The Story Behind De Luz
The earliest known documentation of the name De Luz locally was on a map dated 1878 of Rancho Santa Margarita (today’s Camp Pendleton) that designated this stream as the Arroyo Corral de la Luz. Downstream, where the arroyo emptied into the Santa Margarita River, the California Southern railroad built a station in 1882, shortening the name to De Luz. A post office was contained in the station. Following the establishment of the De Luz Post office here, settler homestead records of the 1880s were signed and dated as being in De Luz.

Directors of the De Luz Community Services District are public officials, elected at large by majority vote of the registered voters within the District boundaries. Elections are held in conjunction with County general elections. All Directors serve four-year terms which are staggered, and newly-elected Directors can usually depend on the experience of several incumbents to provide continuity in leadership on the Board. Directors must be residents of the District, and absentee landowners are not entitled to vote in these elections. The Board is similar in many respects to a City Council, except that its authority is restricted to only those areas of jurisdiction granted to the District at formation when the County transferred to the CSD its authority over road maintenance, waste collection, and supplemental law enforcement. In December of each calendar year, the Board elects three of their members to specific offices of the Board: President, Vice President, and Treasurer. These roadways consist of 42.7 percent minor collectors, 22 percent major collectors, and 19.3 percent local roadways. The District has developed a Pavement Managemnt Program, which details the existing pavement condition within the District, recommended maintence and repair strategies, and specific projects. The Pavement Management Program states that the overall condition of the pavement network is "Very Good." Further, the Program recommends specific maintenance activities to maintain the highest condition. Supplemental Law Enforcement The District provides law enforcement services through a contract with Riverside County Sheriff'sDepartment. This contract provides services beyond those, which the County would normally provideto unincorporated areas. One (1) assigned deputy is dedicated to serve the District. This is a benefit,as the residents know the deputy and the deputy know regular activities and vehicles within the District. Contracted Waste Removal The District provides solid waste services through a service contract / franchise with CR&R Environmental Services. For weekly residential pick up commercial/agricultural pick up on schedules set by individual contracts. Costs for services are paid directly to CR&R. The following is intended as an aid in obtaining the permits most often required. ALL PERMITS require that the District be furnished with the following items: District application signed by the owner of record. Plan showing the proposed encroachment location. Assessor's Parcel Number. In addition to District requirements, property owners are responsible for meeting all plan review and permit requirements of Riverside County, as well as any Property Owner's Association (POA) requirements. Not all properties in the District are in associations; your title policy is the most reliable source of information. The DLCSD is pleased to offer assistance in determining association status and County permit needs, however, owners are legally responsible for determining these requirements. Additionally, the following information and fees are required for specific types of encroachments. Please note that in all cases, fees must be paid and the permit issued prior to any construction, erection, or planting. Permit Application I agree to abide by all requirements set forth in my permit and this application, and I agree to the following: DLCSD must be notified at least 48 hours prior to any construction. Inspection shall be made by DLCSD for finish grade approval prior to placement of surfacing. If DLCSD is not notified, any work performed is subject to immediate removal at my expense, and my deposit will be forfeited. I understand that driveway aprons must be constructed prior to Final of Building permit by RivCo. It is my responsibility to call for final inspection of apron to assure satisfactory completion and release of deposit. DLCSD Development Impact Fee (DIF) must be paid prior to final inspection of the building permit by RivCo. DIF will be reviewed annually and may be adjusted to conform to changes in the construction cost index. This Permittee agrees to indemnify, defend, and save the district, its authorized agents, officers, representatives, and employees, harmless from and against all penalties, liabilities or loss resulting from claim or court action and arising out of any accident, loss or damage to person or property happening or occurring as a proximate result of any work undertake under the permit granted pursuant to this application.
