Search Home Government City Departments & Divisions Community Development Community Development Our Mission To ensure that La Palma remains a livable, competitive, & sustainable community through effective land use planning, supportive construction management, proactive code enforcement, & innovative economic development activities. The La Palma Community Development Department carries out the Planning, Building & Safety, Code Enforcement, Economic Development, Redevelopment and Affordable Housing functions for the City. The Department is responsible for business retention and attraction activities, and developing and maintaining relationships with local businesses; real estate brokers; property owners; and tenants. The Department also coordinates “fast tracking” of land use and permitting applications and directly responds to problems/issues identified by high priority businesses. The Community Development Department is divided into six divisions: Building & Safety The Building & Safety Division provides plan checking, permit issuance, building inspection, and other building and construction related services. Code Enforcement The Code Enforcement Division is responsible for code enforcement throughout the City, and performs inspections and enforcement actions for compliance with the City’s National Pollutant Discharge Elimination System (NPDES) Permit. Planning The Planning Division is responsible for all of the current and advance planning functions of the City. Current Planning includes the processing of applications for Conditional Use Permits, new developments, residential remodels, signs, and temporary uses. Advance Planning includes the review and update of the City’s General Plan. The Planning Division also issues film permits and community event permits. Economic Development Economic Development includes business retention and attraction activities by developing relationships with real estate brokers, property owners, and business tenants. Housing and Redevelopment The City is required by State law to develop and implement its Housing plan. This includes both local affordable housing activities as well as participation in various county, state, and federal housing programs. In 2011, the State of California required dissolution of all redevelopment agencies and the City Council/Successor Agency is responsible for wind-down activities. Search Home Government City Departments & Divisions City Manager City Manager The City Manager is the chief administrative officer of the City and is appointed by the City Council to oversee the administration of all City business. In this role, the City Manager provides executive leadership, direction, review, and coordination of all City departments and operations. In addition, the City Manager’s Office is responsible for the following functions: Intergovernmental Relations Legislative Affairs Public Information (including Social Media) Special Projects ICMA Code of Ethics The City Manager is a member of the International City/County Management Association and strictly adheres to the ICMA Code of Ethics . Adopted in 1924, the ICMA Code of Ethics creates a foundation for excellence in local government management. The Code requires leadership in a management structure committed to equity, transparency, integrity, stewardship of public resources, political neutrality, and respect for the rights and responsibility of elected officials and residents. We are committed to developing and maintaining effective and efficient financial planning, reporting, and central support systems in order to provide the City Council, City Manager, and the public with financial information on a timely and meaningful basis.
