Consideration for the rate increase has been in discussion since 2018 when the first attempt to pass an increase was rejected by the District’s board. “We listened and learned from the previous attempt and spent the last 18 months diligently working to come up with a new rate proposal,” states District Manager Donna Leatherman. The revised rate study took three key components into consideration, which resulted in a 17% decrease from the previous proposed rate adjustment. Considerations included: Capital improvement projects to be funded by a rate increase decreased by $270,000; District Board implemented the Reserve Policy to fund planned capital improvement projects; and Existing reserves will fund 90 percent of the capital improvements for the five-year list of projects. Customers will see the newly adopted rates starting on the August 26th billing cycle. “While rate increases are never pleasant, we find it necessary to secure the financial stability of the District,” says J.W. Dell’Orto, Board Chair. “We appreciate the time and effort the public gave to participate in the process by attending meetings and submitting comments. Anyone can pay a bill over the phone using a Visa, MasterCard or Discover. In Person Access Both owners and tenants can come to the CPUD office at 506 W Saint Charles Street, San Andreas, CA 95249 and inquire what the balance is on any given account. They can pay the bill using cash, check or credit card. Online Access Both owners and tenants can access any account online through the payment portal if they have the following information: CPUD account number Email address The CPUD office staff is happy to assist customers with online access if needed. Call the office at (209) 754-9442 or email [email protected]. *Transaction fees apply Billing CPUD personnel read meters around the 19th or 20th of each month. Billing occurs on the 26th of each month and they are due by the 15th of the following month. CPUD will only bill property owners and will not change accounts into renter's name. Late Fees If your account is delinquent sixty (60) days, we will add a late payment charge of $30.00 to the total unpaid balance of your bill. A day delinquency notice is then hung on the door.
