 2009 LAX was named #1 Nationally in Aviation Security by the TSA. Director Butts developed and coordinated the implementation of an infrastructure and technology master plan for security at LAX. He has partnered with USC and implemented a software based checkpoint deployment program code named ARMOR. The TSA adopted ARMOR for use as a result of the success experienced at LAX. Director Butts holds a Master of Science and Bachelor of Science Degree in Business Administration. CITY OF SANTA MONICA (1991 - 2006) Chief of Police - Prior to appointment as DED for Los Angeles World Airports, James Butts served as the Chief of Police of the City of Santa Monica (General Manager). He was sworn in to this post in September of 1991 at the age of 38 making him the youngest chief of police in Southern California. The City of Santa Monica is a coastal community surrounded by the City of Los Angeles and has a bedroom population of 87,000, but a daytime population average of approximately 250,000.
