Marina In The News Posted on May 05, 2026 The City of Marina is moving forward with a new chapter for the Marina Equestrian Center . During its meeting on March 3, 2026, Council directed staff to initiate a formal Request for Proposals (RFP) process to identify a new concessionaire and explore expanded recreational opportunities for the historic 27-acre property. The decision marks a proactive step by the City to revitalize the site, which was formerly part of the Fort Ord military installation. The property is currently held by the City under a Quitclaim Deed from the National Park Service, which requires the land to be used exclusively for public park and recreational purposes, a mission the City remains fully committed to fulfilling. "The Marina Equestrian Center is a jewel of our recreational portfolio," said Marina Mayor Bruce Delgado. "Our primary goal is ensuring this land is managed responsibly and is kept accessible to the public in a way that upholds its history and future potential. We are excited to invite new partners who share our vision for a vibrant, well-maintained and accessible public space." This transition follows the termination of the concessionaire agreement with Chaparral Country Corporation, which managed equestrian operations since late 2022. During 2025, the City identified multiple material violations of the agreement. Consequently, the City terminated the agreement, effective December 18, 2025. The City Council’s recent directive ensures that the property will continue to serve the community while exploring its maximum potential. Marina In The News Posted on April 20, 2026 The City of Marina invites residents to attend upcoming facility tours and community workshops to learn about the condition of the City’s public facilities and help guide future planning efforts. Marina’s core facilities, including City Hall, the police station and the fire station, were built decades ago for a much smaller population and now face challenges related to aging infrastructure, limited space and outdated design. These problems are affecting the City’s ability to maintain modern service levels and adhere to accessibility standards or technology needs. Space constraints and aging buildings increasingly limit the City’s ability to deliver efficient services and maintain rapid emergency response times. Over the past several years, the City evaluated the condition of its facilities and explored options to address long-term infrastructure needs. Most recently, Council instructed staff to create a resident-led City Facilities Citizens Advisory Committee (CFCAC) to conduct a detailed review of existing facilities. The CFCAC identified approximately $50 million in infrastructure needs, prioritizing a new police station, fire station and City Hall/Council Chambers. “The condition of our facilities has been a longstanding challenge for Marina, and it directly impacts how we serve our community,” said Mayor Bruce Delgado. “We’ve heard clearly from residents that improvements are needed, and these upcoming tours and workshops are an opportunity to see the conditions firsthand and help shape thoughtful, community-driven solutions for the future.” To help residents better understand current conditions, the City is hosting guided tours of existing facilities, offering a direct glimpse into space limitations and operational challenges. Starting at the City Council Chambers, residents will have the opportunity to tour the City Council Chambers, City Hall and the Public Safety Building. Upcoming Facility Tours: Thursday, April 23 at 6 p.m. Saturday, April 25 at 10 a.m. Thursday, April 30 at 6 p.m. The City will also host community workshops at the City Council Chambers to share information, review potential solutions and answer any questions about future priorities and funding approaches. Upcoming Community Workshops: Saturday, May 2 at 10 a.m. Wednesday, May 27 at 6 p.m. “These conversations are a critical step in determining how we move forward as a City,” said City Manager Layne Long. “By participating in tours and workshops, residents can better understand the challenges we face and provide input that will directly inform priorities, funding approaches and the long-term vision for Marina’s public facilities.” For more information, visit CityofMarina.org/CityFacilities . The Marina Connect app is Marina’s new tool to report non-emergency service requests, as well as a gateway to other City resources. Search Home City Hall Projects and Initiatives For Marina, By Marina - Coastal Access & Amenities Plan For Marina, By Marina - Coastal Access & Amenities Plan In March and April 2025, the City of Marina conducted a community outreach initiative on how to allocate $3 million in potential payments for public improvements in the City’s coastal zone. These funds would become payable to the City if the California American Water Company (Cal-Am) desalination project is ever built. Although the City continues to strongly oppose the desalination project for many reasons, it believed it was important to conduct community outreach about the best and most beneficial use of the $3 million, which would be paid to the City as a condition of approval if the project is fully approved and developed. The potential funds may only be spent on improving public access, public facilities, recreational opportunities and restoration within the coastal zone of the City. Rather than deferring to a community engagement process led and funded by Cal-Am, the City conducted its own independent outreach and engagement effort to hear directly from Marina residents and to ensure our resident voices are represented. On April 15, 2025, the Marina City Council received the report, and it will be submitted to the Coastal Commission for consideration. Cal-Am is required to provide $3 million to the City if and when the desalination plant is fully approved and developed. How these funds would be spent will be determined by the Coastal Commission through a Coastal Access and Amenities Plan, which will be developed through community input and outreach. Isn’t Cal-Am doing their own outreach effort on this process to allocate the $3 million? Yes, but the outreach effort is being led by EnviroGage, a consultant hired and paid for by Cal-Am. The City of Marina is concerned about the objectivity of this process and is launching its own independent engagement effort to ensure that community feedback is directly represented in the decision-making process. Will the City be assured it gets the $3 million in funds? Cal-Am is required to provide $3 million to the City of Marina for public improvements as part of the California Coastal Commission’s conditions for project approval. Will the California Coastal Commission really listen to our feedback? The California Coastal Commission has stated that it will accept and strongly consider a plan submitted and adopted by the Marina City Council. While EnviroGage’s report will be reviewed by the Commission, the City’s independent engagement effort will provide an opportunity for the Marina City Council to formally present community-driven priorities directly to the Coastal Commission. Isn’t this project in litigation? The California Coastal Commission’s conditional approval of a coastal development permit for the desalination project in 2022 is currently in litigation filed by four public agencies, including the City. However, while this litigation is ongoing, Cal-Am is moving forward on satisfying certain conditions that may become applicable if and when its project is fully approved and built.
