Upcoming Federal Changes to CalFresh and Medi-Cal Under H.R. 1
On July 4th, 2025, President Trump signed a new law, H.R. 1, also known as the “One Big Beautiful Bill Act”. This law will reduce who is eligible for and how much money some people will get through the CalFresh program. California is waiting for federal guidance before we make any changes. This law also changes who qualifies for Medi-Cal and what services are covered. Your county will let you know if and when these changes affect you. CalFresh Expedited Services Information
You may be eligible for CalFresh within 3 days of submitting your application if you meet one of the following:
1. Your household has $150 or less in gross monthly income and $100 or less in liquid resources
2. Your combined income and liquid resources are less than your monthly rent, mortgage, and utility costs
3. Someone in your household is a migrant or seasonal farmworker who is destitute and has liquid resources of $100 or less.
After you apply, you’ll have an interview within 3 days.
If you qualify for CalFresh, you will get your benefits beginning from the date of your application.
Helpful Information:
- Gross income is all the money you make before taxes and/or deductions are taken out.
- Examples of liquid assets are cash on hand, money in your bank accounts, stocks or bonds, and one-time payments.

Two-Step Verification is now required
Two-Step Verification: For security of customer information, BenefitsCal now requires two-step verification. Customers will now be asked to enter the one-time code sent to their email address or phone number on file to access BenefitsCal. Once the code is entered on the page, the user will be able to access their case information.
If a user receives a passcode and they were not logging in to BenefitsCal, they must go to BenefitsCal and change their password.

Who uses a CBO Manager account?
CBO Manager Accounts are usually for leaders or people in charge at the CBO. They can oversee the work of their staff, who are called CBO Assisters.
Who uses a CBO Assister account?
CBO Assisters are usually staff members who work for CBO Managers. If you need a CBO Assister account, ask your CBO Manager to make one for you.
